(i). Where the word “project” appears, it is understood to mean a project(s), contract(s), task order(s), or any other contract document provided for in the Federal Acquisition Regulation (FAR 2.101). Examples of projects submitted by the Prime Contractor may be projects performed for a State or Federal Government Agency, or for a commercial or private sector customer.

B. FACTORS AND EVALUATION APPROACH

VOLUME I, Tabs A-D C– Technical: Factors 1-3. The volume shall be organized in accordance with the PROPOSAL SUBMISSION REQUIREMENTS and include the following:

Factor 1: Relevant Contractor Experience

The offeror shall submit examples of recent construction projects which best illustrate the experience of the construction contractor on relevant projects of similar scope, type, complexity, and magnitude as defined below. A minimum of three (3) projects but not more than five (5) are to be submitted for the Prime Contractor. Limit the information to Factor 1 to twenty (20) pages or less.

Where the word “recent” appears it is understood to mean construction type project for which construction is at least 70% complete (measured by performance period days) as of the RFP closing date, or a construction type project that has been completed within 7 years of the RFP closing date.

Projects completed more than 7 years before the RFP closing date will not be considered for evaluation purposes.

Where the word “relevant” appears, it is understood to mean that project experience submitted is similar to the context of the solicitation in terms of scope, type, magnitude of effort and complexity as described and required in this RFP. For this RFP, “relevant” projects are defined as projects that are similar in terms of scope and magnitude. Scope: multi story administrative office greater than 50,000 square feet. Magnitude: $25 Million or above. EVALUATION CRITERIA

The Government will evaluate the Offeror’s record of past and current performance to ascertain the probability of successfully performing the required efforts of the contract.

Information provided on the Contract Description Forms provided under Factor 1:

Relevant Contractor Experience will be used to evaluate Past Performance

(1). The Government will focus its inquiries on the record of performance as it relates to all solicitation requirements, including cost, schedule, performance and management of subcontractors and compliance with FAR 52.219-8, Utilization of Small Business Concerns, and FAR 52.219-9, Small Business Subcontracting Plan. A significant achievement, problem, or lack of relevant data in any element of the work can become an important consideration in the evaluation process. Absent any recent past performance history or when the performance record is so sparse that no meaningful confidence assessment rating can be reasonably assigned, the offeror will be assigned a “neutral confidence rating” and its proposal will not be evaluated either favorably or unfavorably on past performance. In making its assessment, the Government may use data provided by the offeror in its proposal and data obtained from other sources, including data in Government files or data obtained through interviews with personnel familiar with the contractor, and any other information relating to their current and past performance under Federal, State or Local government or commercial contracts.

(2). The past performance factor considers each offeror’s demonstrated recent record of performance in supplying products and services that meet the contract requirements.

(i) RECENCY: The first aspect is to evaluate the recency of the offeror’s past performance. Recency is generally expressed as a time period during which past performance references are considered relevant and is critical to establishing the relevancy of past performance information. (Seven (7) years as of the RFP closing date.)

(ii) QUALITY ASSESSMENT: This aspect assesses the overall quality of the offeror’s past performance. Documented results from Past Performance Questionnaires, interviews, CPARS, and other sources form the support and basis for this assessment.

(iii) Performance Confidence Assessment: Utilize the Performance Confidence Assessment (see Table 3 below) to select the most appropriate confidence level for each Offeror. Ensure the rationale for the conclusions reached are included.

W912PP21R0009

VOLUME 2, Tab A- Technical: Factor 4. The volume shall be organized in accordance with the PROPOSAL SUBMISSION REQUIREMENTS and include the following:

Factor 4 – Small Business Participation

All large business offerors shall provide a Small Business Participation Commitment Document (SBPCD) as outlined below along with substantiating commitment and other documentation that demonstrates how the offeror will meet small business performance objectives. This information will be used to evaluate the extent of the offeror’s proposed commitment to use U.S. small businesses in the performance of this contract(s). The SBPCD and other commitment documents may be incorporated into any resulting contract(s) and shall include the following:

1. Small Business Concerns (SBC), as defined in FAR Part 19, that are to be used in the offeror’s proposed approach to satisfying the requirements of this solicitation for the entire performance period, including company name, small business category(ies), description of products or services and NAICS code to be provided by each SBC and the nature of the commitment with the SBC (i.e., letter of commitment, joint ventures, mentor protégé agreements, etc.). Binding commitments shall become enforceable contractual requirements.

