1.4. TIME EXTENSIONS FOR UNUSUALLY SEVERE WEATHER. ER 415-1-15

This provision specifies the procedure for the determination of time extensions for unusually severe weather in accordance with the "Default

(Fixed-Price Construction)" as discussed in Section 00 70 00 of the base contract and Section 00 70 50 of this task order. In order for the

Contracting Officer to award a time extension under this clause, the following conditions must be satisfied:

The weather experienced at the project site during the contract period must be found to be unusually severe, that is, more severe than the adverse weather anticipated for the project location during any given month.

The unusually severe weather must actually cause a delay to the completion of the project. The delay must be beyond the control and without the fault or negligence of the Contractor.

The following schedule of monthly anticipated adverse weather delays is based on National Oceanic and Atmospheric Administration (NOAA) or similar data for the project location and will constitute the base line for monthly weather time evaluations. The Contractor's progress schedule must reflect these anticipated adverse weather delays in weather dependent activities.

Actual adverse weather delay days must prevent work on critical activities for 50 percent or more of the

Contractor's scheduled workday. The number of actual adverse weather delay days shall include days impacted by actual adverse weather (even if adverse weather occurred in previous month), be calculated chronologically from the first to the last day of each month and be recorded as full days. If the number of actual adverse weather delay days exceeds the number of days anticipated listed above, the

Contracting Officer will convert any qualifying delays to calendar days, giving full consideration for equivalent fair-weather workdays, and issue a modification in accordance with the "Default (Fixed-Price

Construction)" in section 00 70 00 of the base contract, Volume 1 .

JOINT SYSTEMS MANUFACTURING CENTER - LIMA

1155 BUCKEYE ROAD

LIMA, OHIO 45804

AMTA-CSL 9 July 2025

MEMORANDUM FOR: Joint Systems Manufacturing Center (JSMC) – Lima employees, contractors, and visitors.

SUBJECT: Visitor/Access Control Policy.

1. DOD Components

a. In accordance with AR 190-13 dated 27 Jun 2019, the Commander (or civilian equivalent) is directed to establish and maintain a visitor control program to ensure only authorized individuals enter the installation. Visitors will NOT be granted unescorted installation access without the required identity proofing, vetting against the National Crime Information Center Interstate Identification Index (NCIC-III), the Terrorism Screening Data Base (TSDB), and determination of a valid purpose for entry for all personnel who do not possess a common access card

b. All visitors, contractors, and vendors must have a need to enter JSMC – Lima validated by a DOD component for one-time, intermittent, or routine physical access to an Army installation. Attachment 1 provides a list, by name, of the approved DOD components authorized to validate access.

c. The Visitor Control Office (VCO) will provide Automated Installation Entry (AIE) access passes or badges for employees, visitors and others requiring unescorted access as follows—

(1) Implement procedures to issue, revoke, retrieve, or turn-in expired AIE badges.

(2) Provide AIE badges. Persons receiving an AIE badge must have a validated need to enter and must conform to identity proofing, vetting against NCIC-III, and fitness determination requirements.

(3) Establish and maintain an installation access control roster indicating Visitor, Contractor, and Delivery Driver access dates, fitness determination, gate eligibility, and other relevant information.

(4) AIE badges will be issued for routine physical access onto the installation.

(5) Create and maintain an Access Request form.

AMTA-CSL

SUBJECT: Visitor/Access Control Policy

d. In accordance with AR 190-13 Chapter 8, all personnel requiring entry to JSMC – Lima must be in possession of a valid State driver’s license/State ID card with photo which complies with Public Law 109-13 (The REAL ID Act of 2005) , a US Government issued ID Card (CAC, PIV, Retiree or Dependent ID), a valid U.S. passport or passport card, or a valid passport from other countries cleared by the State Department. Visitors will present their identification documents to access control personnel (DA Police/VCO) upon request for enrollment into AIE. Photocopies of identification will not be accepted.

2. FITNESS ADJUDICATION STANDARDS AND PROCEDURES FOR

INSTALLATION ACCESS CONTROL

a. General.

