5.4. Quality Control Record. The Contractor shall submit all quality control records for fabrication of the items covered by these specifications.
6. MATERIALS.
6.1. Pintles. Existing Pintles are cast steel (ASTM A27 Grade 70-40). The Government will furnish four
(4) used Cannelton Lock pintle balls to the Contractor.
6.1.1 Corrosion Resisting Steel Surface. Filler metal for overlay shall be of such a grade that the surface of the overlay, after machining, will have approximately the same chemical analysis as Class 304 corrosion resisting steel and a minimum Brinnell Hardness of 230. This shall be verified during the weld procedure qualification.
6.2. Pintle Bushings. All bushings shall be fabricated with ASTM B148 C95400 Specification, Aluminum-Bronze Sand Casting, heat-treated with a Brinnell Hardness of 180-200. Grease Grooves shall be cut to dimensions shown on drawings.
Repairs to castings shall be made with the knowledge and prior approval of the Contracting Officer. Minor surface imperfections not affecting the strength of castings may be welded in the “green” if approved by the inspector. Surface imperfections shall be considered minor when the depth of the cavity prepared for welding is not greater than 20 percent of the actual wall thickness, but in no case greater than 1 inch.
Defects other than minor surface imperfections may be welded only when specifically authorized in accordance with the following requirements:
(1) The defects have been entirely removed and are judged not to affect the strength, use, or machinablity of the castings when properly welded and stress relieved.
(2) The proposed welding procedure, stress relieving and method of examination of the repair work have been submitted and approved.
7. CASTINGS. Each casting shall have the mark number cast or stamped upon it. Deviations from the dimensions and the thickness of castings as shown on the drawings will not be permitted to exceed such amounts as will impair by more than 10 percent the strength of the castings as computed from dimensions shown. Dimensions of castings shown on approved shop drawings shall be finished dimensions. Warped or otherwise distorted castings or castings that are oversize to an extent that will interfere with proper fit with other parts of the machinery or structure will be rejected. The structure of the metal in the castings shall be homogenous and free from excessive nonmetallic inclusions. Excessive segregation of impurities or alloys at critical points in a casting will be cause for its rejection.
Repairs to castings shall not be made prior to approval by the Contracting Officer. Where repair welding is permitted, it shall be performed in accordance with the requirements of Paragraph 6.1, Pintles.
8. METAL WORK FABRICATION
8.1. General. Material must be straight before being laid off or worked. If straightening is necessary, it shall be done by methods that will not injure the metal. Sharp kinks or bends shall be cause for rejection of the material. Material with welds will not be accepted, except where otherwise approved. Where heating is required, precautions shall be taken to avoid overheating the metal, and it shall be allowed to cool in such a manner as not to destroy the original properties of the metal. Finished members shall be free from twists, bends and open joints.
8.2. Dimensional Tolerances of Structural Steel Items.
8.2.1. Dimensions shall be measured by means of an approved calibrated steel tape of the same temperature as the item or part at the time of measurement.
8.2.2. The overall dimensions of the assembled structural unit shall be within the tolerances indicated on the drawings or as required for proper assembly.
8.2.3. Except as required to meet the requirements above, an allowable variation of 1/32 inch is permissible in the overall length of individual component members with both ends milled and individual component members without milled ends shall not deviate from the dimensions shown on the drawings by more than 1/16 inch.
8.3. Structural Steel Fabrication. Shearing shall be accurately done and all portions of the work neatly finished. Structural steel may be cut by mechanically guided or hand guided torches provided an accurate profile with a smooth surface free from cracks and notches is secured. Cuts shall be chipped, ground, or machined smooth so that they are interchangeable with each Pintle provided for the same lock.
9. MACHINE WORK
9.1. General. Unless otherwise shown on the drawings, all tolerances, allowances and gages for metal fits between plain, non-threaded cylindrical parts shall conform to ANSI B4.1-94, “Preferred Limits and Fits for Cylindrical Parts”, for the class of fit as shown or otherwise required. Where fits are not shown, they shall be suitable as determined by the Contracting Officer. Machine work shall be done wherever an “f” or other symbol denoting surface finish appears on the drawings, and at other places, where necessary.
Tolerances for machine-finished surfaces designated by non-decimal dimensions shall be within 1/64 inch.
Sufficient machining stock shall be allowed on placing pads to insure true surfaces of solid material.
Finished contact or bearing surfaces shall be true and exact to secure full contact. All surfaces shall be finished with sufficient smoothness and accuracy to ensure proper operation when assembled.
9.2. Finished Surfaces
9.2.1. Where surface finishes are indicated on the drawings or specified herein, the symbols used, or finishes specified shall be in accordance with ANSI B46.1-95. “Surface Texture (Surface Roughness, Waviness, and Lay).” Values of roughness height specified are arithmetical average deviation expressed in micro inches. Roughness specified is the maximum value and any lesser will be satisfactory unless otherwise called for on the drawings. Compliance with specified surface shall be determined by sense of feel and by visual inspection of the work compared to Roughness Comparison Specimens, in accordance with the provisions of ANSI B46.1. Values of roughness width and waviness height are not specified but shall be consistent with the general type of finish specified by roughness height. Flaws such as scratches, ridges, holes, peaks, cracks, or checks which will make the part unsuitable for the intended use will be cause for rejection.
