GOVERNMENT RESPONSES

The Government’s Responses to contractor questions submitted in response to Solicitation W912PX22R0001 (published on SAM.gov on 26 January 2022):

Contractor Question 1: Is the contractor for this opportunity required to have a facility clearance or is the Government willing to sponsor the clearances for our employees?

Government Response 1: Yes, the contractor for this opportunity is required to possess a Top Secret Facility Clearance (FCL) at time of proposal submission. The Government will not sponsor the clearances.

Contractor Question 2: RFP instructions, Section 7.9.3. The RFP states: “For all contracts identified in Section 1, Contract Descriptions, a Past Performance Questionnaire must be completed and submitted.” Will the government allow CPARS in lieu of Past Performance Questionnaires?

Government Response 2: No, The Government will not allow CPARS in lieu of Past Performance Questions. See Section L.

Contractor Question 3: PWS 1.6.18.13, Vehicles and Equipment. 1.6.18.13 The Contractor shall stock work vehicles with OSHA compliant first aid kits…” In order to determine how many first aid kits are necessary, will the government provide the number of work vehicles needing these kits?

Government Response 3: The contractor shall provide any work vehicles needed for this requirement and each of these vehicles shall be stocked with an OSHA compliant first aid kit. See PWS Section 1.6.24.6.1.

Contractor Question 4: RFP Instructions, Section 7.8.1.2, Subfactor 2 – Contractor / Service Personnel Security Clearances, and Section 7.5. This section states: “The Offeror shall provide statements that the Offeror and its proposed Key personnel have the minimum active facility and personnel security clearances necessary to perform the tasks of this requirement in accordance with the DD254. The minimum security clearance requirements for both the Offeror and its proposed personnel must be active at the time of proposal submission. Statements must be furnished as part of this submittal for verification of appropriate clearance levels and active status.” And Section 7.5 states, “Except for the first page, the Offeror shall ensure that the company name, logo, or other company identifying information does not appear in within the Volume 1, Technical.” Volume I restricts offerors from providing any “company identifying information.” Would the government allow offerors to include Security Clearance statements, which includes company names for verification purposes, in Volume III or IV instead of Volume I?

Government Response 4: This is no longer required. See Section L.

Contractor Question 5: RFP Instructions, Section 7.10.3.d. The instructions state: “Include position descriptions and/or resumes for all designated key personnel.” What information is required in the Key Personnel resumes, and how will the resumes be evaluated?

Government Response 5: This is no longer required. See Section L.

Contractor Question 6: PWS 1.6.11. Key Personnel and Mission Essential Contractor Services: The required BOMI certifications for Key Personnel are not widely used industry standard certifications. Seasoned/veteran personnel in these professions are not typically required to have BOMI certifications in the performance of similar/identical work. If BOMI is the only certification authority we are permitted to use, would the government consider allowing the Key Personnel proposed to obtain these BOMI certifications within 6 months of contract award?

Please verify the “High-Performance Sustainable Building” certification is acceptable or provide an alternative certification.
