STATEMENT OF WORK

STATEMENT OF WORK

FOR

REPLACE BLDG 11 FUSELAGE DOORS

PROJECT VBDZ092008

June 2009

STATEMENT OF WORK

1. DESCRIPTION OF WORK:

1.1 Work to be done:

The work to be performed under this contract and in accordance with these contract documents shall consist of furnishing all necessary plant, labor and materials; and constructing, installing and performing all work described in the contract documents, all of which are made a part thereof.

1.2 Character of Work:

The work shall be executed in the best and most workmanlike manner, with the least inconvenience to the government, by qualified, careful, and efficient mechanics skilled in the trade. The work shall be in strict accordance with the contract documents and standards of the industry.

2. PRINCIPAL FEATURES:

2.1 General:

The contractor shall coordinate all work with the occupants, the Civil

Engineering contract inspector, and the Contracting Officer. Work area is the

East hangar bay doors on Hangar 11. Existing doors roll horizontally on wheels guided by rails and are manually operated. Railroad track type rails fixed to the concrete floor guide the doors at the bottom and support the door weight. Vertical “knife edge” tracks affixed to the building guide the doors at the top. The inner hangar door leafs to be replaced measures approximately 160 SF.

2.2 Existing Conditions:

Hangar doors have aircraft fuselage openings with protective padding. Protective padding is to be replaced. No personnel doors exist. Interior partitions are not connected to doors. Door leafs are fully operational, opening and closing the full width of the hangar bay. When opened, the doors must close within the door pocket.

2.3 Description of Required Work:

2.3.1

Remove existing right and left side fuselage door panels. Design, fabricate and install new right and left fuselage door panels. New fuselage door panels must travel in the existing top guide channel freely and without binding. Bottom leading edge of fuselage door will be supported by a wheel that will travel on the existing main door leaf rail. The intent of the wheel is to assist in the ease of manually opening and closing of the doors. The wheel will be installed so as to permit the tight closing of the fuselage doors to one another when closed without an aircraft in the hangar. The fuselage door panels must seal tightly around the C-130 empennage section when the C-130 is parked in its normal position inside the hangar. The fuselage door C-130 seal must remain soft and flexible so as not to cause any damage to the C-130 finish or frame.

2.3.2

Reuse the existing right and left retractable weather doors used to close the fuselage opening when not used for C-130 parking. However the hardware and guide track currently used to support and operate these doors must be replaced to facilitate smooth non binding manual operation of the weather doors. Both top and bottom guide rails with stops must be installed.

2.3.3 Weather Seals:

Remove and replace weather seals between all existing rolling doors. Replace weather seal strips in antenna openings with soft, pliable material that will not damage aircraft antenna.

3. WORK HOURS, UTILITY OUTAGE, AND SPECIAL CONDITIONS:

3.1 Work Hours:

Work hours shall be 7:30 a.m. to 4:30 p.m., Monday through Friday, exclusive of Federal holidays. At the option of the government and with approval of the

Contracting Officer, work may be permitted on Federal holidays, weekends or after 4:30 p.m. daily at no additional cost to the government. The contractor shall provide written notice to the Contracting Officer at least 48 hours before starting the scheduled work.

3.2 Utility Outage: Not Used.

3.3 Special Conditions:

3.3.1 Contractor is responsible for coordinating with any contracted-services supplier when the contracted services supplier's equipment must be removed, installed, reinstalled or be otherwise affected or the supplier's personnel must be rescheduled to accommodate contractor's work.

3.3.2 Work shall be timed such that doors may be closed and the facility secured during freezing temperatures. Depending on bid opening date, multiple crews may be necessary. Delayed notice to proceed may also be employed if most advantageous to the government. Once work begins, it shall be performed in the most expeditious manner possible to limit the time the bay is open, exposed to weather and without security.

4. BASE FIRE REGULATIONS:

4.1 The contractor shall comply with Base Fire Regulations. The contractor shall use no explosives in performing the work. If necessary, open burn permits are required and can be obtained through the base fire department.

Contractor shall understand and comply with current Occupational Safety and

Health Administration welding and cutting requirements.

