SECTION 00600 - REPRESENTATIONS & CERTIFICATIONS
The following have been modified:
EVALUATION CRTIERIA
1. BASIS OF AWARD. The award will be evaluated on a Lowest Priced, Technically Acceptable (LPTA) basis, considering past performance. Subject to the provisions contained herein, the Government intends to award a single contract resulting from the solicitation to the Offeror whose response conforms to the Statement of Work; is technically acceptable; and provides the lowest total price for the actual contract line items awarded.
GPS: 17 32.8983N, 88
Area: 146344.47 Sq. Ft. (3.3596 Acres) Perimeter: 1623.00 ft.
Motor pool and laydown area
Living and support area
The Government reserves the right to award without discussions. Therefore, offerors are encouraged to provide their best Proposal with the technical and past performance information requested for evaluation.
2. EVALUATION APPROACH. The evaluation process consists of three parts; 1) Price, 2) Technical, and 3) Past Performance evaluation. All three parts will be evaluated separately. The proposals will be evaluated as follows:
a. The Government will conduct a price reasonableness analysis by adding the price offered by each Offeror on CLINs 0001 through 0003 and evaluate to determine if the Offeror’s proposed price is fair and reasonable, DBA (CLIN 0004) will be exclude from the analysis.
b. All proposals shall be ranked from lowest proposed price to highest proposed price.
c. The Government will select the three (3) lowest priced offers representing price reasonableness and submit those three (3) complete offers, without pricing, to the technical evaluator(s). The technical (non-pricing) volume(s) of each of the three (3) offers will be provided to the technical evaluator(s) for review, without identification of the prices or any rank order of prices. The Technical Evaluation Team will review the three (3) offers for technical acceptability. If any Offerors are determined to be technically acceptable from this group, the Offeror with the lowest price technically acceptable offer will be awarded the contract. If, on the other hand, no offers are found to be technically acceptable within the first group of three (3) offers, then the process described above will be conducted again, as many times as necessary, until such time as the Government identifies a technically acceptable offer with acceptable past performance and a contract award made to a responsible Offeror.
d. All Factors/Sub-factors will be evaluated based on how well the proposal addresses an Offeror’s processes, methodologies, approaches, and concepts to fulfill the solicitation requirements.
3. PRICE EVALUATION PROCESS. The low offeror and the items to be awarded shall be determined as follows:
a. The offer which provides the lowest overall price, excluding DBA Insurance.
b. The price should be broken down into the following major categories that align with the CLIN Structure of the solicitation
1. CLIN 0001 Site Survey and Design
2. CLIN 0002 Laydown Yard and Motor Pool Area
3. CLIN 0003 Living and Support Area (LSA)
c. Price analysis will be performed IAW FAR15.404-1(b)(2) to make a fair and reasonable price determination.
d. Price reasonableness is a judgment of the proposed price as compared to competitive prices received, current market conditions, Independent Government Cost Estimate (IGCE) historical prices, information other than certified cost or pricing data, or other relevant measures. The Government may utilize any one or a combination of these techniques to determine that prices are fair and reasonable.
4. TECHNICAL EVALUATION PROCESS. The technical evaluation portion will be conducted based on the following factors:
1. Primary Component Material List: (Attachment – Price Breakdown Worksheet – Material List).
Description of products and materials to be used for the project to determine if it is in compliance with the materials identified within the Statement of Work.
2. Project Schedule: The project schedule will be in sufficient detail to clearly illustrate the major construction phases (i.e. Site survey and design, Laydown Yard, Motor Pool area, Living and Support area, Site cleanup and disposal,) and expected completion dates and execution times of each work phase. Sufficient float time shall be incorporated in the schedule to account for down days due to inclement weather.
3. Quality Control Plan: Shall be in sufficient details to clearly illustrate the contractor’s surveillance and quality control methods to cover the major project phases.
5. TECHNICAL MERIT ADJECTIVAL RATING. Technical Acceptability will include an evaluation of all three (3) factors. Those ratings will then be rolled into one overall technical rating. To be rated Technically Acceptable, sub-factors 1 and 3 must be rated acceptable. The following is the Technical Merit Adjectival Rating Scheme for evaluation of the Technical proposal:
TECHNICAL ACCEPTABLE / UNACCEPTABLE RATINGS
RATING DESCRIPTION
Acceptable Proposal clearly meets the minimum requirements of the solicitation Unacceptable Proposal does not clearly meet the minimum requirements of the solicitation
6. PAST PERFORMANCE EVALUATION PROCESS - The Government will evaluate the submitted contracts or construction projects in order to evaluate both past performance and experience. Past performance relates to how well a contractor has performed on previous contracts. Experience pertains to the types of work and volume of work previously or currently being performed by the contractor that are comparable to the types of work envisioned by this requirement in terms of size, scope and complexity. The Government may contact references to verify experience and past performance. In order to be considered for award, the offeror’s past performance rating must be evaluated as acceptable. Offeror shall present evidence of the offeror’s and/or their sub-contractors past performance on at least two (2) similar projects. In the event an Offeror has no relevant past experience, Offeror’s may submit past performance information for key personnel proposed. If an Offeror, or the proposed employees for the Offeror, do not have a past performance history relating to this solicitation, the Offeror will not be evaluated favorably or unfavorably on this factor (unknown). For purposes of this evaluation, a relevant project is further defined as any work relating to site preparation that involve excavating and grading, earth moving and land clearing for all types of sites.
TECHNICAL ACCEPTABLE / UNACCEPTABLE RATINGS
RATING DESCRIPTION
Acceptable Based on the offeror’s performance record, the
Government has a reasonable expectation that the offeror will successfully perform the required effort, or the offeror’s performance record is unknown.
Unacceptable Based on the offeror’s performance record, the Government has no reasonable expectation that the offeror will be able to successfully perform the required effort.
Unknown In the case of an Offeror with a record of relevant past performance or whom information on past performance is not available or so sparse that no meaningful past performance rating can be reasonably assigned, the offeror may not be evaluated favorably or unfavorably on past performance. Therefore, the Offeror shall be determined to have unknown past performance and shall be considered “acceptable.”
PAST PERFORMANCE RELEVANCY RATING DEFINITIONS
Relevant Present/Past performance effort involved similar scope and magnitude of effort and complexities this solicitation requires.
Somewhat Relevant Present/Past performance effort involved some of the scope and magnitude of effort and complexities this solicitation requires.
Not Relevant Present/Past performance effort involved little or none of the scope and magnitude of effort and complexities this solicitation requires.
