PROJECT SPECIFIC INFORMATION

Rough River Lake

GENERAL

For the coming recreation season, the Louisville District will contract with a camping couple or group of interested individuals to serve as Contract Gate Attendants at Cave Creek, Axtel, Laurel Branch and North Fork campgrounds at Rough River Lake, Kentucky. The Attendants will be hired by contract after they bid for the positions.

AREA

Rough River Lake is located in Grayson and Breckinridge Counties in South Central Kentucky, approximately 60 miles Southwest of Louisville, and midway between Leitchfield and Hardinsburg. The lake is accessible by Highways 259, 105, 110, 737, 54 and 79 (which crosses the dam).

CAMPGROUNDS

Axtel Campground is located adjacent to KY Highway 79 in Breckinridge County, Kentucky. This Class A campground has 158 campsites (107 electric/water, 4 sewer/electric/water, 47 primitive), 3 modern wash buildings, beach (for campers only), playground, dump station, fish cleaning station, paved roads, and dumpster garbage collection. The campground is in the Central Time zone. Volunteer(s) may also be on site.

North Fork Campground is located adjacent to KY Highway 259 in Breckinridge County, Kentucky. This Class A campground has 81 campsites (49 electric/water, 32 primitive), 1 modern wash building, playground, dump station, paved roads, and dumpster garbage collection. The campground is in the Central Time zone. Volunteer(s) may also be on site. The North Fork Day Use area, located outside the campground, also contains a public beach, playground, boat ramp, 2 picnic shelters, and multiple picnic sites.

Laurel Branch Campground is located adjacent to KY Highway 110 in Breckinridge County, Kentucky. This Class A campground has 62 campsites (51 electric/water, 11 primitive), 1 modern wash building, 1 pit toilet facility, dump station, paved roads, playground, and dumpster garbage collection. Description of Area: Campgrounds on Rough River Lake are popular family-oriented areas that receive moderate to heavy use, especially on weekends. Many campers return several times during the year and make repeat visits year after year. Rough River Lake has few problems involving ‘rowdies’ or other such disturbances through the camping season. Corps of Engineers Park Rangers and local law enforcement officers patrol each recreation area and may be called upon during non-duty hours in the event of an emergency. Each of the campgrounds also has an adjacent Day Use area that contain the following facilities:

- Axtel Day Use – boat ramp, courtesy dock, and boat ramp restroom.

- North Fork Day Use – public beach, playground, boat ramp, courtesy dock, fishing pier, 2 picnic shelters, and multiple picnic sites.

- Laurel Branch Day Use – picnic shelter, public beach, boat ramp, fishing pier, fish cleaning station, multiple picnic sites, and playground.

The Contractor is responsible for compliance with these security requirements. Questions regarding security matters shall be addressed to the designated Government representative (e.g., Contracting Officer Representative (COR), Requiring Activity (RA) representative, or Contracting Officer (if a COR or other RA representative is not appointed)).

Contract personnel are critical to the overall security and safety of US Army Corps of Engineers (USACE) installations, facilities and activities, and security awareness training contributes to those efforts. The Department of Defense (DoD) and Army security training requirements specified below, if applicable, are performance requirements; all applicable contract personnel shall complete initial training within 30 days of contract award or the date new contract personnel begin performance on the contract. In addition to the changes otherwise authorized by the changes clause of this contract, should the FPCON or HPCON levels at any individual facility or installation change, the Government may implement security changes that affect contract personnel. The Contractor shall ensure all contract personnel are aware of their security responsibilities, including any site-specific requirements identified in local policies or procedures.

RA.

This locally developed training provides contract personnel with general information on suspicious behavior, and guidance on reporting suspicious activity to the project manager, security representative or law enforcement entity.

e. Pre-screen candidates using E-Verify Program: Contractors shall comply with the requirements set forth in FAR clause 52.222-54 Employment Eligibility Verification and FAR Subpart 22.18 in using the E-Verify Program at (https://www.e-verify.gov/) (website subject to change) to meet the contract employment eligibility requirements. f. Keys. The Contractor will be furnished keys for necessary access to areas and buildings. Any additional keys required will be furnished by the POC. No duplicates of the keys are to be obtained. Key security shall be the Contractor's responsibility. Failure to provide adequate key security will result in a deduction from the payment due the Contractor in the amount of the current cost to replace lost or damaged keys and replacing any affected locks.

g. Campground Fee Station Access. No unauthorized persons shall be permitted inside the Campground Fee Station. Authorized persons include Park Attendants and Corps employees who are on duty and have business inside the Campground Fee Station. Volunteer Park Hosts and Sheriff’s deputies may be allowed in the fee station at the discretion of the POC. The Attendants shall secure and lock the Campground Fee Station when it is unattended. Any funds or user fee permit books left in the Campground Fee Station shall be locked in a government approved safe or vault or otherwise safeguarded in a manner approved by the

POC.

The Attendant shall dial the number to verify long distance call charges are reversed or charged to a credit card. Personal phone calls made by the Attendant will be kept to a minimum. Government telephone lines are to be used primarily for authorized purposes only. Long distance phone calls may need to be approved by the POC prior to the call. This includes calls to other campground fee stations at project campgrounds. Unauthorized long distance charges will be deducted from payments due the Contractor or shall be paid by the Contractor, as determined by the POC.

Government telephone lines will not be used for Internet access with personal computers or with government supplied computers.

b. Conduct. Contract employees shall conduct themselves in a professional and orderly manner. Tact, diplomacy, and courtesy shall be exercised at all times while dealing with the public. The intent is a cheerful friendly contact with every customer. Personal cleanliness and presentable appearance are required of all contract personnel when dealing with the public.

