The Government reserves the right to award without discussions. Therefore, offerors are encouraged to provide their best Quotes with the technical and past performance information requested for evaluation.
2. EVALUATION APPROACH. The evaluation process consists of three parts; 1) Price, 2) Technical, and 3) Past Performance evaluation.
a. All Factors/Sub-factors will be evaluated based on how well the quote addresses an Offeror’s processes, methodologies, approaches, and concepts to fulfill the solicitation requirements. Based upon an Offeror’s evaluated strengths, weaknesses, and deficiencies, the Government will assign an Acceptable or Unacceptable Rating and a Past Performance Evaluation Rating (defined under Quote Rating Scheme in paragraph 5 and 6 below) to each Factor and criteria element.
b. All quotes shall be ranked from lowest proposed price to highest proposed price. The lowest priced Technical proposal will be evaluated and their Past Performance will be evaluated by a team of technical evaluators.
If the lowest priced proposalis deemed Technically Acceptable and their Past Performance is rated as Acceptable the evaluation stops. If the lowest price proposal receives an Unacceptable in Technical capability or in Past Performance then the evaluation process will proceed to the second low offeror until a quote is found to be Acceptable. Each evaluator will independently evaluate each quote. Thereafter, the results of the independent evaluations are merged into a final evaluation report. The evaluation report must represent a consensus of opinion of the members and be signed by each member.
1. PRICE EVALUATION PROCESS. The low offeror and the items to be awarded shall be determined as follows:
A. Prior to evaluation of offers, the Government will determine the amount of funds available for the project(s).
B. The low offer shall be the offer that—
a. Is otherwise eligible for award; and
b. Offers the lowest aggregate amount for the line items within the funds determined available.
C. The price should be broken down into the following major categories that align with the major components of the project
a. Materials and/or equipment.
b. Direct Labor, Indirect Labor
c. Other Indirect costs.
D. After determining the low offeror, an award may be made on any combination of items if:
a. It is in the best interest of the Government;
b. Funds are available at the time of award; and
c. The low offeror's price for the combination to be awarded is less than the price submitted by any other responsive, responsible offeror.
2. TECHNICAL EVALUATION PROCESS. The technical evaluation portion shall consist of a review of each element of the Technical (Specifications and Project Schedule). Each Offeror’s response will be evaluated and rated on each criteria element. Those ratings will then be rolled into one overall factor rating. Any criteria element(s) rated as “unacceptable” will result in an overall factor rating of “unacceptable”.
a. Technical criteria elements consist of the following:
A description of all equipment (item, age, intended usage, transportation plan), materials
(item, cost/unit of measure, procurement plan, quantity) and products to be used for the project. Offeror’s technical response shall ensure a complete understanding of the work to be performed and its ability to comply with the Statement of Work requirements.
Project Schedule: Project schedule shall be submitted using any of the following project schedules: Critical Path Method (CPM), Program Evaluation & Review Technique (PERT), or Gantt chart or Microsoft project program. The project schedule will be in sufficient detail to clearly illustrate the major construction phases (i.e. Barracks Renovation, electrical, electrical power panel, fire extinguishers, painting, ceiling tiles, exit signs, cleanup and disposal, etc.) and expected completion dates and execution times of each work phase.
Sufficient float time shall be incorporated in the schedule to account for down days due to inclement weather.

3. PAST PERFORMANCE EVALUATION PROCESS - The Government will evaluate the submitted construction projects in order to evaluate both past performance and experience. Past performance relates to how well a contractor has performed. Experience pertains to the types of work and volume of work previously or currently being performed by the contractor that are comparable to the types of work envisioned by this requirement in terms of size, scope and complexity. The Government may contact references to verify experience and past performance. If the Government is aware of contracts that meet the requirements of this solicitation but have not been included in the three contracts submitted, it may evaluate those contracts in addition to those submitted. In the event an Offeror has no relevant past experience, Offeror’s may submit past performance information for key personnel proposed. If an Offeror, or the proposed employees for the Offeror, do not have a past performance history relating to this solicitation, the Offeror will not be evaluated favorably or unfavorably on this factor (unknown). In order to be considered for award, the Offeror’s past performance rating must be evaluated as acceptable.
