GOVERNMENTS RESPONSES
Solicitation W912QG-16-R-0002 Governments Response #1 To RFI’s Received as of 28 June 2016.
Posted to FEDBIZOPPS on 5 July 2016.
1. Please indicate where in FAR or AR the requirement for 1.5.16.1 is supported: “The prime contractor and any subcontractors must possess a current and valid business licenses from the South Carolina Secretary of State and the county/city where they will perform services as required. SC State Dental Board states the following:
39–18. Mobile Dental Facilities and Portable Dental Operations.
A. Applicability.
This regulation applies to an organization or dental practice utilizing a licensed dentist or dental Hygienist to operate a mobile dental facility or portable dental operation who:
(1) Provides dental or dental hygiene services; and
(2) Does not have a physically stationary office at the location where the services are provided.
B. Exceptions.
(1) Federal, state, and local governmental agencies as well as Federally Qualified Health Centers (FQHCs) are exempt from the requirements of this regulation.
a. Can you strike that clause from the solicitation and Technical Exhibit 2, 1.4.2?
The requirements of above 39-18 do not apply to mobile facilities operating on federal property. The Government will delete the requirement in Technical Exhibit 2, 1.4.2 due to the exception as stated in SC Code of Regulation 39-18. Below is the website to the reference:
http://llr.state.sc.us/Pol/Dentistry/PDF/Policy/MobilePortRegs.pdf POC at SC LLR for Dentistry questions are:
Mrs Nancy Flores at (803)896-4599.
2. The Dental Assisting National Board and, in particular, for the state of South Carolina does not require a certification or licensure (except for exposing x-rays) for dental assistants:
a. “A dental assistant in the state of South Carolina may perform basic supportive dental procedures specified by the state dental practice act under the direct supervision of a licensed dentist. There are no education or training requirements for this level of dental assisting. In settings where sedation is administered, all dental staff who provide direct, hands-on patient care must be certified in CPR at the basic life support level by a board-approved training course, received within the last two years. The operating dentist must provide training for staff with hands-on patient care commensurate with the level and mode of sedation administered. This training must be documented and available for inspection by the department upon request.”
b. “To legally place and expose radiographic films in a dental office, a dental assistant must hold a certificate documenting training acceptable to the South Carolina Department of Health and Environmental Control (DHEC). Acceptable certificates include the following:
i. Diploma from a CODA-accredited dental assisting program, OR
ii. DANB CDA certification or the DANB RHS certificate of competency, OR
iii. Certificate in radiation safety from the South Carolina Dental Association
(SCDA), OR
iv. Certificate documenting completion of a structured course of training in radiation safety (accepted courses include but are not limited to radiation safety training through a technical school).”
c. Can you strike this wording from the solicitation and Technical Exhibit 2, 1.5.16?
The Government will strike the wording “Assistants” from Technical Exhibit 2, 1.5.16 pertaining to the licensing of these individuals. However, the contractor will follow The SC Department of Labor, Licensing and Regulation-State Board of Dentistry guidelines for Dental Assistants is found at 39-12, Approved Procedures of Dental Assistants and 39-13, Approved Procedures of Expanded Duty Dental Assistants. Below is the website to this regulation:
http://www.scstatehouse.gov/coderegs/Ch%2039.pdf
3. Since McEntire JNGB is a federally owned property and professional licensures are granted reciprocity on such, can you strike the requirement for SC licensed professionals at the McEntire JNGB events and align the wording in Technical Exhibit 2, 1.5.16?
All Dentist and Dental Hygienist must provide a copy of their current licenses where they are currently licensed to practice Dentistry or perform as a Dental Hygienist.
4. Will procedures that cannot be done in the mobile setting (endodontic retreats, prosthodontics, difficult extractions requiring a safer setting and/or sedation, etc.) be vouchered by SCARNG or should those procedures be factored into price and case managed by contractor? If case managed, can an estimated number of each procedure be given for pricing purposes?
Yes, if the work cannot be done it will be vouchered through the RHRP program.
5. What is meant by: “Services which are funded through the VFRE 2020 Dental Treatment Funding (provided only to Soldiers alerted to an OCONUS Mission)?” Do those services designated with that clause only get performed on deploying Soldiers? What is done with DRC 3 Soldiers otherwise? Please clarify how the different funding sources pertain to us as contractors.
There is no difference to the contractor where the funds originate from. The funding is applied to all Soldiers minus those Soldiers who are on Title 10/32 orders and authorized to use a Active Duty Dental Facility.
6. What is the maximum percentage a Prime can use subcontractors (to include the possibility of multiple subs)?
IAW FAR Clause 52.219-14(c)(1) At least 50 percent of the cost of contract performance incurred for the personnel shall be expended for employees of the concern.
7. Can a more precise schedule of events be given since there could be a considerable difference in pricing of a one day verses a three day event where staffing and equipment are concerned? How many events are the 23 days likely to represent? And the 14 days?
