QUESTIONS & ANSWERS
Questions & Answers for Replacement of Chiller #2 & Chiller #3 at DFAS
W912QR21R0048
Questions are in black font & the answers are in red font
1. Is a site visit being planned? If not, can we schedule a visit to review the site.
A site visit has been scheduled for Wednesday, 26 May 2020 at 10:30 am, Eastern Time. Please see the instructions for site visits to be granted access on base.
2. The drawing attachment has several clouded areas but no description if they indicate work in this contract. Please advise if the clouded areas are work included in the project.
The drawing is included to show reference to the space where the chillers are located from old as-builts. The clouded areas do not indicate any additional work.
3. The floor plan drawings do not indicate any opening to remove and install the chillers through? Are the existing chillers to be disassembled and removed and are the new chillers to be installed broken down and assembled on the concrete pad?
There is a large door shown in the top right corner of the drawing that will be used to remove and install the chillers.
The chillers will need to be broken up into condensers and evaporator sections to fit into the space. So yes, disassembled and reassembled on the concrete pad.
4. Can the piping to the chillers be isolated, and the chill and condenser water valves replaced without an outage or is an outage planned for replacement of the valves? If outage is planned, what is the anticipated duration, and does it have to be accomplished after normal hours?
The chillers can be replaced one at a time to keep the system operating. You can cut off the pipe connections to the chiller without having an outage. The plan is to have a chiller operating throughout project (i.e. chiller 1 and 3 going while chiller 2 is replaced). The valves that go to the outdoor cooling tower can be done one chiller at a time, which includes the three-way valve. However, one of the valves that supply chilled water to the building will require an outage. When these valves are being replaced this should be done on weekend and give a 14-day advance notice to
USACE.
5. Can you provide the existing refrigerant and quantity in each chiller to be removed?
1100 pounds R-123
6. The solicitation states that the new chillers will have the same chilled and condenser water flow, however no flows are provided. In addition, there is no specific performance other than 620 tons. Can you provide the following so a match of the existing performance can be made?
a. Flow rates and pressure drops of chill and condenser water.
b. Entering and leaving water temps for chilled and condenser water and OSA temperature?
c. FLA or max capacity of the existing chiller electrical circuits for the 4160-volt equipment.
d. Confirm that water is the cooling medium, and that glycol is not in the system?
The Performance Work Statement contains the specific information regarding the Trane Model Number CVHF077.
Please see Figure 1, Mt4A, which contains much of this requested information. This is the original as-built and contractor should verify the info in the field.
7. Can you provide a photo of the existing chiller model no and serial number? Can you provide a photo of the existing starter model no and serial number?
Chiller 2 and 3 are the same, however the serial # may change. We do not have a photo of the nameplate for the chiller or starter.
8. Can you provide what the efficiency of the chillers are required to meet?
See the answer to Question #6 above. Also, the solicitation states to purchase Trane Model No CVHF770 and there is a list of features in paragraph 10.0 in section 01 20 00.00 06 of the Performance Work Statement.
9. Can you provide electrical drawings showing the location the starter and existing breaker that serves the two chillers? Is the contractor or DFAS responsible for LOTO of equipment?
See the two photos below (Figure 2 & Figure 3). Contractor is responsible for Lock Out Tag Out. DFAS maintenance may add a lock if there is a need to.
10. Please advise if any water treatment is to be provided?
The system has water treatment already (system on the left in the drawing in the Performance Work Statement). This should be fine as is but should be checked.
