4.3 FACTOR 1
Technical Requirements: The technical requirements factor is divided into the following sub-factors:
4.3.1 FACTOR 1, SUB-FACTOR 1
Sub-factor 1: Summary of Previous Experience – Environmental Consulting Services
a. Using the Contract Description Form enclosed in Section J, provide at least two (2) but no more than five (5) examples of recent and relevant projects performed as the prime Contractor which demonstrates the Offeror's experience in performance of environmental consulting services similar to that described in Section C of this solicitation. Offerors should take into account the experience of its team members proposed for the contract, timeliness of performance, safety and health record, customer satisfaction and cost control. Project Experience from formal Teaming Partners will be evaluated. Award will only be made to the prime Contractor.
b. The projects selected should show diversity in the types of work accomplished by the firm, teaming arrangements, key personnel and their roles on the project, and regulatory information in addition to the basic cost information. Offerors may add lines to section (e) of the Contract Description Form, “Description of project” for additional project details provided the 30 page limitation is not exceeded.
c. Project experience submitted by the Offeror as a subcontractor will not be evaluated. Offerors can submit
Government and/or commercial contracts for the prime Offeror either currently in performance (must have demonstrated 6 months of execution) or completed within the past five (5) years from the closing date of this RFP which are relevant to the efforts required by this solicitation. Information provided on the Contract Description Forms will also be used to evaluate past performance. Offerors are invited but not required to submit photographs of successful projects in conjunction with this section. Project Experience from formal Teaming Partners will be evaluated. Award will only be made to the prime Contractor.
d. Where the word “project(s)” appears in this section, it is understood to mean a project(s), contract(s), task order(s), or any other contract document provided for in the Federal Acquisition Regulation (FAR 2.101).
Examples of projects submitted by the prime Contractor may be projects performed for a Federal or State Government agency; or for a commercial or private sector customer.
e. Where the word “recent” appears it is understood to mean a project for which it is at least 75% complete
(measured by performance period days) as of the RFP closing date or a project that has been completed within 5 years of the RFP closing date. Projects completed more than 5 years before the RFP closing date will not be considered for evaluation purposes.
f. Relevant experience is one indicator of an Offeror’s ability to perform the contract successfully. Where the word “relevant” appears it is understood to mean that the project experience submitted is similar to the services described in this solicitation. Regarding relevant prime Contractor experience, the Government will consider the types of work features that are self-performed, on-site, by the prime Contractor’s own organization as well as that of a Joint Venture (JV), partnership, etc. Project Experience from formal Teaming Partners will be evaluated. Award will only be made to the prime Contractor.
g. If an Offeror has been required to take corrective action for any substandard performance, the Offeror should explain the circumstances and the corrective action(s) taken. If an Offeror has experienced other performance problems such as cost overruns, extended performance periods, and so on, the Offeror should explain.
4.3.2 FACTOR 1, SUB-FACTOR 2

The resumes should clearly display proposed job title, current employer, education, special qualifications and record of experience showing title, specific duties, responsibilities and assignments within at least the last five years. The purpose of this submittal is to identify the level of expertise available for this contract. The resumes should include appropriate cross reference to the projects submitted under Factor 1, Sub-factor 1 (if applicable). A suggested resume template is included in Section J, Attachment 3.
Arrange the resumes in the proposal in the order listed in this solicitation. Resumes do not count against the overall page limitation. However, Personnel Resume Forms are limited to three (3) pages, per resume. Additional pages will not be evaluated. At the discretion of the Offeror, positions may be dual-hatted, with two exceptions:
the Site Safety and Health Officer and the Quality Control Supervisor.
