SUMMARY OF CHANGES

SECTION SF 1449 - CONTINUATION SHEET

The following have been added by full text:

Q&A-01 RFQ for pre-solicitation number W912PQ-22-Q-0023:

New York Army National Guard (NYARNG), United States Property & Fiscal Office (USP&FO), Supply and Services Division (MNPF-SS) Central Issue Facility (CIF) has a requirement for Supply Technician Support position that provides support for the mission to maintain properly trained and equipped units available for prompt mobilization for war, national emergency or as otherwise needed. This temporary contractor position provides assistance in the status of incoming supplies and equipment to mobilizing and demobilizing units across NYARNG.

Q: How many FTEs are currently supporting the CIF A: 1. FTEs are not vendor specific to each service requirement, FTEs are task specific to the PWS.

What your company and contractor could accomplish in 1 hour, may take another vendor 2 hours or 30 minutes to complete. It is up to the discretion of the vendor to select FTEs that will fulfill the tasks within the PWS.

Q: What is the SCA labor category of the incumbents.

A: 2. The SCA labor category should be selected from the Wage Determination attached to the RFQ.

Like the answer above, it is at the digression of the vendor to choose the labor category.

Q: Is current Recent NYANG Past Performance required?

A: 3. As stated in the SAM Solicitation posting: “Quote evaluation will be on the basis of price alone and compliance with solicitation requirements, past performance and responsibility. The entity that meets all the requirements of solicitation being the awardee.” There are no past performance submittals require at quote. The government will utilize government sites such as SAM, CPARS, FAPIIS to determine acceptable past performance.

Q&A-02 RFQ for pre-solicitation number W912PQ-22-Q-0023:

New York Army National Guard (NYARNG), United States Property & Fiscal Office (USP&FO), Supply and Services Division (MNPF-SS) Central Issue Facility (CIF) has a requirement for Supply Technician Support position that provides support for the mission to maintain properly trained and equipped units available for prompt mobilization for war, national emergency or as otherwise needed. This temporary contractor position provides assistance in the status of incoming supplies and equipment to mobilizing and demobilizing units across NYARNG.

Q: Please clarify the statement “…available for prompt mobilization for war, national emergency or as otherwise needed.” versus “provides assistance in the status of incoming supplies and equipment to mobilizing and demobilizing units across NYARNG.” This means that the technician will be integrated into daily CIF operations in support of the first statement, which has a direct connection with the second occurring, correct?

A: The first statement is the mission of the CIF, the second statement is what the contractor position will do, providing assistance to the mission.

Q: The NYARNG CIF faces complexity integrating with units over 54,556 square miles. A major issue with CIF operations is supported unit failures to properly follow Army Regulations and USPFO SOPs pertaining to CIF operations. Will this position monitor and assist with the following aspects of unit and CIF operations?: (SQ – Sub Question) SQ1: Tracking issued OCIE to units to ensure that Supply NCOs (SNCOs) are receiving OCIE shipped, and returning signed copies to the CIF once the Soldier has received them?

A: The contractor will assist with the mission, will not be solely responsible for tracking.

SQ2: Tracking Due Out transactions that could not be filled by the CIF due to OCIE shortages, and ensuring that the items are pulled and shipped to the units that need then?

A: The contractor will assist with the mission, will not be solely responsible for tracking.

SQ3: Will the position ensure that there are no duplicate issues on the Soldiers records that need to be turned in to ensure that all Soldiers of the NYARNG have OCIE available for issue?

A: The contractor will assist with the mission, will not be solely responsible for tracking.

SQ4: Does the CIF require Statement of Charges (SOC) or Financial Liability Investigation of Property Loss (FLIPL) prior to Soldiers receiving more gear that has been lost, damaged, destroyed, or stolen prior to issue of new OCIE?

A: No, in most cases, the FLIPL/SOC are on discharging Soldiers that do not require additional issues.

SQ5: If SQ4 is yes, will this position track these transactions to ensure that OCIE is not issued prior to completion of SOC (Through Resource Management) or input into E-FLIPL?

A: The contractor will assist with the mission, will not be solely responsible for tracking.

SQ6: Will this position reconcile Soldiers records against the CIF review boards standard issue to ensure that all NYARNG Soldiers have the proper OCIE and quantities on their records?

