About this file
This is an Amendment (SF 30) to Solicitation W912PP25QA017 for potable water tank inspection services at Conchas Dam, New Mexico, issued by the U.S. Army Corps of Engineers Albuquerque District. The amendment provides an important correction to the Performance Work Statement (PWS) and updates the contract documents, specifically modifying the Performance Work Statement dated 25 Jul 2025 and replacing a previous PWS Amendment 00002.
The contract requires a thorough inspection of three potable water storage tanks: one 30,000-gallon raw water storage tank located in the maintenance area and two 1,500-gallon portable storage tanks located in the administrative building. The inspection will be conducted using a dry method when tanks are completely drained, with project personnel draining the 30,000-gallon tank prior to contractor arrival and the contractor responsible for draining the two 1,500-gallon tanks. The inspection must comply with AWWA standards, federal, local, and state regulations, and will involve comprehensive evaluation of tank components including foundation, container, interior, sanitary conditions, vents, access hatches, and environmental factors. The period of performance is 180 days after award, with the contractor required to provide a detailed electronic inspection report.

The exterior must be marked “RAW WATER ONLY” (based on content source). All water sourced from lake and stored prior to purification is considered as raw water. Water stored after purification (chlorinated and filtered) is potable. Rivets and bolts shall be examined for tightness and metal loss. Inspect welds for signs of corrosion or leakage. Pits shall be measured with a pit-depth gauge to determine the extent of the pitting. The steel around the pit shall be measured with an ultrasonic thickness gauge to determine the thickness of the steel surrounding the pit.
5.3.1.3 Container Interior: Inspect the interior of the tank to determine existing conditions and to ensure that the tank is in good operable condition and is in no need of repair, that there are no rusting elements, 5-3 material degradation, damage to the paint coating, no cracking or surficial damage is observed, and that the metal is not exposed.
5.3.1.4 Roof Hatch: For the 30,000 gallon tank, inspect the rubber gasket, insulation, and other physical components to ensure that these items are intact and are not displaced. Operate the locking mechanism and pressure relief valve to ensure the operation and functionality of these components.
