Such contract service providers shall be accountable solely to the primary contractor who, in turn, is responsible to the Government.
1.1 Description of Services/Introduction: The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform work associated with the OT-10 area at KAFB as defined in this Performance Work Statement (PWS) except for those items specified in Part 3 as Government furnished property and services. The contractor shall perform to the standards in this contract.
1.2 Background: This contract will provide support to KAFB as the landowner and the Defense Threat Reduction Agency (DTRA) as the operator of the OT-10 area. For more information see NRC Inspection Reports 030-28641/2021-004 and 030-28641/2021-005.
The OT-10 area is located in the southeast portion of the facility near the golf course. It consists of four active thorium-seeded training fields and a bunker used by DTRA to train military radiological response personnel in the detection of dispersed contamination resulting from incidents involving nuclear weapons. A list of the five sites and approximate acreage is below. Attachment 1 includes a general location map and aerials of the sites.
• Training Site (TS)-1: Convoy Site, 7.6 acres consisting of mostly flat terrain
• TS-2: C-130 crash site, 12.5 acres consisting of uneven terrain with hills and small arroyos
• TS-3: B-52 crash site, 10 acres consisting of mostly flat terrain
• TS-4: Helicopter crash site, 10 acres consisting of mostly flat terrain
• Building 28005 and the immediate surrounding area: Bunker containing potentially radioactive material, 1 acre of flat terrain
A radiological investigation that included gamma walkover surveys (GWS) and soil sampling was completed in 2024, and the associated results report provides the latest information on the OT-10 area. This document is currently at draft stage, and will be provided upon finalization.
1.3 Objectives: The Contractor shall develop the Environmental Care Plan (ECP) for OT-10 areas (TS-1, TS- 2, TS-3, TS-4, and Building 28005/surrounding area) at KAFB.

• What data is required inside permitted areas to fully characterize migration pathways that could result in future releases?
Response Action
• What response actions are required to address releases outside permitted areas?
• What response actions are required inside permitted areas along contaminant migration pathways that pose a potential for a future release?
Monitoring
• What type and frequency of monitoring data is required for areas outside of permitted areas?
• What type and frequency of monitoring data is required inside permitted to ensure future migration of radiological contamination is tracked early enough to prevent future releases?
Operational Safety
• What day-to-day operational safety measures are required to prevent exposure to site users and visitors?
• What operational safety checks should be performed on a daily, weekly, monthly, and/or annual basis to ensure site contamination remains within permitted areas?
The ECP report will be prepared as draft for review by the USACE, and draft-final for review by KAFB and DTRA.
KAFB or DTRA, and not the USACE or Contractor, will coordinate reviews as needed with other DOD entities, the NRC, and State Regulatory Agency. It is assumed the Contractor will support in addressing any comments that come back from these other reviewers, and will ultimately prepare a final report that incorporates all approved changes by KAFB and DTRA.
