• Is Kirtland AFB considered the exclusive jurisdic�on of the United States Government?
o Response: No. The permits fall under the USAF mater materials license issued by the
NRC. The State of New Mexico does not have any jurisdic�on of the material. At the end of a decommissioning project, the State of New Mexico is provided with the final report.
• Does the client expect the bidder to only possess an applicable radiological materials license or to also invoke that same license for the work on base?
o Response: The bidder will need to have an applicable radioac�ve materials license to perform the work. Reciprocity with the NRC will be required as they are the license issuing party. The bidder’s license, and reciprocity NRC Form 241, will need to be provided for review prior to issuing the contract to ensure they have the appropriate requirements for this project.
• Is there a reasonable poten�al for contamina�on to extend into areas of NM State jurisdic�on where work would require separate NM Rad Materials License/License Reciprocity Agreement?
o Response: There is no concern at this �me that contamina�on has extended beyond the installa�on.
• The stated objec�ve of this contract is to complete a radiological survey and provide a report with recommenda�ons for remedia�on based on a comparison to background concentra�ons.
The scope does not include the collec�on of samples within a non-impacted reference background area to establish background concentra�ons. Should the contractor plan to collect 20 samples in such an area for direct comparison to sample results from the impacted areas?
o Response: If background samples are required, it is assumed they would be accounted for in the 20 samples indicated in the PWS.
• For cos�ng purposes, please provide the requested off-site sample analysis (i.e., gamma spectroscopy, alpha spectrometry [isotopic thorium]).
o Response: Government assump�on is that samples would be analyzed for gamma spectroscopy, but if other method could be beneficial please document in assump�ons/proposal.
• Please provide the radionuclide(s) of concern for the project. Is it only Thorium-232? Or other isotopes as well?
o Response: Thorium-232 is the contaminant iden�fied in the NRC inspec�on. It is assumed the radionuclides of concern would be Thorium-232 in addi�on to any daughters that might be present.
