- EM385-1-1 – Safety and Health Requirements (2014)

Short circuit calculations shall be provided during the design and upon completion of installation. Calculations shall include all components of the tower electrical system, including existing utility transformers, motor control center, and existing loads. Power study reports, as well as electrical component detail information, such as circuit breaker types and sizes, shall be turned over to the government to allow for updates to arc flash study/stickers due to future system changes.

All electrical equipment shall have a minimum ampere interrupting capacity (AIC) equal to or greater than the short circuit capacity calculated. No series rated equipment shall be accepted.

Utility Service:

Incoming power to the control tower is provided by a utility owned (DP&L – Dayton Power & Lights), 120/208Y volt, 3-phase, pad mounted transformer. The secondary service conductors are (3)-#300kcmil copper with (1)-#2/0 neutral.

Base Proposal Items 0001/0002 - Motor Control Center Replacement Design/Installation:

The existing tower motor control center is a GE 7700 Line Control Center. The center section holds the generator main circuit breaker rated 200 amps and the right hand section holds the utility main circuit breaker rated 300 amps.

Currently, there is a keyed interlocking mechanism to prevent both breakers from being in the closed position at the same time. System voltage for the tower is 208/120 VAC.

The replacement motor control center shall be provided as a bottom fed, 3 section unit. It shall fit on the existing MCC concrete base and re-use existing conduits. The main and generator circuit breakers shall be rated the same as existing, as well as all circuit breakers currently feeding equipment in the tower. All internal wiring shall be sized in accordance with NFPA 70 – National Electrical Code (2020) and NEMA ICS – Industrial Control and Systems General Requirements (2020).

An operating mechanism shall be mounted on the primary disconnect of each starter unit. All new exterior bucket handle operators shall be of standard size, and shall be heavy duty type. It shall be mechanically interlocked with the unit door to prevent access, unless the disconnect is in the “OFF” position. A defeater shall be provided to bypass this interlock. With the door open, an interlock shall be provided to prevent inadvertent closing of the disconnect. A second interlock shall be provided to prevent removal or reinsertion of the unit while in the “ON” position. Padlocking facilities shall be provided to positively lock the disconnect in the “OFF” position with up to three (3) padlocks with the door open or closed. In addition, means shall be provided to padlock the unit in a partially withdrawn position with the stabs free of the vertical bus. See attachment 3 to this appendix for the existing power one line diagram.

All circuit breakers shall be molded case type circuit breakers. The main and generator circuit breakers shall be provide with a keyed interlocking mechanism to prevent accidental closing of both breakers simultaneously.

The main circuit breaker shall be provided with maintenance mode functionality that allows the operator to place the breaker into a maintenance mode. Maintenance mode shall reduce the short time trip current to its lowest setting when activated thus reducing the amount of available arc flash incident energy downstream of the circuit breaker. The main and generator circuit breakers shall be adjustable trip type, and final settings shall be determined by USACE after the project has been turned over to the government. Surge protection shall be provided directly downstream of the main circuit breaker and shall integrated to the MCC to reduce unnecessary use of wall space

In addition to providing power distribution, the new motor control center shall provide the identical functional control to tower components. See below for specific controls required by the MCC. The contractor shall disconnect existing equipment from existing MCC. New MCC components shall have same rating and functionality as existing controls. Existing power and control wiring external to MCC shall be utilized. Contractor shall verify existing conditions below and adjust final design to match if different from described.

The Hydraulic Power Unit’s (HPU) pump motors are each powered via a 70 amp circuit breaker and a NEMA size 2 starter. Start/stop functionality is provided via pushbuttons located at the HPU. These pushbuttons shall be rewired back into the MCC to provide start/stop control.

The MCC currently feeds the fuel transfer pump which fills tower fuel day tank from the above ground storage tank. The day tank is wired with its own controls, which provides automatic functionality for the filling of the tank. Currently the bucket only has the circuit breaker operator, a NEMA size 1 starter and a HOA switch present. The same functionality shall be provided with the new equipment. Ratings of the existing fuel pump are: 480 volts, ½ horsepower, and 2.3 FLA.

The vent fan is currently powered via a 480 volt, 15 amp, 1.5 H.P.

circuit breaker and a NEMA size 1 starter. The fan controls consist of start/stop buttons, and an overload reset button. The same functionality shall be provided in the new equipment.

The bridge crane is currently powered via a 480 volt, 90 amp circuit breaker with a 15 H.P. motor. The same functionality shall be provided in the new equipment.

The elevator is currently powered via a 35 amp circuit breaker with a 5 H.P. motor. The same functionality shall be provided in the new equipment.

The integral lighting panel is currently powered via a 480 volt, 100 amp circuit breaker. The same functionality shall be provided in the new equipment.

The jib crane is currently powered via a 480 volt, 15 amp, 2 H.P.

circuit breaker. The same functionality shall be provided in the new equipment.

Security cages shall be provided on the HPU pump motor buckets, and shall be similar to cages currently in use. See Attachment 1 for elevation of existing MCC showing security caging.

The existing MCC also has an integral lighting panel to provide circuits to power lighting, receptacles, and other 120 volt equipment. The panel and breakers will be replaced in kind and existing circuits shall be reconnected to the panel. All branch and feeder circuit breakers shall be replaced in kind with respect to type (GFI if applicable) and capacity. Replacement lighting panel shall be 30 space type.

The MCC shall also be equipped with digital power metering. A power meter shall be installed for both the main and generator circuit breakers, located within the respective MCC cabinet. Metering for main and generator shall be provided with the following features: 3 phase voltage, 3 phase current, 3 phase power in kVA/KW/KVAR, and power factor.

Additional equipment power meters are to be installed for each HPU pump motor, the bridge crane, the jib crane, and the elevator. Equipment metering shall be capable of 3 phase voltage and 3 phase current.

Option Items 0003/0004 – Disconnect Switch Design/Installation:

1. Fused service disconnect

The existing Motor Control Center does not have an upstream overcurrent protective device. As currently installed, the MCC is fed from the commercial utility pad-mounted transformer at the end of the service bridge, directly into the main circuit breaker. A fused disconnect shall be provided directly downstream of the service transformer. The disconnect shall be 400 A, 600 VAC, heavy duty type, with a NEMA 3R type enclosure. Fuses shall be sized in accordance with NFPA 70, taking into consideration the sizing of the replacement MCC. The disconnect shall be installed on a slotted channel mounting frame adjacent to the transformer. Frame shall be supported with concrete footers. Final location shall be coordinated with the COR and Park Manager. All grounding and bonding shall be in accordance with NFPA 70, Article 250, as well as any grounding direction from the utility. Coordinate installation of the disconnect with COR, Park Manager, and local utility. POC for local utility is:
