About this file

This is a Questions and Responses document for federal contract solicitation W912PM26QA025, issued by the Department of the Army Corps of Engineers Engineering District Wilmington on April 8, 2026. The document addresses 19 clarifying questions submitted by prospective contractors regarding an Engineer Repair Yard Warehouse Roof Replacement project with a 90-day period of performance from award. Key project requirements include roof sealant application per manufacturer specifications, interior ceiling and mold remediation using air quality testing protocols, electrical conduit detachment and reattachment during eave strut replacement (with government-provided de-energization and lockout/tag-out support), and material sourcing with specialized steel eave strut lead times accommodated within the 90-day performance window that begins at contract award and includes a 10-day government safety review period.

Contractor compliance requirements encompass certified payroll reporting, I-9 employment eligibility verification for personnel, background vetting through NCIC-III and TSDB databases for unescorted facility access, Real ID documentation for military installation access, mold pre-testing to establish post-remediation PELs, and containment protocols for paint chip and dust management meeting EPA drainage control and runoff management standards. Additional mandatory submissions include proof of authorization as a manufacturer-approved roof system installer with minimum three years of experience, a valid North Carolina general contractor's license with roofing specialty classification, a 10-year or longer workmanship warranty, NIST SP 800-171 cybersecurity self-assessment compliance with SPRS reporting, and certified statements documenting North Carolina sales and use taxes paid on building materials. Post-award, contractors must provide alternative payment protection covering 100% of contract price within 10 days per FAR 52.228-13, and the government will maintain warehouse access and material storage throughout performance while providing secure contractor storage areas.

Question's and Responses
8-Apr-26
Solicitation Number: W912PM26QA025
ERY Roof Replacement
Question #QuestionResponse
1Are certified payroll reports required?Yes.
2Are all personnel working on site required to go through a background check?SOW Section 8-3 . Physical security and access control requirements: All contract personnel requiring physical access to a federal installation or facility shall comply with the access control procedures of that location. Contract personnel requiring unescorted access to meet contract performance requirements on a DoD installation in the US shall be vetted by the installation/facility Provost Marshal/Directorate of Emergency Services/Security Office using the National Crime Information Center-Interstate Identification Index (commonly referred to as “NCIC-III”) and Terrorist Screening Database (commonly referred to as “TSDB”). Contract personnel shall comply with all personal identity verification requirements specified in installation/facility policies and procedures. Contract personnel who do not meet requirements for unescorted access to USACE facilities shall coordinate escorted access with the Government representative, as needed. Contract personnel who receive keys, access cards, or lock combinations that provide access to government-owned property shall comply with key and lock control procedures of the RA. The U.S. Government now requires all visitors to Military Installations and Federal Facilities to possess a Real ID for access. The official deadline for full enforcement of the Real ID Act was May 7, 2025, Anyone who does not have a Real ID (license with the star on the top right) will not be allowed access to any Military or Federal Installation. This does not apply if you have a valid CAC as it is considered an acceptable alternative to the Real ID. However, I would recommend getting a Real ID if you have not already. For more information on the Real ID Act and requirements, visit the following DHS web page: https://www.dhs.gov/real-id. There you can read more about the act, how to acquire a Real ID, and acceptable alternate forms of identification.
3Are all personnel to be I9 verified? In the SOW Section 8- 14 states Contractors are encouraged to cooperate with Federal and State agencies responsible for enforcing labor requirements to include eligibility for employment under United States immigration laws in accordance with FAR 22.102-1(i). An initial list of verified/ eligible candidates shall be provided to the COR no later than three business days after the initial contract award. When contracts are with individuals, the individuals will be required to complete a Form I-9, Employment Eligibility Verification, and submit it to the Contracting Officer to become part of the official contract file.
4What is the original building manufacturer?Building was commissioned in 1974. As of now we do not have the manufacture of the Warehouse.
5Has a certified design/structural evaluation been performed and stamped by a NC license Professional Engineer (PE)?The Government has evaluated the repair area and provided specific beam and repair information in the scope of work to direct the contractor. An evaluation by a PE outside of the Government is not required.
6Is post remediation mold testing to be performed? If so, what are the acceptable PELs?Yes testing is to be performed. The contractor will be responsible for pretesting for mold to determine what the post test PELs are and if they are acceptable.
7Has the paint on the interior and exterior of the building been tested for any lead? If there is lead present how should contractor handle/dispose?The warehouse was painted in the late 90s and the paint was tested then; there is no lead in the current paint on the warehouse.
8During the cleaning process of the existing roof coating, paint chips and dust will be generated. What kind of containment is required? Are there any EPA concerns or protocols required?Drainage Control: Since cleaning often involves water, you must block or redirect downspouts. Runoff containing paint chips or chemicals should be filtered or diverted to a vegetated "filter strip" rather than allowed to enter storm drains, Ground Containment: For exterior work, the EPA generally requires heavy-duty plastic sheeting (6 mil polyethylene) to be spread on the ground. It should extend at least 10 feet beyond the perimeter of the surfaces being cleaned to catch falling chips and dust. There are no EPA Concerns required as long as the contanment requirements are met. Runoff Management: Paint chips, sediment, and detergents are considered pollutants. Protocols require that wastewater be collected and disposed of as solid waste or filtered before reaching natural water bodies. Chemical Strippers: If using chemical strippers (like those containing Methylene Chloride), there are strict NESHAP (National Emission Standards for Hazardous Air Pollutants) protocols for minimizing evaporative emissions and handling toxic waste Waste Disposal: All collected paint chips and used plastic sheeting must be sealed in heavy-duty bags and disposed of according to local hazardous or construction waste regulations.
9Is a full time site safety manager required for the duration of the project?SOW Section 7, Safety Requirements.
10Regarding the interior ceiling repairs and mold remediation described in Section 2.4, will the warehouse and office areas be occupied by government personnel or equipment during the performance of work? The Government will need to maintain access to the rollup doors and the material stored in the warehouse. The front of the office can be temporarily separated during mezzanine repair, but access to the office through the interior personnel door is to be maintained.
11Regarding the Warehouse Roof Repair SOW, "Contractor shall test for mold in the damaged area and remediate as necessary," we would like to request the following clarifications to ensure an accurate and compliant proposal: a. Preferred Remediation Method: Does the Government have a preferred or required methodology for the remediation of the "timber framed storage loft and office ceiling"? Or is the Contractor permitted to propose an industry-standard method within their technical approach?
b. Testing Requirements: Could the Government please specify the required protocol for the mold testing? Specifically, is the Government looking for surface/bulk sampling or air quality testing ?a. The contractor should propose an industry standard for mold testing. b. The Government is looking for air quality testing.
12Will the Government provide a secure on-site area for the contractor to store materials?Yes.
13Regarding Section 2.1 and Image 1, which require the detaching and reattaching of electrical conduit during the eave strut replacement: Will the Government handle the de-energizing and provide Lock Out/Tag Out (LOTO) support for these circuits while the work is being performed? The Government will de-energize and LOTO the electrical lines that are affected.
14Does the 90-day Period of Performance include the time for material sourcing and the 10-day Government review period for safety submittals, or does the clock only begin once physical work commences on-site? We are concerned that lead times for the specialized steel eave strut may impact the 90-day 'from award'.The clock begins at award and all work must be completed within 90 days from the contractual award date. The 10-day Government review period for safety submittals is included in the 90 days.
15After Award: Block 12a of the SF 1442 indicates that Performance and Payment bonds are not required. However, in Solicitation, FAR Clause 52.228-13 requires the contractor to provide 'Alternative Payment Protection' for 100% of the contract price within 10 days of award ? Kindly confirm if we need to provide any bonds / Any alternate Payment Protection with Bid submission or after Award ?No, you do not need to provide any bonds or "Alternative Payment Protection" with your bid submission if Block 12a of the Standard Form (SF) 1442 indicates they are not required. However, per FAR 52.228-13, you are required to provide an alternative form of payment protection after award. Clarification of Requirements

Bid Submission Stage:

Since Block 12a of the SF 1442 is marked "NO," standard Performance and Payment Bonds are not required. Post-Award Stage (FAR 52.228-13):

This clause is mandatory for construction contracts valued between $35,000 and $150,000.

You must submit the protection within the timeframe specified in the clause—in your case, 10 days after contract award.

The protection must cover 100% of the contract price and remain in effect for the full performance period plus one year. This is typically in the form of a payment bond (SF25A).

16 Could you please clarify what DFARS 252.204-7019 requires and how it applies to this project? What is contractor required to be compliant with all requirements? DFARS 252.204-7019 ("Notice of NIST SP 800-171 DoD Assessment Requirements") is a cybersecurity clause that ensures defense contractors are actually implementing the security controls they promised to maintain. DFARS 252.204-7019 focuses on protecting Controlled Unclassified Information (CUI) on your company’s internal networks. It mandates three main things: NIST SP 800-171 Self-Assessment: 1. You must conduct a self-assessment of your compliance with all 110 security controls in NIST SP 800-171.

2. SPRS Reporting: You must report your assessment score (ranging from -203 to +110) to the DoD’s Supplier Performance Risk System (SPRS).

3. Three-Year Recency: The assessment on file must be current and not more than 3 years old at the time of award. What You Need to Be Compliant To meet all requirements of this clause, you must complete these four steps:

Conduct a Basic Assessment: Score your network against the DoD Assessment Methodology (starting at 110 and subtracting points for each missing control).

Upload to SPRS: Access the SPRS website via the Procurement Integrated Enterprise Environment (PIEE) to enter your score.

Flowdown to Subcontractors: You are responsible for ensuring any subcontractors handling CUI also have their current scores in SPRS before you award them a subcontract.

Maintain Documentation: You must have a completed System Security Plan (SSP) as a prerequisite; you cannot legally submit a score without one.

17 Could you please clarify what specific actions and documentation are required from the contractor to ensure compliance with FAR 52.229-2 (North Carolina State and Local Sales and Use Tax)? Tax Responsibility: If you have a fixed-price contract, the taxes are already included in your bid price. The "Why": The state of North Carolina allows the federal government to claim a refund for sales and use taxes paid by contractors on "materials" that become part of a federal building. Your Obligation: To help the government get that refund, you must submit certified statements detailing every penny of NC State and local tax paid on building materials, including those paid by your subcontractors [FAR 52.229-2(c)]. Deadlines:

If the job ends before October 1: Submit within 60 days of completion.

If the job is ongoing: Submit annually by November 30 (covering the period ending Sept 30) [FAR 52.229-2(d)]. What counts as "Materials"?

Only items that are permanently annexed to the structure (e.g., HVAC units, drywall, fixtures). It does not include consumable supplies like drill bits, fuel, or rented tools that don't stay behind [FAR 52.229-2(a)]. To ensure compliance with FAR 52.229-2, contractors must perform specific tracking, documentation, and reporting actions. These requirements allow the federal government to substantiate refund claims from the State of North Carolina for taxes paid on materials.

18What should the thickness of the Roof sealant be?Thickness shall be what the Manufactures’ recommendation calls for.
19What are the Warranty requirements for the work?Per Section 00 21 00 - Instructions, Note 3, paragraph d of the solicitation "The Offeror is to provide a warranty for all Workmanship for a duration of 10 years or longer."
