QUESTIONS AND ANSWERS W912QM-19-Q-0042

1. Can the government take delivery of the equipment somewhere in CONUS, or is it mandatory the radios be delivered to Guatemala?

2. Section 2.3(a) seems to indicate that the customer would like P25 Conventional radios ( ie- not trunked). Can you please confirm this?

3. Section 2.3.1 is asking for a coverage commitment. Unless a vendor has been to these locations- it's quite difficult if not impossible to guarantee portable radio coverage. Is a coverage commitment mandatory?

4. Section 2.3(a)6 requests a long range antenna and a short range antenna. I'm not aware of any such thing for hand held Land Mobile Radios(LMR).....LMR doesn't distinguish between the two. Could you please clarify that requirement?

5. Section 2.3(a) 7 & 8 Requests a talkaround channel and 5 simplex channels. Several questions here:

1.Are you using a repeater? The term "talkaround" is typically associated with repeater usage. If so what are the Tx and Rx frequencies of the repeater?
2.Who is responsible for programming these channels into the radios- the government?
3.Who is responsible for selecting / identifying / specifying the actual frequencies to be used - the

government?

6. Section 2.4.2 requires 24 hour replacements of any equipment that malfunctions- which is an impossible requirement for a US based vendor to meet. IS that a mandatory requirement?

ANSWERS:

1. No, government cannot take possession in CONUS and transport to GTM.

2. Correct, standard point-to-point or used in conjunction with a repeater to extend the range; no trunking.

3. Yes, coverage is mandatory otherwise radios do not serve the requested user requirement.

4. Radio shall be equipped with a standard LMR antenna (i.e. an antenna that physically extends from the radio body); requirement is written to ensure radio doesn't rely on "internal" type antenna similar to that found on inexpensive Walmart GMRS type radios.

5.1 It is expected that radios will be utilized with repeaters that exist in country; local vendor will have necessary information/office to contact for appropriate frequencies; Army South does not provide.

5.2 Vendor is responsible to provide fully functioning, ready to use radios.

5.3 Vendor

6. Yes, is mandatory.