2. The offeror’s proposed SBCs (small business subcontractors) quantitative participation in terms of the value of the total acquisition (total contract value = Base + Options). Offeror shall provide detailed explanation/documentation to support quantitative small business participation.

Business Category Dollar Value % of Total Contract Value

Total Proposal Contract Value – Prime Offeror

Total Small Business $ % Small Disadvantaged Business $ % Woman-Owned Small Business $ % HUBZone Small Business $ % Veteran-Owned Small Business $ % Service-Disabled Veteran-Owned Small Business

* All proposed socioeconomic goals shall be substantiated with the Offeror’s supported market research.

3. Past performance information to demonstrate compliance with the requirements of FAR 52.219-8, Utilization of Small Business Concerns. Offeror shall include a statement of its established procedures to ensure timely payments to small business subcontractors. Additionally, offeror shall identify the extent to which small business performance objectives/requirements were met for contracts that required submission of

W912PP21R0009

a Small Business Participation Plan or other small business participation/utilization documentation. Copies of contractual reports may be submitted to validate compliance with requirements of FAR 52.219-8. Explanation of efforts where minimum quantitative requirements and/or goals were not met should be provided. Supporting documentation shall be relevant to the requirements of this solicitation and shall be within the past seven years from RFP closing date. If not required on any recent contracts, the offeror shall state so. Requirements of the SBPCD are enforceable.

4. Past performance information to demonstrate compliance with the requirements of FAR 52.219-9 Small Business Subcontracting Plan (Large Business Only), including extent to which applicable goals and other small business performance objectives/requirements were met for the contracts submitted to demonstrate compliance. Explanation of efforts where goals were not met should be provided.

Supporting documentation shall be relevant to the requirements of this solicitation and shall be within the past seven years from RFP closing.

5. **NOTE**Per 13 C.F.R. § 125.3(g)(3) A small business concern submitting an offer shall receive the maximum score, credit or rating under an evaluation factor described in this section without having to submit any information in connection with this factor.

Factor 4 is less important than Factor 3 and more important than Factor 5.

Factor 4 Evaluation Criteria

All large business offerors will be evaluated on the extent of the offeror’s proposed commitment to use U.S. small businesses in the performance of this acquisition (as small business subcontractors) relative to the objectives and requirements established herein. Binding commitments will become enforceable contractual requirements. The Government will evaluate the following:

1. The extent to which firms as defined in FAR Part 19, are specifically identified in proposals

2. The extent to which offerors demonstrate substantive commitment to small business firms, such as, letters of commitment, Joint Ventures, mentor/protégé agreements, or other demonstrations of commitment

3. Identification of the type and variety of the work small firms are to perform

4. The extent of participation of small business subcontractors in terms of the value of the total acquisition (total contract value)

5. The extent to which the offeror provides detailed explanation/documentation supporting the proposed quantitative participation. All proposed socioeconomic goals shall be substantiated with the offeror’s supported market research. Proposing only the

W912PP21R0009

minimum Department of Defense Office of Small Business Programs statutory goals, without providing substantiated market research, may result in an unacceptable rating.

6. Extent to which the offeror complied with requirements of FAR 52.219-8, Utilization of Small Business Concerns

7. Extent to which the offeror complied with requirements of FAR 52.219-9 Small Business Subcontracting Plan (Large Business Only)

The ratings in the table below will be used to rate non-priced Factor 4.

VOLUME 2 3, Tabs A-F – Cost/Price. The volume shall be organized in accordance with the PROPOSAL SUBMISSION REQUIREMENTS and include the following:

a. Electronic Copy. The Offeror shall provide a completed Proposal Schedule from Section 00 10 00 of the RFP. All price breakdown information to aide in the cost/price evaluation shall be submitted in Microsoft Office Excel.

b. Compliance. Failure to comply with the RFP requirements for Cost information may result in an adverse assessment of an offeror’s proposal and reduce or eliminate its chance of being selected for award. Offerors shall ensure that the information presented in this volume is consistent and correlates with the information contained in the other proposal volumes. Also, the Offeror shall ensure that the information submitted in this volume is consistent with and fully supports the amounts set forth in the SF1442 and continuation sheets.