The Government will give the contract there best estimate of the number of Soldiers at least 2 weeks prior to an event.
8. Will any of the 14 event days be at more than one location at a time? Will any of the 14 overlap with the 23 event days (more than one location happening on any given weekend)?
Yes, they could be at more than one location and overlap events.
9. Does “mobile” environment include portable equipment set-up within the government facility? Can portable x-ray units be used within a drill hall or class room?
Yes. As long as the equipment, in this case, X-Ray equipment, meets the proper operating guidelines.
10. Does “static” environment infer a local dental office within proximity to the site? If so, can it be assumed that Soldiers can be transported off site?
Yes, static means in a fixed facility.
Soldiers will not be transported off site.
11. Do the numbers on the 23 event days (dental treatment and x-rays) reflect treatment on all of those numbers or do the large majority of those numbers require x-rays, only? Are SCARNG dental officers conducting the exams on the total numbers (at the same time) and the treatment numbers expected to be a percentage of the exam results who are identified as DRC 3 at exam?
Soldiers will receive dental exams, bitewings and/or x-ray based upon their DENCLASS data.
Treatments will be based off of these dental exams.
12. Of the maximum numbers on the 14 event days (exams, x-rays and treatment), what percentage of those examined are expected (historical data?) to be DRC 3 and needing treatment?
It varies due to the economical makeup of the unit. This means that units in rural areas, the Soldiers may require more treatment than Soldiers living in urban environments. Roughly 12- 17%.
13. Regarding 5.15.1 Preliminary Event Report: “Preliminary Event Report must be available at the conclusion of each day of the event and must include a by name roster with services administered, additional x-ray costs where appropriate, additional support costs if appropriate.”
Please clarify what “additional x-ray costs where appropriate, additional support costs if appropriate” might include.
The Government will delete the wording in para 5.15.1 of the PWS that states “additional x-ray costs where appropriate, additional support costs if appropriate”. The new sentence will now read as follows:
“Preliminary Event Report must be available at the conclusion of each day of the event and must include a by name roster with services administered.”
14. What is the likelihood of multiple awards?
Multiple awards will not be made.
15. Can there be more than one posting of answers as some of those answers are critical in how we proceed forward? With only one set of answers coming July 6th – nearly three weeks after solicitation’s posting - that substantially shortens the time frame to adjust fire for all that needs to be considered with this detailed solicitation.
The Government will post answers in an expeditious manner. Offers’ are cautioned that some questions may require assistance beyond the expertise of the Contracting Office and that it may take time to research the answer or rely on assistance in getting the answers..
16. If the response date to offerors’ question are not being posted until July 6th, will SCARNG delay due date to compensate for the three week’s lost time in waiting for answers?
The Government will consider any delay IAW the rules in the FAR.
17. The solicitation suggests, in 1.4.1, the SCARNG will be doing DENCLASS/eProfile input at McEntire JNGB events and makes no mention of contractors doing any in 5.1.; only in 5.2. However, in Technical Exhibit 2, DENCLASS/eProfile input is indicated for both 5.1 and 5.2. Please clarify which is correct.
The 14 event days are performed at various locations throughout the State, and all work will be done by the contractors.
The 23 event days are performed at MEDCOMS facility located on McEntire Air National Guard Base.
The contractor is only responsible for bitewings, x-rays and treatments, inputting of information into DENCLASS will be done by the Government.
18. In conjunction with question no. 9, above, regarding “mobile” environment: 3.1 states “The Government will not provide any property….” Please clarify the following in addition to the question of portable equipment constituting mobile environment:
a. Does mobile equipment imply wheeled RVs in addition to/instead of portable equipment?
b. If mobile is implying wheeled RVs, only, will property be available to park them on the grounds?
c. Do classrooms and drill hall constitute property?
The Governments definition of mobile concerning this service requirement means a mobile van with all the dental equipment necessary to fulfill the government’s requirements.
19. What, specifically, are you looking for by way of an OSHA “certification?”
Contractor is required to have all the required certifications necessary, state and federal, to perform dental exams, treatments, bitewings, x-rays, and handling of waste.
20. Can you give clarity to the what/who are the follow (per page 96 Contract Descriptions:
a. (b) Procuring Contracting Officer – same as Contracting Officer, just stated a different way.
b. (d) Administrative Contracting Officer – same as above for our agency.
c. (e) Pre-Award Monitor – not used for our agency. The Contracting Officer fulfills this role. Some agencies have personnel who focus on only one aspect of the contracting process. The USP&FO’s in each state are not manned for these type of positions. The Contract Officer and Contract Specialist fulfill these roles.
21. Please specify what you looking for in Section G – Contract Administration Data. Page56 is blank.
Page 56, Section G of the proposal is a Blank Page.
22 Please clarify how FAR52.219-8 is applicable to this RFP; a Small Business set-aside where no other than small businesses should be an “offeror” (See page 97, (7))? Not sure how I should respond to this in our proposal, Volume III.
