About this file
This is a Questions and Answers document for solicitation W912PM26QA0014, BEJ Custodial, issued by the U.S. Army Corps of Engineers on April 2, 2026. The document addresses inquiries from prospective offerors regarding a custodial and refuse collection services contract at Poe's Ridge recreation area. The incumbent contractor is LJ Jesolutions LLC, which held the previous contract (W912PM24P0033) awarded April 12, 2024, for a total value of $207,640.00 with one base year and four option years. The government is unable to provide total square footage for the facilities or buildings covered under the contract.
The contract requires custodial and refuse services for four 1-stall restrooms in the tailrace area, four 2-stall restrooms at the Visitor Assistance Center, and one vault toilet outhouse. The contractor must provide all cleaning materials, paper products, and supplies that are green and/or biodegradable, including all equipment and consumables. This is a Firm Fixed Price contract with a Lowest Price Technically Acceptable award methodology; cost-plus pricing models are not acceptable. Site visit attendance is not mandatory for quote submission. Personnel may leave early upon completion of assigned tasks, as this is not an hourly wage service. The contractor determines adequate staffing levels necessary to satisfy the scope of work safely and with acceptable quality. The government does not mandate specific on-site supervisor frequency beyond ensuring adequate safety and quality control. Water sources are available at the tailrace restrooms and at the nearest building for fishing piers and courtesy dock cleaning. Pricing should be submitted by filling in unit prices and totals in blank boxes next to contract line item numbers, rounded to two decimal places, with supporting documentation permitted.
