Description

THIS IS A REQUEST FOR INFORMATION (RFI) ONLY – This RFI is issued solely for information and planning purposes – it does not constitute a Request for Quote (RFQ) or a promise to issue an RFQ in the future. This notice does not constitute a commitment by the United States Government to contract for any service whatsoever. All information submitted in response to this announcement is voluntary; the United States Government will not pay for information requested nor will it compensate any respondent for any cost incurred in developing information provided to the United States Government. Not responding to this RFI does not preclude participation in any future RFQ, if any is issued. If a solicitation is released, it will be synopsized on Fed Biz Opps (FBO). It is the responsibility of the potential offerors to monitor this site for additional information pertaining to this requirement.

The 410th Contracting Support Brigade Regional Contracting Office (RCO) – Soto Cano is refining the performance work statement and deliverable schedule for Contractor performance for Line Haul services with deployment load out tentatively planned for April 2018 and a redeployment tentatively planned for August 2018. The contractor would need to provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform Line Haul and Customs Broker Services.

RCO Soto Cano is seeking the following information:

1. Can Industry accurately quote for all movement requirements to include customs clearance services based on what the government has provided in this RFI to include the draft performance work statement, deliverable schedule, and equipment listing?

2. How does industry approach delays at border crossings? Who bears the cost and risk of delays?

3. How does industry approach delays at pick up/drop off locations? A quoted rate for a delivery would typically include how much time? What would be considered excessive?

4. Can the market support providing vehicles less than five (5) years old?

Respondents shall not be obligated to provide the services described herein and it is understood by the United States Government that the cost estimates provided as a result of this request are “best” estimates only.

The response date for this market research is March 6, 2018 at 5:00PM Central Standard Time (CST). No calls will be accepted. All responses to this RFI may be submitted via e-mail to CPT Michael Gerbasi, Contracting Specialist, at michael.e.gerbasi.mil@mail.mil, courtesy copy to MAJ Larry Epps, Contracting Officer. larry.l.epps.mil@us.army.mil.
