RECYCLED / RECOVERED MATERIALS
PART 1 - GENERAL
1.1 REFERENCES
The publications listed below form a part of this specification to the extent referenced. The publications are referred to in the text by basic designation only.
U.S. NATIONAL ARCHIVES AND RECORDS ADMINISTRATION (NARA)
40 CFR 247
Comprehensive Procurement Guideline for Products Containing Recovered Materials
1.2 OBJECTIVES
Government procurement policy is to acquire, in a cost effective manner, items containing the highest percentage of recycled and recovered materials practicable consistent with maintaining a satisfactory level of competition without adversely affecting performance requirements or exposing suppliers' employees to undue hazards from the recovered materials. The Environmental Protection Agency (EPA) has designated certain items which must contain a specified percent range of recovered or recycled materials. EPA designated products specified in this contract comply with the stated policy and with the EPA guidelines. The Contractor shall make all reasonable efforts to use recycled and recovered materials in providing the EPA designated products and in otherwise utilizing recycled and recovered materials in the execution of the work.
1.3 EPA DESIGNATED ITEMS INCORPORATED IN THE WORK
Various sections of the specifications contain requirements for materials that have been designated by EPA as being products which are or can be made with recovered or recycled materials. These items, when incorporated into the work under this contract, shall contain at least the specified percentage of recycled or recovered materials unless adequate justification (non-availability) for non-use is provided. When a designated item is specified as an option to a non-designated item, the designated item requirements apply only if the designated item is used in the work.
1.4 EPA PROPOSED ITEMS INCORPORATED IN THE WORK
Products other than those designated by EPA are still being researched and are being considered for future Comprehensive Procurement Guideline (CPG) designation. It is recommended that these items, when incorporated in the work under this contract, contain the highest practicable percentage of recycled or recovered materials, provided specified requirements are also met.
01 62 35-2
1.5 EPA LISTED ITEMS USED IN CONDUCT OF THE WORK BUT NOT INCORPORATED IN THE
WORK
There are many products listed in 40 CFR 247 which have been designated or proposed by EPA to include recycled or recovered materials that may be used by the Contractor in performing the work but will not be incorporated into the work. These products include office products, temporary traffic control products, and pallets. It is recommended that these non-construction products, when used in the conduct of the work, contain the highest practicable percentage of recycled or recovered materials and that these products be recycled when no longer needed.
1.6 ADDITIONAL INFORMATION
The detailed requirements regarding use of products containing recycled materials are contained in the technical sections of the specifications.
Additional information is available at URL: www.epa.gov/cpg/products.htm.

1.1 AS-BUILT DRAWINGS
The Contractor will receive from the Government the contract drawings as described in SECTION 00800 SPECIAL CONTRACT REQUIREMENTS. A set of prints taken from the contract drawings called the working as-built drawing prints shall be kept at the construction site for mark-up by the Contractor to record all as-built conditions. Once approved by the Government the Contractor shall transfer the information recorded as the working as-built drawings to the final as-built drawings.
1.2 SUBMITTALS
Government approval is required for submittals with a "G" designation;
submittals not having a "G" designation are for information only. When used, a designation following the "G" designation identifies the office that will review the submittal for the Government. The following shall be submitted in accordance with Section 01 33 00 SUBMITTAL PROCEDURES:
SD-02 Shop Drawings
Working As-Built Drawings; G
Working as-built drawings showing conditions of the project at 50% and 100% (final) construction complete. The working as-built drawing submittals shall consist of the following:

The working as-built drawing prints and working as-built drawing CADD files shall be revised to show the as-built conditions during the prosecution of the project. Changes from the contract drawings which are made in the work or additional information discovered or provided in the course of construction shall be accurately and neatly recorded as changes or additions to the original contract drawings.
All information added to the electronic as-built drawings shall follow the most current release of the A/E/C CADD Standards and the Albuquerque District A/E/C CADD Standard Supplemental Standard. The A/E/C CADD Standard may be obtained at https://cadbim.usace.army.mil/CAD. The Albuquerque District A/E/C CADD Standard Supplemental Standard can be obtained at http://www.spa.usace.army.mil/EC/cadd/index.htm.