(1) This describes the minimum Army standards for controlling unescorted access to JSMC – Lima for visitors, uncleared contractors, and other persons not eligible for a CAC or other form of ID. These standards provide the framework for determining the potential threat to good order and discipline and/or health and safety on the installation and fitness of such persons for unescorted access to JSMC-Lima.

(2) Fitness for unescorted access to Army installations will be determined by an analysis of information obtained through authoritative government data sources. The sources, at a minimum, include the NCIC-III and TSDB (when available) to determine if granting unescorted access to a person presents a potential threat to the good order, discipline, or health and safety.

(3) Only U.S. Government officials designated by the Commander (or civilian equivalent) will conduct the fitness determination. The designation will be in writing by name and duty position and annotated in local policies and procedures.

b. Vetting Procedures. Vetting against NCIC-III is a law enforcement function. It must be overseen by law enforcement personnel and must conform to the requirements established in the FBI Criminal Justice Information Services security and specific State policy guidelines. Vetting and access control information is Law Enforcement Sensitive and will not be released to the public or other unauthorized individuals. Once personnel are enrolled, AIE is intended to continuously vet all personnel that enter JSMC – Lima.

All personnel shall report to the VCO Office to update their profile in advance of the expiration date of their pass, badge, or credential provided for entry into AIE. Personnel will be vetted in accordance with the below guidelines:

(1) CAC holders are already identity proofed and vetted to DOD personnel security standards.

(2) Non-CAC GDLS employees and authorized sub-contractors (Allied Universal, etc.) will be vetted upon registration into AIE.

(3) Non-escorted visitors, other subcontractors, and routine delivery drivers (Fed-ex, UPS, etc.) will be vetted upon initial registration into AIE with access not to exceed 1-year.

c. Fitness adjudication standards for unaccompanied access. Army senior commanders, in the absence of an approved waiver, deny persons access to installations based on information obtained from the results of a NCIC-III check, using the “QWI” under purpose code C, and the Terrorist Screening Data Base when available. These government-authoritative data source checks give an indication if a person may present a threat to the good order, discipline, and morale of the installation.

This information includes, but is not limited to a person who has:

(1) NCIC-III contains criminal arrest information about the individual that causes the senior commander (or civilian equivalent) to determine that the person presents a threat to the good order, discipline, or health and safety on the installation.

(2) A claimed identity that cannot be verified based on the reasonable belief that the person submitted fraudulent identity information in the attempt to gain access.

(3) Current arrest warrant in NCIC, regardless of the offense or violation.

(4) Current bar from entry or access to a federal installation or facility.

(5) Conviction of crimes encompassing sexual assault, armed robbery, rape, child molestation, production or possession of child pornography, trafficking in humans, or drug possession with intent to sell or distribute.

(6) Conviction for espionage, sabotage, sedition, treason, terrorism, or murder.

(7) Being registered as a sex offender.

(8) Felony conviction within the last 10 years regardless of the offense or violation.

(9) Felony conviction for a firearms or explosives violation regardless of when the conviction occurred.

(10) Engaged in acts or activities designed to overthrow the U.S. Government by force.

(11) Been identified in the NCIC KST file or TSDB report as known to be, or is suspected of being, a terrorist or belonging to an organization with known links to terrorism or support of terrorist activity. Installation access control personnel will strictly follow the FBI’s published engagement protocols.

d. If an individual is denied unaccompanied access based upon derogatory information obtained from an NCIC or NCIC-III check, a waiver may be processed, but only if the denied person requests a waiver. Access control personnel will issue instructions to the denied person(s) on how and where to submit a waiver if one is requested. Vetting denials will be added to a roster and referred to the installation Security Manager for further action.

