Rough River Lake
GENERAL
For the coming recreation season, the Louisville District will contract with a camping couple or group of interested individuals to serve as Contract Gate Attendants at Cave Creek, Axtel, Laurel Branch and North Fork campgrounds at Rough River Lake, Kentucky. CAMPGROUNDS
Axtel Campground is located adjacent to KY Highway 79 in Breckinridge County, Kentucky. The campground is in the Central Time zone. Volunteer(s) may also be on site.

Each of the campgrounds also has an adjacent Day Use area that contain the following facilities:

TP-1.5 SECURITY.
a. General security requirements and guidance: The security requirements described below apply to all contract personnel (including employees of the prime Contractor (“Contractor”) and all subcontractor employees) supporting the performance requirements of this contract. The Contractor is responsible for compliance with these security requirements. Questions regarding security matters shall be addressed to the designated Government representative (e.g., Contracting Officer Representative (COR), Requiring Activity (RA) representative, or Contracting Officer (if a COR or other RA representative is not appointed)).
Contract personnel are critical to the overall security and safety of US Army Corps of Engineers (USACE) installations, facilities and activities, and security awareness training contributes to those efforts. The
Department of Defense (DoD) and Army security training requirements specified below, if applicable, are performance requirements; all applicable contract personnel shall complete initial training within 30 days of contract award or the date new contract personnel begin performance on the contract. Within five business days from the completion of training, the Contractor shall provide written documentation (e.g., email or memorandum) to the Government representative. The documentation shall include the names of contract personnel trained and which training they completed; the Contractor shall maintain training records as part of their contract files and be prepared to provide copies of training certificates to the Government representative. Contractor personnel and vehicles are subject to search when entering federal installations. Additionally, all contract personnel shall comply with Force Protection Condition (FPCON) measures, Random Antiterrorism Measures (commonly referred to as “RAMs”), and Health Protection Condition (HPCON) measures. The Contractor is responsible for meeting performance requirements during elevated FPCON and/or HPCON levels in accordance with applicable RA plans and procedures --this includes identifying mission essential and non-mission essential personnel. In addition to the changes otherwise authorized by the changes clause of this contract, should the FPCON or HPCON levels at any individual facility or installation change, the Government may implement security changes that affect contract personnel. The Contractor shall ensure all contract personnel are aware of their security responsibilities, including any site-specific requirements identified in local policies or procedures.
b. AT Level 1 Training. All contract personnel requiring routine access to Army installations, facilities, and controlled access areas, or requiring network access shall complete initial and annual refresher AT Level I awareness training. Online AT Level I awareness training is available at https://jko.jten.mil/ (website subject to change).
c. Physical security and access control requirements: All contract personnel requiring physical access to a federal installation or facility shall comply with the access control procedures of that location. Contract personnel requiring unescorted access to meet contract performance requirements on a DoD installation in the US shall be vetted by the installation/facility Provost Marshal/Directorate of Emergency Services/Security Office using the National Crime Information Center-Interstate Identification Index (commonly referred to as “NCIC-III”) and Terrorist Screening Database (commonly referred to as “TSDB”). Contract personnel shall comply with all personal identity verification requirements specified in installation/facility policies and procedures. Contract personnel who do not meet requirements for unescorted access to USACE facilities shall coordinate escorted access with the Government representative, as needed. Contract personnel who receive keys, access cards, or lock combinations that provide access to government-owned property shall comply with key and lock control procedures of the
RA.
d. Suspicious Activity Reporting training (e.g. iWATCH, CorpsWatch, or See Something, Say Something):
All contract personnel shall receive initial and annual refresher training from the RA representative on the local suspicious activity reporting program. This locally developed training provides contract personnel with general information on suspicious behavior, and guidance on reporting suspicious activity to the project manager, security representative or law enforcement entity.
e. Pre-screen candidates using E-Verify Program: Contractors shall comply with the requirements set forth in
FAR clause 52.222-54 Employment Eligibility Verification and FAR Subpart 22.18 in using the E-Verify Program at (https://www.e-verify.gov/) (website subject to change) to meet the contract employment eligibility requirements. Contractors are encouraged to cooperate with Federal and State agencies responsible for enforcing labor requirements to include eligibility for employment under United States immigration laws in accordance with FAR 22.102-1(i). An initial list of verified/eligible candidates shall be provided to the COR no later than three business days after the initial contract award. When contracts are with individuals, the individuals will be required to complete a Form I-9, Employment Eligibility Verification, and submit it to the Contracting Officer to become part of the official contract file.