This shall be deleted from the RFP. Small Business subcontracting plans are not being evaluated in this RFP.
23. In reference to the Quantity of Soldiers to be cared fore of 4,000. Are we to assume the dental exams are split between DENCOM and the contractor or are dental exams completed every 2 years?
The Quantity states 4000 Service Members and the SCOPE Paragraph 3 states there are 9000 Service Members in South Carolina. Are the numbers accurate?
IAW the Solicitation the Contractor will perform 4000 dental exams per year.
24. Reference to page 36 letter A. in the equipment must be contractor owned. Does that mean the contractor cannot lease or sub contract for equipment needs? Does the contractor have to provide proof of ownership?
The contractor must perform this service with their equipment.
25. How many service Members are examined on a typical PHA day?
It varies from 150 to 300 Soldiers per day.
26. How many Service Members are typically treated on a typical PHA day?
Treatments varies depending on the number of exams performed and the answer giving in question 12 above.
27. Can treatment be completed offsite at a local dental clinic? No
28. Is this a single award contract? Yes.
29. Do you want a digital copy of the proposal on a disk?
On page 94 for the RFP, para L2.1 The offerors proposal shall be submitted in hard copy with accompanying digital copies.
30. Will the government provide any computers and printers?
The Government will not furnish computer or printers nor the paper for the printers.
31. Will the government provide the IT network?
No, the contractor must supply their own wireless network.
32. Does the facility need to be a cleared “Secret” facility or can personnel within our organization have the “Secret” clearance?
Page 58 of the RFP states that every person who accesses a program on the ARNG HR Domain must have a Security Clearance. DENCLASS is on the ARNG HR Domain, therefore, any contractor personnel accessing this system must have a Secret Clearance.
33. Do we need to have a current SC DHEC certification for mobile dentist office when proposal is due on July 20, 2016 or is it acceptable if it’s a pending application waiting for approval?
The Contractor shall provide the proper certification to the COR NLT 10 days prior to the first event.
34. Where do we get the SC business license? Is it with SC Secretary of State or the SC LLR? Both are telling us to contact the other so not very clear.
To operate a business in SC you will file for a business license with the SC Secretary of State.
For a professional licenses to practice dentistry, medicine etc, you will need to contact SC LLR.
35. Is this the standard for all states in the National Guard, and if so is there a written requirement that lists all the certifications and licenses needed?
This is South Carolina Law
36. Is there reciprocity between South Carolina and Texas?
Per Chapter 39, SC LLR-State Board of Dentistry, para 39-1(A). Licenses to Practice Dentistry. The South Carolina Board of Dentistry has no reciprocal licensure arrangements with any other jurisdiction.
37. How will the contractor be expected to provide Dental Treatments without having performed a Dental Examination and developing a treatment plan?
The treatments will be based off of the dental examinations and corresponding treatment plan provided by the SCARNG Dentist.
38. While it is possible to provide Dental Treatments to 50 soldiers per hour, it is likely to be cost prohibitive given that they SCARNG is projecting a quantity of only 1,000 treatments annually spread over 23 event days (for an average of only 43 soldiers receiving treatments on any given event day). Does the SCARNG expect the contractor to provide Dental Treatments to 50 soldiers per hour as indicated in Section 5.1 (e) of the Performance Work Statement?
The contractor will provide the price for 1000 Soldiers.
39. On page 19 of the solicitation you have stated, “The South Carolina Army National Guard (SCARNG) is comprised of over 9,000 soldiers. The SCARNG has a requirement to evaluate the dental status of all assigned Soldiers on an annual basis.” If it is a requirement to evaluate all assigned Soldiers on an annual basis, why is the SCARNG only projecting 4,000 examinations annually?
The two numbers have nothing to do with each other. The 9,000 refers to how many Soldiers we have on the roles in SC. Because of funding we can only perform this service for 4,000 Soldiers. That is the max number the Government reasonably expects to be seen.
40. Will the different types of events ever be conducted simultaneously at different locations (i.e. Dental Treatments at McEntire JNGB and Dental Exams and Treatments at another location during the same weekend)?
Yes, same answer as giving in question 8.
41. Since treatment plans are developed on a patient-by-patient basis, how does the SCARNG expect the contractor to provide a fixed fee/soldier in their proposal since each individual soldier will require different levels of treatment to bring them to Class 2?
That is for the contractor to do research on and provide their best price.
Other contractors have performed this type of service for other states.
42. While it makes evaluation of proposals and contract administration much more simple, requiring contractors to provide one firm-fixed price for dental treatments is not logical and is not consistent commonly accepted commercial dental practices.
That is for the contractor to do research on and provide their best price.
Other contractors have performed this type of service for other states.
43. Would the SCARNG consider allowing the contractor to provide a firm-fixed price fee schedule for each of the ADA Procedure Codes listed on pages 48 & 49 of the solicitation?
No.
NOTHING FOLLOWS.
