SECTION 01 11 00 Page 4
1.13.1 Overview:
The Construction Safety and Phasing plan for this project was based on the criteria found in FAA AC 150/5370-2F and Appendix B of UFC 3-260-01.
Aviation safety is the primary consideration at airports, especially during construction. The CSPP is the primary tools to ensure safety compliance when coordinating construction activities with airport operations. This plan identifies aspects of the construction project that pose a potential safety hazard to airport operations and outline respective mitigation procedures for each hazard. It provides information necessary for the Airport Operations department to conduct airfield inspections and expeditiously identify and correct unsafe conditions during construction.
Amendment 0004 **************************************************************
1.13.2 Project Phasing:
The project must be divided into three phases in order to allow construction to coincide with aircraft movement. To discern the current construction phase from the area still active on the apron, low profile barricades that follow UFC 3-260-04, AC 150/5340-1L and AC 150/5370-2G specifications will be used.
The project was phased in a way to allow for Runway 06-24 to be open for the maximum duration during construction. To accomplish this, displaced thresholds are planned for Phase 1 & 2 of the project. See the Displaced Thresholds portion of this report for further details.
The contractor has a proposed haul route and lay down area to transport and stage materials. A concrete washout area is designated at a location shown on the erosion control plans for each laydown area. Both the haul route and lay down area were determined with the goal of minimizing the disturbance of airport activities. The route has been determined based off a previously existing haul route and lay down area utilized by earlier construction projects. Each project phase shows the haul route from the lay down area to the active apron area then shows its phase specific traffic route to the designated construction area to minimize disturbance to active traffic. For the designed haul route, the contractor must include all necessary road signage to MUTCD specifications. As stated in the plans, the contractor will be required to provide a base-trained designated crossing guard at each specified location for each phase of construction.
As directed by the base, the laydown area for Runway 06 (Phase 1 construction) is located on Bravo 3. The contractor shall have access to this area via Westover Road. Westover gate will need to be open to provide access to Ammo Way without navigating through the area near LRS. This location of the laydown area will allow for access to the construction area by the contractor without the need to contact the ATC and avoid traversing aircraft movement areas. This will also avoid tracking mud or other FOD in these areas. See the CSPP sheets for a visual depiction of the access to this laydown area. A temporary haul route will be required to connect Campbell Drive to the Runway 06 overrun area during construction. Bid option 00 1 allows for the temporary access road to be paved into a permanent access road. As detailed in the plans, a temporary gravel haul route should be sufficient.
The contractor laydown area for Runway 24 (Phase 2 & 3 construction) is located at the existing staging area to the north of the FANG as shown in
SECTION 01 11 00 Page 5 the CSPP drawings. The contractor shall have access to this area via Coral Sea road. Similar to Phase 1, a temporary haul route will be required to connect the existing access road to the north of RW 24 to the runway overrun area during construction. The contractor shall utilize this temporary haul route to access the construction areas during this phase.
Bid option 00 1 allows for the temporary access road to be paved into a permanent access road as well.
1.13.3 Construction Safety and Phasing Plan – Phase 1:
Construction phase 1 consists of the work associated with Runway End 06.
This phase is broken into three different sections. First the installation of the tape sweep and foundation for the MB 100 at the runway over run.
This work consists of paving the tape sweep pavement and placement of the concrete base for these areas only, not the installation of the textile brake system. Therefore, the E5 AAS shall be uninstalled and reinstalled after paving is complete . Secondly, the replacement of the BAK 12 system at Runway 06 end . The third portion of construction in Phase 1 shall commence after all pavement related actives have been completed. The contractor shall remove existing markings and remark all areas behind the displaced threshold with the permanent markings before completing the phase. This will allow for a smaller required time for the third phase maximizing the use of the runway. To allow for the runway to be open for Phase 1 construction, a temporary displaced threshold is proposed and shown on the construction documents. Aircraft shall utilize Taxiway C for all egress of Runway 24 and entrance of Runway 06. A temporary PAPI system is planned for use during phase 1. Power shall be provided from the existing PAPI system to the relocated PAPI location as shown on the construction plans. The proposed power cables that are required to provide power to the temporary PAPI’s shall be contractor installed. For the cable crossing of Taxiway C, they shall be routed through the existing manhole shown in the construction documents. If the manhole and ductbank are full/ inaccessible, the contractor shall route the cable through the culvert running under Taxiway C to the northwest of the work area. The contractor shall uninstall the temporary PAPI system at the end of Phase 1 and reuse at the appropriate location in Phase 2.