f. Keys. The Contractor will be furnished keys for necessary access to areas and buildings. Any additional keys required will be furnished by the POC. No duplicates of the keys are to be obtained. Key security shall be the Contractor's responsibility. Failure to provide adequate key security will result in a deduction from the payment due the Contractor in the amount of the current cost to replace lost or damaged keys and replacing any affected locks.
g. Campground Fee Station Access. No unauthorized persons shall be permitted inside the Campground Fee
Station. Authorized persons include Park Attendants and Corps employees who are on duty and have business inside the Campground Fee Station. Volunteer Park Hosts and Sheriff’s deputies may be allowed in the fee station at the discretion of the POC. The Attendants shall secure and lock the Campground Fee Station when it is unattended. Any funds or user fee permit books left in the Campground Fee Station shall be locked in a government approved safe or vault or otherwise safeguarded in a manner approved by the
POC.
h. Unauthorized Telephone Usage. In emergency situations, members of the public may be allowed to use the
Campground Fee Station telephone. The Attendant shall dial the number to verify long distance call charges are reversed or charged to a credit card. Personal phone calls made by the Attendant will be kept to a minimum. Government telephone lines are to be used primarily for authorized purposes only. Long distance phone calls may need to be approved by the POC prior to the call. This includes calls to other campground fee stations at project campgrounds. Unauthorized long distance charges will be deducted from payments due the Contractor or shall be paid by the Contractor, as determined by the POC.
Government telephone lines will not be used for Internet access with personal computers or with government supplied computers.
TP-1.6 ACCIDENT REPORTING. The Contractor shall maintain accurate accident records and report accidents as prescribed by the POC. Accidents shall be reported within 24 hours of occurrence, and all serious accidents resulting in death or requiring medical attention or lost time shall be reported immediately.
TP-1.7 DAMAGE REPORTS. In all instances where Government property or equipment is damaged or lost by contract employees, the POC shall be notified immediately. A full report of the incident shall be submitted to the POC within two work days of the occurrence. The Contractor shall be responsible for any damage to Government property due to Contractor's negligence or abuse.
TP-1.8 CONDUCT.
a. Regulations. Contract employees shall comply with all provisions of Title 36, Chapter III, Part 327, Code of Federal Regulations (CFR) and applicable laws of the Commonwealth of Kentucky when performing work under this contract.
b. Conduct. Contract employees shall conduct themselves in a professional and orderly manner. Tact, diplomacy, and courtesy shall be exercised at all times while dealing with the public. The intent is a cheerful friendly contact with every customer. Personal cleanliness and presentable appearance are required of all contract personnel when dealing with the public.
c. Firearms. Contract employees shall not possess, display, or use firearms or any type weapon in the campground. Violations will result in immediate dismissal.
d. Controlled Substances. No intoxicating beverages, illegal drugs, or controlled substances shall be possessed or consumed. Violations will result in immediate dismissal.
e. Dismissal. Any Attendant or Contractor under the influence or in the possession of the substances described in TP-1.8d., or otherwise in violation of the restrictions contained in this paragraph, will be dismissed immediately.
Examples for immediate termination are intoxication on duty, cursing, harassing visitors, improper use of government-provided computer equipment, theft or unprovoked physical contact with visitors or other Contractors.
f. Pets. No facilities for housing or raising pets will be permitted. Pets shall be controlled as outlined in Title 36, CFR. Pets will not be allowed in the Campground Fee Station at any time unless prior approval has been granted from the POC.
g. Visitors. Children visiting or living with the Park Attendants shall not be allowed inside or around the Campground Fee Station, nor shall they engage in any action causing distraction to those conducting business at the Campground Fee Station. Visitors that wish to stay as guests of the attendant will be required to lodge in the attendant’s RV (maximum of 14 days) or, if in their own camper, will be required to park at a campsite and pay the regular camping fee for that site. No visitors will be allowed to use the attendant hook-ups at any time. Attendants will not save any sites for relatives, friends or guests. The attendant must also ensure that none of his/her visitors, guests or relatives remain for any prolonged period of time (15 minutes or more) within the immediate premises of the fee station.
