GPS reporting for GSA Fleet November 2017

Introduction:

The New York Army National Guard’s (NYARNG) Recruiting and Retention Battalion is required to maintain telematics on the existing GSA Fleet. The GSA fleet is comprised of a variety of makes and models of vehicles. The purpose of telematics is to report vehicle usage, operating speed, drive and idle time, unauthorized usage, emissions, and location information. This is to comply with Executive Order 13693 requiring monitoring of usage and reduction of vehicle usage.

Background:

In 2015 after extensive research the NY Army National Guard’s Recruiting & Retention Battalion implemented a telematics contract with Networkfleet to monitor and install the 5200 GPS series devices in the Battalion’s GSA fleet. The telematics reporting has kept the Battalion in compliance with the Executive Order 13693.

Current:

The expiration of the Networkfleet contract would take the Battalion out of compliance with EO 13693. The Battalion is requesting a telematics monitoring contract to maintain compliance with EO 13693.

Objectives:

The Battalion’s objective is to maintain and implement the most cost advantageous means of remaining in compliance with Executive Order 13693 using GPS devices installed throughout the GSA fleet of 160 vehicles throughout NY State.

Requirements:

· The company accepting the contract will have to be able to provide the GPS monitoring by interfacing with the GPS devices installed in the Battalion’s GSA fleet. The NY Army National Guard’s Recruiting & Retention Battalion will remain in compliance with EO 13693 at all times.

Assumptions:

· Vendor is required to be compatible with the existing 5200 Series GPS devices or install similar devices in the statewide GSA fleet in an expedited manner.

· No additional installation would be required by the customer.

Technical Scope of Work:

· Maintain usage of web reporting of GPS information at all times. Account must be accessible by laptops, smartphones and tablets. Ability to push geo-fencing alerts and speeding alerts.

· Monthly Invoices will be submitted to WAWF for the contractor to receive payment.
