About this file

This justification and approval document outlines the sole source procurement of Honeywell Vindicator security systems for a new Child Development Center project at Scott Air Force Base in Illinois. The project involves construction of a 24,711 square foot facility to accommodate 156 children, with potential future expansion. The justification for sole sourcing is that the Vindicator system is the only integrated security system certified for use across Scott Air Force Base, so no other system would be compatible or able to meet security requirements. Market research in the form of a notice of intent to sole source was posted on SAM.gov with no other parties expressing interest. Upon determining the estimated cost for the Honeywell equipment to be fair and reasonable, the contracting officer recommends proceeding with the sole source procurement as part of the construction contract solicitation to attain the required security services for the project.

LRL-FY23-40

JUSTIFICATION AND APPROVAL

FOR OTHER THAN FULL AND OPEN COMPETITION

1. Contracting Agency: U.S. Army Corps of Engineers (USACE), Louisville District, Post Office Box 59, Louisville, Kentucky 40201-0059.

2. Description of Action: This justification and approval (J&A) is being prepared for the use of a brand name item, Honeywell Vindicator Security System, in the firm fixed price construction contract for the Child Development Center project at Scott Air Force Base, Illinois. The government will not purchase the Vindicator equipment directly, but rather brand name specifications will be included in the design build solicitation that will lead to a new firm fixed price (FFP) construction contract. The construction contract is planned to be awarded under a (acq. TBD) solicitation, using FY23 MILCON funding.

3. Description of Supplies/Services: The security system selected for use on the Child

Development Center project at Scott Air Force Base, Illinois is Honeywell. The estimated total cost for the equipment is approximately .

4. Authority Cited: 10 United States Code (U.S.C.) 2304(c)(1), as implemented by

Federal Acquisition Regulation (FAR) 6.302-1(a)(2) “Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.” This authority is applicable to brand name justifications in accordance with FAR 6.302- 1(c)(1).

5. Reason for Authority Cited:

a) Background: The Child Development Center at Scott Air Force Base, IL is proposed as a 24,711 SF facility in the initial build to provide the ability to accommodate 156 children on a proposed project site of +/-5.25-acres located at the southeastern corner of Paul Revere Drive and Patriots Drive. The project will include 12 classrooms (7 Under 2, 3 Toddler, and 2 Preschool) and all administrative, kitchen, laundry, and mechanical facilities sized to support ultimate future buildout to accommodate 232 children. The project also includes all accompanying support spaces, outdoor play environments, site improvements, parking, access drives, stormwater detention facilities, and utility connections necessary to support the facility program. The proposed site plan and building floor plan have the ability to expand to a 30,243 SF facility with the capacity to accommodate a maximum of 232 children.

The facility currently uses Vindicator systems as do all other facilities located on Scott Air Force Base. The intent is to replace the existing Vindicator system with a new Vindicator system of the same brand.

b) Justification: Vindicator system is the only IDS/ACS alarm system that is authorized to be used on Scott AFB and no other system will be certified by this office (per Program Manager, Electronic Security System). AFI 31-101 does not specify a particular alarm system that has to be used, however no other alarm system is compatible with Vindicator. Due to this, if a facility is to maintain required physical security contingencies, Vindicator is what has to be used.

c) Impact: If Vindicator is not utilized then the facility will be operating outside of physical security requirements on Scott Air Force Base. To overcome this, a new monitoring system would be required that would have to be managed by the facility tenant and would come at increased cost to the Government for equipment and manning.

d) Alternatives: None viable to achieve a fully functioning system for the reasons noted above in paragraph 5. b) and c).

6. Efforts to Obtain Competition: A Notice of Intent to Sole Source was posted on the beta.sam.gov website. To date, no other sources have written to express interest.

7. Actions to Increase Competition: Apart from the complete replacement of the current base-wide security system in its entirety, competition will be limited. This is a finite requirement with no anticipated future needs, and therefore there are no actions to increase future competition.

8. Market Research: A Notice of Intent to Sole Source was posted on the SAM.gov website on 16 March 2023. To date, no other sources have written to express interest.

9. Interested Sources: A Notice of Intent to Sole Source was posted on the SAM.gov website on 16 March 2023. To date, no other sources have written to express interest.
