About this file
This document contains contractor questions and responses regarding a federal solicitation to repair an aircraft parking apron and shoulders at Stewart Air National Guard Base. The solicitation is issued by the Department of the Army National Guard to follow on from a previous presolicitation notice. The contractor questions seek clarification on project phasing, the extent of required joint sealing not to exceed 50,000 linear feet, the appropriate detail for joint sealing work, whether construction joint sealing is included in the 50,000 linear foot limit, and specifications for crack sealant and cast in place concrete. The agency responses indicate that phasing will be coordinated directly with the base, 50,000 linear feet of joint sealing should be carried as the not-to-exceed amount with the base able to direct additional replacement up to the total, joint sealing should follow Detail 6, construction joint sealing is included in the 50,000 linear foot limit, and the recommended crack sealant manufacturer and concrete strength requirements.

Stewart ANGB - W912PQ19B6001 Repair Aircraft Parking Apron & Shoulders
Bid Period Contractor RFI Responses 9/03/2019
RFI 001
Q1: Can a phasing plan be provided? Will we be limited as to the areas that we take over? This is important for production and maintenance and protection of traffic purposes.
R1: Phasing to be coordinated directly with Base as far as how many positions may be captured at one time.
Q2: Note 3 on CS101 of WHAY142002 indicates “Any panel that requires improvements shall have all joint-seals replaced in accordance with specification section 32 01 19.61. Total joint replacement shall not exceed 50,000 lf.” Does this mean we should carry 50,000 lf of joint replacement for the WHAY142002 portion of the contract?
R2: 50,000 lf of joint sealing should be carried as a NTE number. Upon completion of the project, Base may direct Contractor to replace additional existing joint seals up to total.
Q3: What detail should be used for the 50,000 lf of joint replacement indicated in Note 3 on CS101 of
WHAY142002?
R3: Detail 6 on C501.
Q4: Keynotes and Quantities on the site plans for WHAY142002 indicate a total of 706 LF of construction joint sealing per detail 7 on C501 which does not exist. Should this work be per detail 6 on C501?
R4: Correct.
Q5: Sheet C500 of WHAY132003 calls out construction joint detail 2 on C500 between all new asphalt and existing concrete surfaces. Is this work included in the 50,000 lf of joint replacement indicated in Note 3 on CS101 of WHAY142002
R5: Yes, all joint sealing work should not exceed 50,000 lf.
RFI 002
Q1: Do you have a specification for the crack sealant, i.e. specified manufacturer.
R1: WR Meadows – Poly Jet Lox or approved equal.
Q2: What is the PSI specification for the cast in place concrete? Can it be batch/hand mixed onsite? Or will only redi-mix be acceptable?
R2: Concrete pavement shall meet 650 psi flexural strength. Mixing procedures are at Contractor’s discretion, provided the concrete meets specification section 32 01 29.61-3.2.
