About this file

This document is a Request for Information (RFI) that provides details on the review and approval process for various plans required for a federal contract opportunity.

The key details are:

  • The PMP and Quality Control Plan will be reviewed by USACE with a 10-working day review period for the draft and 10-working day review for the draft final version. The final version is not expected to require much review.
  • The draft Environmental Care Plan will undergo a 15-working day review by USACE, followed by a 30-working day review by Air Force/DTRA. The contractor should plan for one more review cycle with Air Force/DTRA.
  • The development of the Environmental Care Plan should start after the final versions of the PMP and Quality Control Plan are approved.
  • The related federal contract opportunity is for support to Kirtland Air Force Base and the Defense Threat Reduction Agency (DTRA) to address comments from a 2022 NRC inspection of the OT-10 area, which consists of training sites and a bunker. A radiological investigation report is currently in draft form and will be provided.

1. What is the number of workdays that should be planned for the Government to provide review/comments of each version of Plans (Draft, Draft Final and Final) for each of the required documents (PMP, Quality Control Plan, Environmental Care Plan)?

The PMP and QCP will only be reviewed by USACE and assume a 10-working day review period for the draft. The draft final will just be a redline track change version with a separate response to comment table detailing how comments were addressed in the revised document and would require 10 working days for backcheck. The final would be prepared upon approval of the draft final so don’t expect much in terms of review.

The draft ECP will need to go through USACE first so assume 15-working day review. The Contractor would prepare a redline track change version with a separate response to comment table detailing how comments were addressed in the revised document. All USACE comments would need to be addressed and approved before the revised draft document goes for Air Force/DTRA review. The Air Force/DTRA would then get a 30-working day review period. Once comments are submitted, the Contractor would again pull together a redline track change version with a separate response to comment table detailing how comments were addressed. If all comments are approved by Air Force/DTRA then the final could be produced. However, for planning purposes, the Contractor should assume the need to coordinate one more document version for Air Force/DTRA review just to be safe.

2. Should the Environmental Care Plan development start after the Final Version of both the PMP and Quality Control Plan are approved by the Government? Yes