No visitors will be allowed to use the attendant hook-ups at any time. Attendants will not save any sites for relatives, friends or guests. The attendant must also ensure that none of his/her visitors, guests or relatives remain for any prolonged period of time (15 minutes or more) within the immediate premises of the fee station.

h. Appearance. The area around the Attendants campsite, the Campground Fee Station and a radius of 100 feet around the Campground Fee Station shall be maintained in a clean, sanitary and neat condition. The Campground

Fee Station shall be cleaned at least twice per week during the camping season. Attendants will be responsible for vacuuming the fee station, dusting surfaces, cleaning windows, disposing of trash in campground trash receptacles, cleaning and sanitizing the restroom, and cleaning windows so that Attendants can have clear view out the windows and can be seen by the recreating public. Excessive use of air fresheners/sanitizers will not be permitted to hide pet odors or replace the need to keep the fee station in the sanitary conditions listed above. Personal equipment in or near the Campground Fee Station or around the Attendant's campsite requires prior approval of the POC. The Contractor shall obtain prior approval from the POC before erecting any sign or barricade, or altering any facility.

The adornments around, on, or in the Fee Station by the Attendants should not distract the recreating public from interacting with the Attendants or cause a Safety Hazard by visitors who walk up to the Fee Station. The Fee Station adornments shall not distract from U.S. Army Corps of Engineers (USACE) signage, rules, or posted Fee Schedules.

Campers will be required to deposit their refuse in a dumpster. If a camper leaves garbage at a site, the Attendant will turn in any available information (names, address, license #, etc.) to the POC.

i. Access Control. Particular emphasis will be placed on the number of people and vehicles at each site and the visitors and their length of stay. The campground main entrance gate will be opened on the first day of fee collection and will remain open until the last day of fee collection unless otherwise directed by the POC. Attendants shall require all visitors to leave by 9:30 P.M. and drive or walk through the campground to ensure compliance at that time. All campgrounds have a zero-day reservation policy and campers will only be allowed to set up on sites if they have a valid reservation. Campers wishing to stay on a non-occupied site will have to call the reservation service, make a reservation online, or wait for the Park Attendant to come back on duty for further assistance.

Attendants shall be responsible for assuring these arrivals are properly registered and fees collected at the next opportunity when the fee station is open.

j. Campground Monitoring. The Attendants shall inspect the campground and suggest correction of minor violations of rules, regulations, and procedures by diplomatically informing visitors of the infraction. Rangers will contact individuals who refuse to comply with the regulations. Report all occupied sites which appear to be unattended or abandoned and all campers who refuse to pay the camping fee to the Ranger. The attendants shall monitor the campground between 9:00 P.M. and 10:00 P.M. on days the fee station is staffed to ensure that quiet hours are maintained and that all visitors have left the campground.

k. Reporting Disturbances. The Attendants shall report all disturbances that cannot be diplomatically controlled to a Ranger, and shall furnish the Ranger with detailed information. The Ranger will decide if the disturbance merits calling local law enforcement officers. If a Ranger cannot be contacted and the disturbance requires a law enforcement officer, the Attendant shall place the appropriate call. All communications with law enforcement personnel, accidents, incidents and violations shall be documented and reported to a Ranger as soon as possible. All complaints will be immediately referred to the POC, or Ranger, and a written record will be kept indicating the nature of the complaint, date and time. Emergency situations involving a fatality or involving a large number of campers (localized flooding, severe storm damage, etc) shall be communicated to the Ranger on duty and/or the POC immediately.

l. Written Reports. The Attendants shall keep written reports of criticisms of park facilities and report situations that could affect visitor health and safety or any maintenance items needing attention to the ranger on duty, or POC if no ranger is on duty at the time. Record the times of contract law enforcement patrols through the campground and keep other records as required by the POC (i.e. the number of sites occupied each day, or the number of visitors turned away when the campground is full, etc.).

m. Communication. During campground fee station operating hours, monitor the two-way radio and operate in compliance with established procedures. Answer the telephone in a courteous manner and use for official business only. Deliver bona fide emergency messages to campers.

n. Flags. The United States of America flag will be raised and lowered each day, at the opening and closing of the fee station, and secured in the Campground Fee Station each evening. Deviations from this schedule will be communicated to attendants by the POC. If the flag is illuminated, the flag can remain raised through the night.

Only the US Flag and the Corps flag will be allowed to be flown.

TP-2.3 SPECIAL CONDITIONS. Government furnished computers will only be used for official government work. Personal computers or devices at any time will not be allowed to be connected to any government telephone line, except by written authorization of the POC. See also T.P.1.8.j.

TP-2.4 CHANGES TO HOURS OF OPERATION. Anticipated changes from normal working hours will be on the Memorial Day weekend, Labor Day weekend, and July 4th week/weekend. The POC may modify working hours during these holidays to better accommodate the public.

a. The first (2) two days of work, prior to fee collection, will be workdays and used primarily for orientation and training.

b. If serious problems occur with the computer system and the presence of the Park Attendant is necessary, the POC may require the Park Attendant to maintain additional hours in the fee station until the problems have been resolved. This call for additional hours is expected to be used only with major problems and will not result in an additional cost to the government.

c. The POC reserves the right to modify the hours scheduled to be worked, provided that there will be no net increase in the number of hours scheduled to be worked.

d. The POC reserves the right to modify arrival and departure dates up to two weeks (14 days) for reasons of inadequate funding, weather conditions or campground utilization without modifying the Contract.
