Question and Answer Sheet 1
Could the government provide the current manning or workload data?
Answer: No one on a contract is currently fulfilling these duties but previously it was filled with one FTE.
Question: I am unable to find Section M or L…..did I miss something?
Answer: There is no section L or M. Please reference the Basis of Award Criteria and the FAR Clause 52-212-2 for Commercial Items.
Question: Could you please provide the incumbent contract number? If not, is this a new requirement?
Answer: There has been a previous contract for these services but it’s been over a year ago.

Question: There are no man-hours or FTEs listed. Can you tell me how many individuals are currently performing this mission?
Answer: No one is on a contract and currently fulfilling these duties but previously it was filled with one FTE. See previous answered questions.
Question: PWS for Logistics Services, page 2, paragraph 1.4.4 (Place and Performance of Services) states: The contractor shall provide services between the hours of 0730-1630on Monday through Friday. QUESTION: Can the Government provide historical data containing labor hour’s use in the past year? Or project labor hours for the base year of this contract?
Answer: 2080 hours - one (1) FTE- has been used in the past
Question: PWS for Logistics Services, page 9, paragraph 1.4.12 (Contractor Travel) states: The contractor shall travel to NYARNG Armories and Military Installations during the performance of this contract to attend meetings, provide training, complete inventories, perform Reset procedures and mobilize/demobilize units. QUESTION: Can / will the Government provide historical data of contractor travel for 2015 and 2016?
Answer: Average one weekend a month with overnights – NY State only
Question: PWS for Logistics Services, page 9, paragraph 1.4.12 (Contractor Travel) states: The contractor shall travel to NYARNG Armories and Military Installations during the performance of this contract to attend meetings, provide training, complete inventories, perform Reset procedures and mobilize/demobilize units. QUESTION: Can/ will the Government provide training requirements (i.e. training classes to be taught) including frequency, class size and location in proximity to Latham, New York?
Answer: Average once a quarter and 50-100 PAX average 100-150 miles from Latham, NY Training is to ensure units in compliance with all Regulations.
Question: PWS for Logistics Services, page 10, paragraph 1.4.12 (Contractor Travel) states: The contractor may be required to travel to off-site training locations and to ship training aids to these locations in the performance of this contract. The cost of shipping training aids shall be borne by the Government. QUESTION: Will all training aids (i.e. lesson plans / Plans of Instruction (POIs ;) be provided by the Government?
Answer: Yes.
Question: PWS for Logistics Services, page 13, paragraph 5.1.1 (Property Accountability) states: Prepare for and administer property accountability of NYARNG units to be mobilized and demobilized for Reset program. QUESTION: Is the Property Accountability reporting maintained in GCSS-Army?
Answer: Yes
Question: Solicitation for Logistics Services, page 3 (Basis of Award) states: Award will be made to the responsible offeror whose offer, conforming to this Request for Quotations, will be most advantageous to the Government, considering price, technical/management and past performance. QUESTION Can the Government provide and outline / guidance as to what must be covered in the technical / management portion (including page count) of the RFQ?
Answer: No, font or size or page limit. Reference page 3 of 70 of the solicitation
“Offerors are required to provide sufficient information to allow the Government to understand their technical/management approach to accomplishing the requirements of the PWS.”
Please note more information doesn’t necessary equate to better quote.
I cannot find the work load data, unless the CLIN is for one each to price and then the government tells us how many folks to put on staff
Question: Will you please provide the current work load requirements, i.e., total annual hours to be supported?
Answer: I believe this question has been answered previously. 1 FTE has previously completed this requirement.
I cannot find the writing requirements for the technical or past performance
Question: Will you please provide the technical and past performance outline requirements to include font, font size, subject matter to be addressed, and page limits?
Answer: No, font or size or page limit. Reference page 3 of 70 of the solicitation

Question: Will you please provide the name of the incumbent contractor, their contract number, and the current value of the contract?
Answer: This information has been previously answered.
Question: Clause 52.212-2 Evaluation-Commercial Items states that the evaluation factors are Technical, Management Capability, and Past Performance are to be evaluated. Is the contractor to submit a technical proposal? If so what are the requirements of the technical proposal and what detail do you want the contractor to address?
Answer: This information has been previously answered above.
Question: In the PWS paragraph 1.4.1 Quality Control: When is the QCP to be submitted? With the proposal or so many days after contract award. The same paragraph refers to Technical Exhibit 1. Where is it?
Answer: Post Award Conference – approximately 2 weeks after award of contract.
In the PWS paragraph 6.0 Applicable Publication: The table in this paragraph refers to Technical Specifications. Where are they?
Answer: AR 385-10 (Army Safety Program) reporting requirements

Question - Are there any workload estimates associated with this RFQ?
a. # of Deployments/Redeployments/mobilizations per year – Information not available

c. Estimated number of new equipment fielding’s per year – approximately 2 to 3
d. # of NYARNG units supported – approximately 130
Question: Is there a current workforce (Contractor, GS, soldiers) performing this mission? If so, how many?
Answer: Answered in previous questions above.
Question: Do you have an FTE estimate for this Reset/New Equipment Fielding mission?
Answer: Answered in previous questions above.
Question: Are there any security clearances required?
Answer: Yes, This is important as this was just clarified that clearance will be required to access the systems.
Question: Please clarify whether the contractor requires a facility clearance?
Answer: Yes, but this is standard access card requirement. No special requirements for this badge.