For Phase 1 construction the Arm/De-arm Facilities on taxiway Alpha are to remain open as directed by the Base. For construction safety, low profile barriers have been positioned the required 45’ from construction areas to follow the minimum wingtip clearance defined in Table 6-1 of UFC 3-260-02.
1.13.4 Construction Safety and Phasing Plan – Phase 2
Phase 2 consists of the work associated with Runway end 24. Similar to phase 1, this phase is broken into three different sections. Secondly, the replacement of the BAK 12 system at Runway 24 end . The third portion of construction in Phase 2 shall commence after all pavement related actives have been completed.
The contractor shall remove and remark all areas behind the displaced threshold with the permanent markings before completing the phase. This will allow for a minimized third phase maximizing the use of the runway.
To allow for the runway to be open for Phase 2 construction, a temporary displaced threshold is proposed and shown on the construction documents.
Aircraft shall utilize Taxiway D for all egress of Runway 24 and entrance
SECTION 01 11 00 Page 6 of Runway 06. The temporary PAPI that was utilized for Phase 1 construction shall be reinstalled at the appropriate location in Phase 2.
Power shall be provided from the existing PAPI system to the relocated PAPI location as shown on the construction plans.
For Phase 2 construction the Arm/De-arm Facilities on taxiway Echo are to remain open as directed by the Base. For construction safety, low profile barriers have been positioned the required 45’ from construction areas to follow the minimum wingtip clearance defined in table 6-1 of UFC 3-260-02.
************************************************************** Amendment 0004
1.13.5 Construction Safety and Phasing Plan – Phase 3
Phase 3 construction consists of remarking the remaining areas of the runway that were not marked in Phase 1 & 2. The majority of this work will be located between the temporary relocated thresholds of Phase 1 & 2. All existing runway markings shall be demolished and remarked in accordance with the construction documents. Additionally, the runway hold bars for all taxiways shall be included in Phase 3. Runway 06-24 shall be closed during this marking period.
Amendment 0004 **************************************************************
1.13.6 Displaced Threshold
In order to repair the BAK-12 while maintaining an active runway, a displaced threshold will need to be established on either end of the runway. The displaced thresholds shown in the construction drawings are laid out in accordance to UFC 3-260-04. This was done to give the pilots the full use of the touchdown markings and use of the aiming points. To properly establish the displaced threshold, the previous markings from the end of the designed displaced threshold to the overrun pavement must be eradicated prior to work starting. The end of the displaced thresholds are located at a minimum of 1,000 feet from the edge of the project site, giving the contractor ample room to complete the repairs and installation of the Aircraft Arresting Systems. The designated displaced threshold start was located at the nearest light can location which also satisfied the setback requirement to allow for the runway lighting to not require to be modified. Additionally, for the displaced threshold, the contractor shall replace the distance remaining signage with the temporary distance remaining.
Included with the displaced threshold markings will be the relocated threshold lighting and relocated Precision Approach Path Indicator (PAPI) Systems. To relocate the PAPI, the FAA will be required to certify the system as being able to use for the temporary basis. If the base determines the PAPI is not required, this step can be bypassed, but the base would be limited to daytime operations.
For the Runway 06 end construction, there must be barricades placed such that Taxiways ‘A’ and ‘B’ are closed during construction. Also, the Arm/De-Arm pad must be kept open during the construction period. This will make Taxiway C the primary point of egression for Runway end 06.
For Runway 24 end construction, the barricades must be placed at end of Taxiway ‘E’ while maintaining the Arm/De-Arm pad open. This will make Taxiway D the main egression point.
To ensure there are emergency systems present during the construction period, Mobile Aircraft Arresting Systems (MAAS) will be integrated as
SECTION 01 11 00 Page 7 part of the displaced thresholds. The MAAS can be mounted and utilized in a variety of different scenarios. Temporary concrete pads can be utilized to place the system, but the system can also be mounted to regular earth.
This will ensure combat readiness and emergency preparedness during the construction periods. Shown in the plans is a suggested location of the MAAS system. The government shall furnish and install the temporary MAAS for Phase 1 and 2 of construction.