9.2.2. Where the finish is not indicated or specified, the type of finish shall be that which is most suitable for the surface to which is applies and shall be consistent with the class of fit required. Surfaces to be machine finished shall be indicated on the drawings by symbols, which conform to ANSI B46.1
9.3. Unfinished Surfaces. So far as practical, all work shall be laid out to secure proper matching of adjoining surfaces. Where there is a large discrepancy between adjoining unfinished surfaces, they shall be ground free of all projections and rough spots. Depressions or holes not affecting the strength and usefulness of the parts shall be filled in a manner approved by the Contracting Officer.
9.4. Pintle and Pintle Bushings. Worn bearing surfaces of the used pintles are to be machined down to 1/4 inch less than the final dimensions, and then built up with a corrosion resisting steel surface, by welding, using stainless steel electrodes compatible with the existing Pintle. The welding shall produce a solid dense surface free of cracks, pits, blowholes, or slag deposits. The Pintles shall then be machined to a true hemispherical shape to dimensions and finished to a 16 RMS finish. The presence of any pits over 1/16 inch in any dimension, or more than four pits per square inch of surface, shall require reworking the Pintle surface. The outer diameter of the Pintle bushings shall conform to the tolerances indicated on the attached drawings so that the bushings can be inserted by snug fit into the existing Pintle sockets. The 12V:12H surface of the Pintle bushings shall not deviate by more than zero (0) degrees, fifteen (15) minutes, of the angle formed, to insure proper bearing with existing Pintle sockets. Verify the vertical height of each finished Pintle and indicate this dimension on the outside of each shipping crate and base of the Pintle. The dimension shall be to the thousandth.
9.4.1. The Pintles shall be fitted to the Pintle Bushing by scraping or lapping the bushing until uniform contact is attained over 90% of the bearing surface as determined by testing with a thin dry film of machinist dye or other approved coloring. This requirement shall take precedence over the dimensional tolerances shown on the attached drawings. Each Pintle ball shall be matched-marked with the bushing with which it was fitted and shipped together as a unit with the bushing on the Pintle.
9.4.3. All grease grooves, internal grease passages, and threaded openings shall be cleaned out before shipment.
10. WELDING. Prior to welding stainless steel cladding onto the Pintles, the Contractor shall submit welding procedures, in accordance with the applicable sections of AWS D1.6, for approval by the Contracting Officer.
Welders and welding operators shall be certified for these procedures in accordance with AWS D1.6.
11. PATTERNS. The Contractor shall provide all patterns necessary to fabricate the items called for in this contract. In construction of patterns, care shall be taken to avoid sharp corners or abrupt changes in cross section.
Ample fillets shall be used. The Contractor shall add such draft and increases in pattern thicknesses as will conform to his standard foundry practice and as may be necessary to ensure that all metal thicknesses of the finished casting will be in accordance with the dimensions shown on the drawings and the requirements specified in Paragraphs 7, CASTINGS, and 9, MACHINE WORK. All patterns will remain the property of the Contractor.
12. SHOP ASSEMBLY. Pintles and Pintle bushings shall be assembled in the shop to determine the correctness of the work and matching of the component parts. The tolerances shall not exceed those shown on the drawings and each unit assembled shall be closely checked to ensure that all necessary clearances have been provided and that binding does not occur in any moving part. Assembly in the shop shall be in the same position as final installation in the field. Final assembly and disassembly work shall be performed in the presence of a Government inspector, unless waived in writing by the Contracting Officer, and the Contractor shall immediately remedy any errors or defects disclosed, without cost to the Government. The Pintle and Pintle bushing shall be match-marked to facilitate erection in the field and shipped together as a unit with the bushing on the Pintle.
13. PAINTING AND PROTECTION OF FINISHED WORK.
13.1 Painting. All exposed, non-threaded, non-bearing surfaces of the pintle bases shall be painted with System No. 4 Vinyl Paint.
System No. 4 Paint shall be spray applied to an average dry film thickness of a minimum of 7.5 mils for the completed system, and the thickness at any point shall not be less than 6.0 mils. The specified total film thickness shall be attained in any event, and additional coats needed to attain the specified thickness shall be applied at no additional cost to the Government. Attaining the specified film thickness in fewer than the prescribed number of coats or spray passes will be acceptable provided heavier applications do not cause an increase in pinholes, bubbles, blisters, or voids in the dried film and also provided that no more than 2.0 mils (dry film thickness) per double spray coat nor more than 1.0 mil per single spray pass of non-zinc paint shall be applied at one time