5. ENVIRONMENTAL REQUIREMENTS:

5.1 Compliance with Environmental Laws:

The contractor shall comply, and assure that all subcontractors comply, with all applicable federal, state, and local laws, regulations, ordinances, policies and standards related to environmental matters. The contractor shall also comply, and assure that all subcontractors comply, with all applicable specific instructions, policies, or references contained herein.

5.2 Hazardous Materials:

For the purposes of this specification, Hazardous Materials (HM) are defined as any product, material, chemical or substance listed in 49 CFR 172.101, as revised 1 Oct 97, and 40 CFR 302-304, as revised 1 Jul 97.

5.2.1

Absolutely no hazardous materials will be brought onto Stratton ANG until that material is authorized for use by the Environmental Office. The requirements apply for all hazardous material that the contractor intends to bring onto government property for a particular process or application.

5.3 Hazardous and Special Waste Generated by the Contractor:

For the purposes of this specification, hazardous and special wastes shall include those identified in 40 CFR 261, (Hazardous Waste Identification) as revised 1 Jul 97.

5.3.1

All hazardous waste or special waste generated by the contractor during or as a result of this project shall be identified to the Base Environmental Coordinator, who will assist the contractor in determining any special handling or storage procedures.

5.4 Unidentified Hazardous or Regulated Material/Waste Encountered by the

Contractor:

The contractor shall notify the Contracting Officer upon encountering any material, not identified in the contract documents, thought to be hazardous to workers, personnel in the area, or the environment. The government shall be responsible for characterization, storage, transportation and disposal of the waste, if necessary.

5.5 Asbestos:

To the best of the government’s knowledge, no asbestos-containing material (ACM) will be disturbed by this project.

5.6 Lead Based Paint (LBP):

This contract contains no provisions or requirements for abatement of lead-based paint (LBP). The contractor shall be aware that lead based paint (LBP) exists in the work area. The contractor shall take appropriate measures and shall conduct his work in such a manner that (LBP) is not unnecessarily disturbed and contract workers and government personnel in proximity of the work are protected from exposure. Should the contractor conclude that the work cannot be continued safely, as a result of (LBP), he shall notify the Contracting Officer immediately. The government will assume responsibility for and will conduct any and all testing and/or (LBP) abatement necessary, in the opinion of the government, at no cost to the contractor.

5.7 Nuisance and Polluting Activity Prohibited:

Polluting, dumping, or discharging of any harmful, nuisance, or regulated materials (such as vehicle maintenance fluids, residue from saw cutting operations, solid waste and hazardous substances) into building drains, site drains, streams, waterways, holding ponds or to the ground surface will not be permitted. The contractor shall be held responsible for any damages that may result. Further, the contractor shall conduct activities in such a fashion to avoid creating any legal nuisance, including but not limited to, suppressing noise and dust, controlling erosion, and implementing other measures as necessary to minimize off-site impacts of work activities.

5.8 Recycled and Recovered Materials in Construction:

The contractor shall meet the requirements of the affirmative procurement provisions of Section 6002 of the Resource Conservation and Recovery Act and

Executive Order 13101, “Greening the Government through Waste Prevention, Recycling and Federal Acquisition”, which require the use of recycled and recovered materials and products identified in 40 CFR, Chapter 247. Materials listed under this authority throughout this statement of work shall meet the recovered/recycled material requirements listed in the specifications. If the solicitation identifies these products, the government has determined that the items are available competitively, are available within a reasonable time and are available at a reasonable price.

6. SITE MAINTENANCE AND CLEANUP:

6.1 Site Maintenance:

The contractor shall protect adjacent property, buildings, and their contents from dust, dirt, or other materials. Contractor is to wet down dry materials, settle debris and prevent blowing dust. The contractor shall maintain work areas in a neat, clean, and safe condition. Work areas shall, at a minimum, be cleaned daily.

The aforementioned materials shall be hauled daily from the site by appropriate means, unless otherwise approved by the Contracting Officer. Disposal shall be outside the limits of government property. Disposal shall be at a municipal solid waste landfill or by other approved methods and shall conform to all local, state, and federal guidelines, criteria, and regulations.
