6.4.2 Laboratory

Laboratories providing services to the Department of Defense, including USACE, must be accredited for the DoD Environmental Laboratory Accreditation Program (DoD ELAP) by a DoD approved Accrediting Body (AB) which is ISO/IEC 17011:2004 compliant. As an element of the DoD ELAP, all laboratories must demonstrate the ability to generate acceptable results from the analysis of proficiency-testing (PT) sample(s), subject to availability, using each applicable method in the specified matrix. DoD ELAP accreditation establishes that laboratories have an established and documented laboratory quality system that conforms to ISO/IEC 17025 as implemented by the DoD Quality Systems Manual for Environmental Laboratories, version 4.2, October 2010.

In addition to DoD ELAP accreditation the laboratory shall hold current accreditation for all appropriate fields-of-testing in the State holding regulatory over-sight for the project. This is usually accomplished by the laboratory holding a current National Environmental Laboratory Accreditation Program (NELAP) accreditation for all appropriate fields-of-testing. However, for projects in States that have certification requirements under a State specific laboratory program, certification under that program is also required. Proof of current accreditation / certification for the applicable fields of testing is required prior to the laboratory acceptance of any samples for the project.

An environmental laboratory either anticipating, or engaged in support, of USACE Sacramento contracts shall notify the prime contractor and COR immediately of change in status of laboratory operations that may affect on-going compliance with these requirements. The COR may, at any time, conduct audits (including requests for pertinent data or information) that support an environmental laboratory's certifications including compliance with the DoD QSM. If the COR finds the laboratory non-compliant, alternate compliant laboratory services will be utilized, until such time as compliance is again demonstrated.

Before performing environmental testing for USACE Sacramento, the laboratory shall have access to the approved Quality Assurance Project Plan (QAPP). If a site specific QAPP is not available the default data quality indicators (DQIs) are per the most current version of the DoD QSM.

The list of labs certified under NELAP can be located at the following site: http://www.nelac-institute.org/accred-labs.php

6.4.3 UFP-QAPP

The Uniform Federal Policy for preparation of QAPPs shall be reviewed and used to prepare the site specific UFP- QAPP, to include all applicable information from this guidance as appropriate. The web site to download the UFP- Guidance document and an example UFP-QAPP is located in the reference section of this SOW.

6.4.4 Electronic Data Deliverables

Laboratory electronic data deliverables (EDD) for project sample data are required. Laboratory deliverables shall be electronic data deliverables in the ADR or SEDD format for all District projects. All electronic data submitted by the contract laboratory is required to be error-free, and in complete agreement with the hardcopy data reports. The contract laboratory, at their cost, will correct any data errors in EDD files identified by the Sacramento reviewing USACE District (determined at the Task Order Level).

ADR/SEDD files are to be delivered both by e-mail and on high density CD accompanying the final pdf data reports. The disk must be submitted with a transmittal letter from the laboratory that certifies that the file is in agreement with hardcopy data reports and has been found to be free of errors using the latest version of the project specific ADR library (e-QAPP) and the latest version of the ADR software.

The format for SEDD is hierarchical. There are three primary stages of SEDD, based on the level of detail they require.

• Stage 1 contains the minimum amount of data required to transmit “results-only” data. Only limited method QC data (or no QC data at all) would be reported in Stage 1.

• Stage 2 has two distinct levels that build on Stage 1. Stage 2a adds method QC data, and Stage 2b adds instrument QC data.

• Stage 3 builds on stage 2 by adding additional measurement data that allows for independent recalculation of reported results.

f. Relevant experience is one indicator of an Offeror’s ability to perform the contract successfully. Where the word “relevant” appears it is understood to mean that the project experience submitted is similar to the services described in this solicitation. Regarding relevant prime Contractor experience, the Government will consider the types of work features that are self-performed, on-site, by the prime Contractor’s own organization as well as that of a Joint Venture (JV), partnership, etc. Project Experience from formal Teaming Partners will be evaluated. Award will only be made to the prime Contractor.

a. Program Manager - The Offeror shall provide one (1) individual resume for an individual who is trained and experienced as a Program Manager

b. Project Managers - The Offeror shall provide a minimum of one (1) resume but no more than three (3) resumes for individual(s) who are trained and experienced as a Project Manager. Provide descriptors of the organizational members as prime, subcontracted, Joint Venture (JV), or other affiliation. The organizational narrative should include a list of the projects which have been executed under this organizational structure and the length of time associated (participating on the team) with the sub-organizations that are not part of the prime Contractor’s firm. It is important that the Offeror clearly defines the organizational roles/responsibilities and the contractual/legal responsibilities of the team or JV (if applicable) and how projects will be accomplished under the proposed organizational structure. The Offeror may utilize a table format to outline roles and responsibilities of key personnel including lines of communication.

b. Small businesses are encouraged to form teaming arrangements, JVs, partnerships, and so on, involving two or more small businesses. For consolidated acquisitions, the size standard is applied to the individual person or concern(s), not to the combined assets of the Joint Venture and so forth. Section M – Evaluation Factors for Award

PROPOSAL EVALUATION AND CONTRACT AWARD

A. BASIS FOR AWARD

The awards will be made based on the best overall (i.e., best value) proposals that are determined to be the most beneficial to the Government, with appropriate consideration given to the four (4) five (5) evaluation factors: 1) Technical Requirements; 2) Past Performance / Performance Risk; 3) Corporate Technical Plans, Practices, and Procedures; 4) Sample Project Scenario and 5) Cost/Price. The Factors are in order of importance (i.e. Factor 1 is more important than Factor 2, Factor 2 is more important than Factor 3 and so on). Non-price factors 1, 2, 3, and 4 are each significantly more important than Factor 5; Cost/Price. To receive consideration for award, a rating of no less than “Acceptable” must be achieved for the non-price factors (including all sub-factors). Proposals receiving a deficiency will not be considered for award. Offerors will be cautioned that the award may not necessarily be made to the lowest cost/price offered.

NOTE: ALL NON-PRICE FACTORS/SUB-FACTORS COMBINED ARE SIGNIFICANTLY MORE

IMPORTANT THAN COST/PRICE.

B. FACTORS AND SUB-FACTORS TO BE EVALUATED

The following evaluation factors and sub-factors will be used to evaluate each proposal. Award will be made to the Offeror proposing the combination most advantageous to the Government based upon an integrated assessment of the evaluation factors and sub-factors described below. All factors and sub-factors will be evaluated on the completeness, conciseness, and relevance of information provided. Evaluation of the Offeror’s proposal shall address the factors (including sub-factors) as it applies to the solicitation requirements. A detailed explanation of the criteria for the evaluation is set forth in the “Evaluation Approach”, Paragraph C of this section.

The evaluation factors are listed in descending order of importance with the most important listed first (i.e. Factor 1 is more important than Factor 2, etc.). The sub-factors within each evaluation factor are also shown in descending order of importance for that factor.

Factor 1: Technical Requirements: The Technical Requirements factor is further divided into the following sub-factors:

• Sub-factor 1: Summary of Previous Experience–Environmental Consulting Services

• Sub-factor 2: Resumes of Key Management Personnel for this Contract

• Sub-factor 3: Organizational Structure for this Contract

Sub-factor 1 is more important than sub-factors 2 and 3. Sub-factor 2 is more important than sub-factor 3. Sub-factor 3 is the least important factor. During evaluations of each proposal, the Government will assign an adjectival rating to Factor 1 and write a narrative evaluation reflecting the identified findings.
