About this file

This document is a Questions and Responses spreadsheet for a U.S. Army Corps of Engineers solicitation (W912PM26QA008) for a Merritt Engine Overhaul. The solicitation is a small business set-aside Request for Quote (RFQ) seeking a contractor to perform an in-frame top-end overhaul on two Caterpillar engines (serial numbers 9WR01842 and 9WR01840) for the Dredge Merritt. Key clarifications from the Q&A include contractor responsibilities for providing all necessary reassembly components such as gaskets, seals, O-rings, washers, and bolts, and confirmation that only a test run (not a dyno-test) is required after engine overhaul.

The procurement is for the Wilmington District of the U.S. Army Corps of Engineers, with a NAICS code of 336611 and a small business size standard of 1,300 employees. The solicitation was issued on 19 November 2025, with an amendment on 20 November 2025. The Service Contract Act Wage Determination 2015-4407 Rev. 31 dated 07-08-2025 for Dare County, NC will apply, and the resulting award will be a single contract. The project is located in Manns Harbor, Dare County, North Carolina, and will involve comprehensive engine overhaul services.

Merritt Engine Overhaul
Question #QuestionResponse
1In sections 2.1–2.8 of the Statement of Work, I don’t see any mention in the contract of the required gaskets, seals, O-rings, washers, bolts, and similar components needed to reassemble the engines. While these items may seem minor, their costs can add up. Could you please clarify whether I should include these items in my list, or if USACE will be providing them to complete the job?All seals, gaskets, O-rings, washers, bolts, and components required to reassemble the engines to like-new condition and dyno-test should be provided by the Contractor. Please factor this into your prices. - NO NEED TO DYNO-TEST
2The Statement of Work says "Test Run" in 2.5.1. A test run involves us putting the engines on our run cart to make sure timing is correct, and there are no notable issues. A Dyno test involves putting load on the engines. I want to make sure that we are quoting the right Item. The cost of a test run and a dyno test are very different.Test running engines is perfectly fine - NO NEED TO DYNO-TEST
3Additionally, Section 4 of the Statement of Work states: “The contractor shall perform in-frame overhaul services on (2) Caterpillar 3406 main engines on board the dredge Merritt.” Based on this requirement, the only feasible test after the rebuilds are complete would be a sea trial, as no other testing can be performed during the in-frame overhaul with out removal of the engines.Correct - TEST RUN ONLY

But the ship will be in dry-dock until all required work is completed, so the Techs might have to come back for the final test running of the engines.