NOTE: After contract award, the Contracting Officer shall approve replacement of any key management personnel after verifying that they meet or exceed the requirements of the contract, as detailed in the Performance Work Statement. If further key personnel are required to perform any work under this contract, the Offeror will be required to submit their resumes for approval by the Contracting Officer. The Offeror will provide information on the following key personnel that demonstrates their qualifications and experience:
NOTE: The Government will evaluate the proposed individuals for the following key positions (a-n a-k) based on previous project experience serving in the role and based on qualifications described in Part 5 of the Performance Work Statement of this solicitation.
a. Program Manager - The Offeror shall provide one (1) individual resume for an individual who is trained and experienced as a Program Manager
b. Project Managers - The Offeror shall provide a minimum of one (1) resume but no more than three (3) resumes for individual(s) who are trained and experienced as a Project Manager. (This allows the Government to ascertain the Offeror’s ability to provide, if necessary, multiple Project Managers for execution of concurrent Task Orders.)
c. Contractor Quality Control Supervisor (CQCS) - The Offeror shall provide a minimum of one (1) individual resume for an individual but no more than three (3) resumes for individual(s) who is trained within its organization and experienced to be responsible for overall management of Contractor Quality Control (CQC) and have the authority to act in all CQC matters. (This allows the Government to ascertain the Offeror’s ability to provide, if necessary, multiple Contractor Quality Control Supervisors for execution of concurrent Task Orders.)
d. Safety and Health Manager (SHM) - The Offeror shall provide one (1) individual resume for an individual who is trained and experienced as a SHM.
e. Site Safety and Health Officer (SSHO) - The Offeror shall provide one (1) individual resume for an individual who is trained and experienced as a SSHO.
f. Senior Chemist - The Offeror shall provide one (1) individual resume for an individual who is trained and experienced as a Chemist.
g. Civil/Project Engineer (C/PE) - The Offeror shall provide one (1) individual resume for an individual who is trained and experienced as a C/PE.
FACTOR 3: Corporate Technical Plans, Practices, and Procedures is divided into the following sub-factors:
a. Sub-factor 1: Quality Assurance/Quality Control (QA/QC) Program and Corporate Business Practices:
The Government will evaluate the QA/QC measures and business practices the Offeror has in place which demonstrates data management procedures used to increase and maintain quality and accuracy of output, best practices including those that are innovative, and procedures to ensure adherence to the QA/QC program. The Government will evaluate whether the Offeror has had any environmental reportable incident violations as well as whether members of the Offeror’s team has received any environmental Notice of Violations (NOVs) within the past 5 years. An Offeror with no reportable incidents of environmental violations and no NOVs in the past 5 years may be rated higher in the evaluation process. The Offeror’s proposal will be viewed as an example of the Offeror’s QA/QC and therefore the proposal may be rated lower for this sub-factor for major errors in grammar, spelling, and format.
The Government places a high value on innovative practices and programs which have resulted in demonstrated increases in the quality of outputs by the Offeror. Innovation in the field of environmental consulting restoration can take multiple forms. Innovative technologies are those that are new, inventive, creative in the application of conventional procedures and previously untried when first used. There is some risk in application of the new technology. However, this risk is balanced by the potential for improvements in quality, reduced project costs, or time savings. Later application of the same technology would not be considered innovative because when mature it can be applied routinely.
When including examples of environmental consulting restoration innovation in the proposal, the Offeror must consider the element of time, because as noted above, a technology or method is no longer considered innovative once it becomes routine.
b. Sub-factor 2: Safety and Health Plan:
The Government will evaluate the Offeror’s ongoing and successful execution of its Safety and Health Plan (SHP), evaluate items such as training, how many and the type of safety and health professionals it has on its team, as well as its guidance and procedures used in the preparation and implementation of an Accident Prevention Plan/Site Safety and Health plan for an ECS site. The Government will also evaluate the Offeror’s SHP for inclusion of materials identification along with handling and disposal. The Government will evaluate whether the Offeror has had any Occupational Safety and Health Administration (OSHA) violations and/or reported accidents in the past 5 years.
The Government places a high value on innovative practices or programs which have demonstrated a reduction in health and safety accidents on projects managed by the Offeror. As a result, an Offeror with no OSHA violations and/or reported accidents in the past 5 years may be rated higher in the evaluation process. The Government views a SHP that includes procedures and requirements for the variety of work proposed under this contract as advantageous.
FACTOR 4: Sample Project Scenario (hypothetical): The Government will evaluate the Offeror’s narrative describing their particular approach to the project scenario provided in Section J. The Government will assess the Offeror’s technical understanding of the project based upon the proposed approach, the disciplines used, the hours proposed and the technical feasibility of the proposed approach and solution to the problem presented.