3. ESCORTED PERSONNEL

a. Personnel not affiliated with the DOD who are not vetted against NCIC-III or fail vetting will:

(1) Be issued an “Escort Required” badge and escorted at all times while on JSMC – Lima in accordance with this annex by Army personnel authorized to escort and be accompanied for the duration of the individual’s visitation period. Army personnel authorized to escort visitors include uniformed Service members, DOD employees, and CAC-holding contractors (Attachment 2). Personnel authorized to escort are required to show their CAC to the Department of the Army (DA) Police prior to the visitor’s entry to the installation.

(2) Be in possession of a valid State driver’s license/State ID card with photo which complies with Public Law 109-13 (The REAL ID Act of 2005), a US Government issued ID Card (CAC, PIV, Retiree or Dependent ID), a valid U.S. passport or passport card, or a valid passport from other countries cleared by the State Department.

b. All Foreign Nationals will be issued a “Foreign National” badge and escorted at all times while on the installation in accordance with this annex by Army personnel authorized to escort and be accompanied for the duration of the individual’s visitation period. Army personnel authorized to escort visitors include uniformed Service members, DOD employees, and CAC-holding contractors (Attachment 2). Personnel authorized to escort are required to show their CAC to the DA Police prior to the visitor's entry to the installation. Exceptions to this requirement may be made by the Commander or civilian equivalent.

4. ACCEPTING LAW ENFORCEMENT CREDENTIALS FOR ACCESS TO ARMY

INSTALLATIONS DURING NON-EMERGENCY SITUATIONS

a. The number of various credentials issued by various agencies makes it virtually impossible for someone working an installation access control point (IACP) to know if the credential is legitimate.

b. Law enforcement credentials will not be accepted as installation access credentials by any person in civilian clothes operating an unmarked vehicle. DOD law enforcement personnel must present their CAC. Other Federal agents must present their federally issued PIV as opposed to law enforcement credentials.

c. Law enforcement officials who do not have a DOD-issued CAC, a federally issued PIV, or if the installation cannot scan or verify the PIV, will be vetted using their state driver’s license/State ID card with photo which complies with Public Law 109-13 (The REAL ID Act of 2005). This will be checked against NCIC-III for proper identify proofing and vetting.

5. ACCESS REQUESTS

a. The VCO will create and maintain an Access Request form. The form may be emailed to usarmy.lima.tacom.list.jsmc-lima-access-request@army.mil or physically dropped off to the VCO in Building 73, Room 139. Incomplete, illegible, or outdated forms will be returned for corrections to the requestor. Requests will be submitted no later than three business days before the requested visit. If requesting an exception to the submission time, the request must contain a rationale/justification as to why the submission time could not be met. DOD Components listed in Attachment #1 may make exceptions to the three-day rule via telephone or in person to the VCO at 419- 604-5936/5895 or to the DA Police Desk Sergeant at 419-604-5882/5883. Access requests can only be submitted by a permanent employee of JSMC – Lima.

b. Access requests will be submitted only for the length of time for the expected duration of required access, not to exceed 1-year. If access exceeding 1-year is required, a new request may be submitted no earlier than 30 days prior to current access expiration date. “Blanket” requests covering extended periods of time when a visitor may or may not come to JSMC – Lima will not be accepted.

c. Requests to access the installation via Gate #3 will require a valid justification and will be restricted to the following: Individuals bringing large/bulky equipment onto the installation which cannot be conveyed by any other means (i.e. hand carry, golf cart, etc.), contractors/vendors who work out of their vehicles, persons with a handicap, or other visitors who have special permission from the Commander (or civilian equivalent).

Visitors approved to access Gate #3 will also have access to Gate #6. Additionally, visitors with Gate #6 access may ride as passengers with a Gate #3 access as a driver.

d. A list of visitors for large group visits/events (5 or more) may be submitted with a request if all the information requested on the request form is included. Lists of contractors will not be accepted due to various end dates of the contract work to be completed.

e. US Government Foreign National visit requests must be routed through and submitted by the installation Security Manager. GDLS Foreign National Visit requests must be routed through and submitted by the GDLS Security Office or Protocol Officer.

f. In the event of VCO closures, emergency/same day access requests can be routed through an Approval Authority listed on Attachment #1 or, during non-business hours, the DA Police Watch Commander/Desk Sergeant at 419-604-5882.

