About this file
This document is a Questions and Answers (Q&A) file for a federal contract solicitation (W912PM25QA021) involving an Underbridge Inspection Truck. The document contains two technical questions from a potential bidder and official responses from the contracting agency. The questions focus on alternative inspection methods and bridge infrastructure details.
The first question explores the possibility of using rope access technicians instead of an under bridge truck, to which the agency responds that a snooper truck is the most effective method for two inspectors to perform a hands-on girder inspection. The second question seeks measurement details about bridge deck height and traffic barriers, with the response clarifying that only the bridge portion spanning the dam's spillway requires snooper truck inspection, and the bridge railings are approximately 40 inches high and should not impede the truck's boom deployment.

Question # Question Response
Would you consider utilizing rope access technicians in lieu of a under bridge truck? That eliminates the need to slow traffic and the need for a traffic controller. Rope access techs can also get into places the trucks cannot.
From experience, the easiest, most effective way for two inspectors to perform a hands-on inspection of the girders is by snooper truck. All areas requiring access can be accessed by a combination of snooper truck and underbridge catwalk.
What is the height from the bridge deck surface to the top of the fence/traffic barrier on the span where fencing is present? This measurement is critical for determining whether the boom can clear the barrier before deploying under the bridge. Can you provide this information or direct me to any available bridge drawings/specifications that contain it?
Only the portion of the bridge spanning the dam's spillway will need to be inspected with the snooper truck. The section with chain link fencing is not over the spillway. The bridge railings are about 40" high and should not pose an obstacle for the boom of the snooper.
