About this file

This document is an Amendment (No. 0002) to Solicitation W912PP25BA001 for the N80 Earth Covered Magazine construction project at White Sands Missile Range in Doña Ana County, New Mexico. The solicitation is an 8(a) competitive set-aside with a construction magnitude between $5,000,000 and $10,000,000, issued by the U.S. Army Corps of Engineers Albuquerque District. Key details include a bid opening date of August 28, 2025 at 2:00 PM local time, with a base bid and an optional bid for a Geosynthetic Composite Cementitious Mat (GCCM). The amendment revises multiple specification pages, project table of contents, and drawings, including updates to site area plans, grading plans, electrical equipment details, and lightning protection system drawings.

The solicitation specifies a contract performance period of 475 calendar days for the base bid, with potential extensions up to 330 total days if options are exercised. Funds are not currently available, and no contract award will be made until appropriated funds are allocated. Contractors must acknowledge the amendment and are required to complete the work within the specified timeframes, with potential liquidated damages of $2,222 per calendar day of delay. The project involves constructing an earth-covered magazine facility with specific electrical, mechanical, and structural requirements, including specialized grounding and lightning protection systems.