h. Appearance. The area around the Attendants campsite, the Campground Fee Station and a radius of 100 feet around the Campground Fee Station shall be maintained in a clean, sanitary and neat condition. The Campground Fee Station shall be cleaned at least twice per week during the camping season. Attendants will be responsible for vacuuming the fee station, dusting surfaces, cleaning windows, disposing of trash in campground trash receptacles, cleaning and sanitizing the restroom, and cleaning windows so that Attendants can have clear view out the windows and can be seen by the recreating public. Excessive use of air fresheners/sanitizers will not be permitted to hide pet odors or replace the need to keep the fee station in the sanitary conditions listed above. Personal equipment in or near the Campground Fee Station or around the Attendant's campsite requires prior approval of the POC. The Contractor shall obtain prior approval from the POC before erecting any sign or barricade, or altering any facility.
The adornments around, on, or in the Fee Station by the Attendants should not distract the recreating public from interacting with the Attendants or cause a Safety Hazard by visitors who walk up to the Fee Station. The Fee Station adornments shall not distract from U.S. Army Corps of Engineers (USACE) signage, rules, or posted Fee Schedules.
Signage in Fee Station windows shall not occur without prior approval from the POC.
i. Smoking Policy. Smoking in the Campground Fee Station is strictly prohibited. Besides safety considerations, tobacco smoke may damage computer equipment. Park Attendants may smoke outside of the Fee Station, but may not smoke while interacting with visitors.
j. Computers. The Contractor shall be required to utilize a computer for administering reservations, fee collection and/or other record-keeping responsibilities. The POC will give an orientation, which will include operating instructions for the computer, use of the computer network system, Recreation.gov or equivalent software and the Recreation.gov or equivalent program, to Park Attendants. Improper use of or the unauthorized addition and/or removal of software on the Government-provided computer, or in any way compromising the integrity of the computer system through an act such as unauthorized Internet usage, constitutes grounds for dismissal. The Contractor may be held liable for damages in such instances. Government furnished computers will only be used for official government work. Personal computers and devices at no time are allowed to be connected to any government telephone line, network or hardware system.
TP-1.9 GOVERNMENT FURNISHED ITEMS.
a. General. The Government will furnish certain materials, supplies and equipment to the Contractor.
Government-furnished property or items are furnished in an "as is" condition and shall be used only in connection with performance under the contract. Government-furnished items will be delivered to the Contractor, or stored in the campground. The Contractor shall be responsible for proper usage, care, storage and safeguarding of all Government-furnished items.
b. Campsite and Utilities. The Government will provide one campsite with water, electric and sewer service.
The contractor will coordinate arrival and departure with project POC, which will not exceed 7 days prior to start date specified or 7 days after the closing date without written authorization.
c. Solid Waste Removal. Solid waste deposited in dumpsters or other waste receptacles will be removed by another Contractor.
d. Signs and Name Tags. Magnetic signs for vehicles and nametags for Park Attendants will be provided. Signs are posted and maintained by the government at the Attendant Camp Site indicating that the Attendant lives in the camper. This will indicate that the Attendant is available to aid the public directly or to obtain other assistance.
e. Campground Fee Station and Equipment. The Campground Fee Station contains a telephone, two-way radio, safe, life jacket loaner station, plus all the necessary computer software and related equipment to perform the job.
f. Campground Fee Station Supplies. All necessary forms, computer paper, ticket books, log books, regulations, brochures, car passes, Park Attendant Handbook and campground maps will be supplied.
g. Campground Cleaning Supplies. Trash bags, toilet paper, urinal mats, mops, mop buckets, brooms, plunger, hand soap, and toilet brushes will be supplied.

a. General. Unless otherwise specified, the Contractor shall furnish all personnel, vehicles, transportation, equipment, and supplies required to perform all work.
b. Camping Unit. The Contractor shall provide a self-contained camping trailer or motor home to be parked on a site designated by the POC. Pick-up campers, tents, buses or homebuilt campers will not be accepted as units for Attendants. All equipment shall be removed within seven days of contract termination.