6. BADGES – all personnel issued a badge for access to JSMC – Lima will be required to keep the badge on their person at all times. There is no requirement for the badge to be displayed. Badge type approval is identified in Attachment 1: Authorized DoD Components to Approve Visitor Requests for JSMC – Lima

a. Long term badges.

(1) Permanent employee badges – All permanent JSMC – Lima employees (USG, GDLS and other authorized contractors) will be issued an appropriate AIE access badge by the VCO. Badge holders are encouraged to be cognizant of their registration I.D.’s expiration date. Gate access will expire 10 days prior to the expiration date of the credential provided for entry into AIE and they will be informed by the gate officer that they must renew their credential. The gate officer will issue an AIE pass that expires on the date of the registering credential. Permanent employee badges for government employees and contractors shall be approved by the Senior Responsible Official (SRO) or Deputy (DSRO). GDLS shall retain the ability to authorize badges for their employees and subcontractors assigned to JSMC – Lima.

(2) Contractor badges – Contractor badges will be issued for those personnel expected to be working on JSMC – Lima for a routine basis. Requestors are responsible to inform their contractors to report to JSMC – Lima for duty within 2 weeks of the requested start date provided on the access form or they will be removed from the access roster and a new access form will be required. These contractors will be issued an appropriate access badge to be determined by the VCO not to exceed 1-year or the expiration date of the credential provided for entry into AIE, whichever comes first.

(3) Permanent Visitor badges - defined as Mission Partners, VIP's or other personnel as approved by an approval authority listed on Attachment #1. These visitors will be issued an appropriate access badge to be determined by the VCO not to exceed the expiration date of the credential provided for entry into AIE. Permanent Visitor badges for all long-term visitors (i.e. GDLS-SHO, PEO-GCS, TACOM, etc.) shall be approved by the SRO or delegate identified in attachment 1.

(4) Proximity badges – those personnel who require a proximity badge for card reader access must include a justification statement on their access request.

b. Temporary badges/Daily Visitors

(1) Escort required/Foreign National personnel will be issued a badge at the gate in which they were approved and can only be escorted by JSMC – Lima personnel with a CAC. Foreign National visit requests shall be approved by the sponsoring security office.

(2) Paper pass – Issued when a badge, CAC, or other credential is not used to access AIE.

(3) Daily Visitors – This category of visitors are all other types of personnel which include, but not limited to, on-call repair technicians, Allen County/City of Lima Utility Department personnel, Lima Area Security and Emergency Response (LASER) personnel, Task Force Lima personnel, Congressional Delegates (CODEL), TACOM/DCMA/PEO GCS/GDLS-Sterling Heights personnel, environmental/hazmat response personnel, etc. who only access JSMC – Lima periodically. These personnel will be vetted and can be added to the AIE database/access roster for up to 1-year or through the expiration date of the credential provided for entry into AIE, whichever comes first.

c. Expired badges.

(1) Expired or unneeded badges will be turned in to the VCO Office or to any DA Police Officer working at a gate. Requestors are responsible for ensuring badges are turned in when expired or no longer needed for their visitors/contractors.

(2) Personnel who attempt to gain access to JSMC – Lima with an expired badge will have the badge confiscated by the DA Police. If access is still required, personnel should contact their POC to submit a new access request to the VCO Office.

d. Lost badges – In all cases, if a badge is determined to be lost/missing/stolen, the person responsible for that badge will be required to file a report with the DA Police at Building 345 or Gate #6 before a replacement badge is issued. All attempts to locate the badge should be made prior to filing a report.

e. Badge activations/deactivations – all requests to activate/deactivate a badge for GDLS employees or subcontractors will be initiated by the GDLS Security Office.

f. No credentials – JSMC – Lima employees who forget their credentials (badge, license, CAC, etc) can be verified in AIE of their access status and issued a paper pass not to exceed 24 hours. On subsequent access, a lost badge report must be filed IAW paragraph 6.b.(2)d. above.
