HISTORY OF FACILITY AND DECISION
1946 – President Truman signs VA’s request to purchase 59 acres outside of Louisville.
1952 – The new, $8M, 494-bed hospital (constructed 1947-1951) opens on Zorn Avenue.
1996 – VA begins opening Community-Based Outpatient Clinics (CBOCs), in part to address need for services that can’t be delivered at the Zorn Avenue campus.
2004 – VA initiates a Capital Asset Realignment for Enhanced Services (CARES) study that concludes the Louisville facility was built to 1950’s standards, including floor-to-floor heights that can’t easily be modified to accommodate today’s standards, and is located on a constrained hilltop site with little room for expansion or swing space for new construction.
2006 – VA Secretary Nicholson announces VA’s intent to replace the Zorn Avenue Medical Center with a new state-of-the-art medical center.
CARES PROJECT (1/2)
VA selects the AE joint-venture of URS-SmithGroup as the Designer of Record who performs a feasibility study of potential alternatives in 2009.
2010 – VA advertises for expressions of interest to sell land to VA.
2011 – VA begins initial environmental screening of alternatives.
2012 – VA publishes Programmatic EA, signs Mitigated FONSI, and purchases Brownsboro Road site.
2013 – VA exercises option for start of concepts and awards a site-specific environmental assessment (SEA).
2014 – VA holds public scoping, conducts SEA, and obtains approval of the 35% schematics.
CARES PROJECT (2/2)
2015 – VA halts SEA & begins Environmental Impact Statement (EIS) – Puts award of construction documents on hold until EIS complete.
2017 – VA finalizes EIS with Record of Decision and exercises option for construction documents.
2018 – City of Crossgate sues VA in Federal Court over VA’s compliance with NEPA and VA puts solicitation of construction on hold until motions for summary judgement are concluded.
2020 – VA completes design updates and begins outreach in preparation for solicitation of construction (i.e., Industry Forum – today!).
CURRENT OPERATIONS
VA continues to deliver care at its Zorn Avenue location and its eight area CBOCs including:
Scottsburg, IN Grayson County (Clarkson, KY) New Albany IN Newburg (Louisville, KY) Carrolton, KY Shively (Louisville, KY) Ft Knox, KY Stonybrook (Louisville, KY)
The new facilities are badly needed to support and improve the delivery of care.
Parking issues at the existing campus continue to be an issue and degrade patient experience.
Area Veterans are excited to see this new facility get built.
LOCATION
The future Brownsboro Road site is approximately 3 miles (4.4 miles driving) from the existing VA Medical Center campus on Zorn Avenue and approximately 6 miles (9.6 miles driving) from downtown Louisville.