A: The contractor will assist with the mission, will not be solely responsible for tracking.

SQ7: Will this position track and work with SNCOs cross UIC issues to make sure that Soldiers that have transferred units receive OCIE shipped to their prior units?

A: The contractor will assist with the mission, will not be solely responsible for tracking.

SQ8: Will this position monitor upcoming Soldiers pending ETS to ensure that their OCIE is turned in to the SNCO and signed as received by the SNCO?

A: The contractor will assist with the mission, will not be solely responsible for tracking.

SQ9: Will this position monitor the Discharge Report to work with SNCOs to ensure that OCIE is turned in so that it may be reissued to NYARNG Soldiers that need it?

A: The contractor will assist with the mission, will not be solely responsible for tracking.

SQ10: Will this position travel to conduct regional turn-in sites to make sure that SNCOs have readily available locations outside the CIF to turn-in equipment and keep the Discharge Report at a minimum?

A: YES, travel is required.

SQ11: Will this position focus on key units to ensure that their transition to OCP from UCP is accomplished?

A: The contractor will assist with the mission, will not be solely responsible for tracking.

SQ12: Will this position work with units to clear End of Life (EoL) equipment from Soldiers records to allow for proper tracking of Soldiers issues OCIE, minimizing issues during mobilizations due to excessive OCIE to review on their records?

A: The contractor will assist with the mission, will not be solely responsible for tracking.

SQ13: What will be the positions “authority” mechanism to work with units, USPFOs usually do not have enough command authority to direct units, will this position receive the support it needs from the NYARNG command to enable operations?

A: Not part of the contractor’s job to direct units.

Q: Whom will this position be working for? CIF PBO, SLMS, USPFO Deputy, G4…?

A: the position will be working for the CIF Manager.

Q: Will this position have Main User Access to CIF ISM?

A: Yes Q: If this position is going to help with above tasks, what will be the equivalent pay grade? GS-07 and GS-09 may not be enough money with the high cost of living in NY to be able to bring in a worker with the dedication needed to accomplish these tasks, and work towards a better understanding of what else may be needed.

A: This is not a GS 07 position, if this question refers to 52.222-42 that is for informational purposes only and clause 52.222-42 is not a wage determination, it is what the government would pay for this position IF it were a government employee, it is not a determination of the commercial marketplace. The minimum pay requirement is the wage determination with 52.222-14 and clause 52.222-55.

Q: The CIF PBO manages the ASOC budget, will this individual be able to help the CIF PBO plan on how to use the funds to better equip the NYARNG?

A: No, not part of their job.

Q: When is the annual inventory completed? September is a great month to allow for better planning based on inventory for the next FY.

A: First two weeks of October of each FY.

Q: Can you tell me if these services are currently being performed by a contractor?

A: Yes Q: Could you please provide the incumbent name as well as the contract number?

A: GC ASSOCIATES USA, LLC is the name of the incumbent, the contract number is W912PQ-17-P- 0198.

Q: Are you going to provide a NTE amount for travel? If not, how many events per year and for how many days. Will the technicians need to drive or fly?

The amount of travel is a question for the end user, IF there is travel we place funds on a CLIN the contractor is allowed to invoice based on JTR for all travel.

A: Travel billed on separate CLIN, Labor and Travel separated out on monthly invoice. IGE for CIF Contractor estimated travel up to $15,000 annually. Usually 1+ trip per month varies. Travel for Contractor is driving, no flying. Vendor submits travel authorization and expense report for Travel monthly for COR review. The Travel Authorization and Expense Report are documents that are attached to Monthly COR Report in PIEE.

Q: Was this contract previously released as LPTA or is that new to this re-bid?

A: This request for quote has not been posted as LPTA. The basis of award is outlined in 52.212-2.

Q: Will you provide additional instructions as to what is need for the Technical response? Page limits, staffing plan , Management plan etc.

A: Clause 52.212-1 outlines submission requirements. Vendor will take no more than 10 pages to fulfill the response requirement.

Q: Do you want a separate PP and Pricing Volume or 1 combined Volume?

A: Vendors will fill out the pricing on the 1449 and then submit supporting docs separately.