An added drawing shall be indicated as "AS-BUILT NEW DRAWING" in the revision block on that drawing. The added drawing(s) shall be shown on the index sheet by inserting the sequence number, drawing number, and title in the proper location. In order to avoid renumbering other drawings, an added drawing shall be numbered as "SEQUENCE 2A", "SEQUENCE 2B", etc.
When a modification encompasses several different disciplines ensure that all files reflect that change (ex: moving a wall on the floor plan will affect the HVAC, Electrical plans, etc.).
1.3.1 Content of Working As-Built Drawings
The working as-built drawings shall include, but not be limited to, the following information:
a. The location and description of any utility lines or other installations of any kind or description known to exist within the construction area. The location of exterior utilities includes actual measured horizontal distances from utilities to permanent facilities/features.
These measurements shall be within an accuracy range of 6 inches and shall be shown at sufficient points to permit easy location of utilities for future maintenance purposes. Measurements shall be shown for all change of direction points and all surface or underground components such as valves, manholes, drop inlets, clean outs, meter, etc. The general depth range of each underground utility line shall be shown (i.e., 3 ft depth). The description https://cadbim.usace.army.mil/CAD http://www.spa.usace.army.mil/EC/cadd/index.htm
01 72 00-3 of exterior utilities includes the actual quantity, size, and material of utility lines.
b. The location and dimensions or any changes within the building or structure.
c. Correct grade or alignment of roads, structures or utilities if any changes were made from contract drawings.
d. Correct elevations if changes were made in site grading.
e. Changes in details of design or additional information obtained from working drawings specified to be prepared and/or furnished by the Contractor including but not limited to fabrication, erection, installation plans and placing details, pipe sizes, insulation material, dimensions of equipment foundations, etc.
f. The topography and grades of all drainage installed or affected as a part of the project construction.
g. Options: Where contract drawings or specifications allow options, only the option selected for construction shall be shown on the as-built drawings.
h. Shop drawings containing as-built information shall be incorporated into the working as-built drawings. This additional information may be added to an existing working as-built drawing or may require the addition of a new drawing to the working as-built drawing set.
i. A listing of changes made to the contract drawings indicating date, location, discipline, drawing sheet number, and short description.
1.3.2 Quality Control of Working As-Built Drawings
Subject to the approval of the Contracting Officer, a member of the Contractor's Quality Control Organization shall be assigned sole responsibility for the maintenance and currency of working as-built drawings.
Any reassignment of duties concerning the maintenance of the as-built drawings shall be promptly reported to the Contracting Officer.
1.3.3 Withholding for Working As-Built Drawings
The working as-built marked prints will be jointly reviewed for accuracy and completeness by the Contracting Officer and the Contractor prior to submission of each monthly pay estimate. If the Contractor fails to maintain the working as-built drawings as specified herein, the Contracting Officer will deduct from the monthly progress payment a 10% retainage. The Contracting Officer will continue the monthly deduction until an agreement can be reached between the Contracting Officer and the Contractor regarding the accuracy and completeness of the updated drawings.
01 72 00-4
1.4 FINAL AS-BUILT DRAWINGS
The final as-built drawings shall be the final record of construction as installed and completed by the Contractor and as indicated on the working as-built drawings. All changes, variations and/or required additions to the contract drawings shall be included. In the event the Contractor accomplishes additional work which changes the as-built conditions of the facility after submission of the final as-built drawings, the Contractor shall furnish revised and/or additional drawings as required to depict as-built conditions.
The requirements for these additional drawings will be the same as for the as-built drawings included in the original submission.
1.4.1 Withholding for Final As-Built Drawings
The final as-built drawings will be jointly reviewed for accuracy and completeness by the Contracting Officer and the Contractor. If the Contractor fails to provide final as-built drawings as specified herein, a maximum of two percent (2%) of the total contract price or amount will be withheld until the final as-built drawings and CADD files are accepted by the Government. The amount withheld is established by the Contracting Officer and does not reflect the actual cost of providing Final As-Built Drawings.
1.5 PAYMENT
No separate payment will be made for work covered under this section and all cost in connection with such work will be considered as a subsidiary obligation of the Contractor.
