About this file

This document is a Questions and Responses file for a U.S. Army Corps of Engineers solicitation (W912PM25QA018) seeking two boat trailers for survey vessels "Potter" and "Knowlton". The solicitation is a small business set-aside Request for Quote (RFQ) under simplified acquisition procedures, targeting manufacturers of boat trailers with a NAICS code of 336214. Key details include an electronic quote submission requirement by 2:00 PM EDT on 08 July 2025, with questions due by 4:00 PM EDT on 27 June 2025.

The Q&A document clarifies critical specifications, confirming that commercially available trailers meeting the stated specifications are acceptable, foreign products are permitted, and trailers must be fully assembled upon delivery. Technical proposal requirements include product specifications and country of origin documentation. The government will evaluate and award to the lowest-priced technically acceptable offeror, with a government representative set to inspect trailers upon delivery to confirm compliance with the Statement of Work. Contractors must be registered in the System for Award Management (SAM) to be eligible for award.

Survey Boat Trailers
Question #QuestionResponse
1I noticed a couple items on the statement of work that are not recommended. We manufacture bolt through only frames for increased structural integrity and ease of repair. Welding aluminum generally will weaken it, and heat will affect the temper of the aluminum resulting in a loss in yield strength. This is why we only weld component parts when necessary. “Construction, Military-Spec Welded Aluminum: Precision-welded extruded aluminum frame with welded double-gusseted cross members to assure structural stability. Reinforced with beefy plates of welded aluminum for additional strength. Pad-Eye Tie-Down System: Heavy-duty forward and rear welded aluminum tie-down points allow tie-down straps to be quickly and securely attached.“
Would you still like us to quote our recommended specification ?Based on customer research the below spec is what best fits our needs: Military-Spec Welded Aluminum: Precision-welded extruded aluminum frame with welded double-gusseted cross members to assure structural stability. Reinforced with beefy plates of welded aluminum for additional strength.
2Is a custom-built trailer required, or can we offer a commercially available trailer that meets all listed specs?A commercially available trailer that meets all listed specs is acceptable.
3Is there a preference or requirement for trailers to be of U.S. origin only, or will qualifying foreign products be accepted?Qualifying foreign products are acceptable.
4Are product photos, engineering drawings, or CAD illustrations required in the technical proposal? No pictures, drawings or illustrations are required, but pictures may help, if available. We are looking for submittals that ensure that what is being offered meets the specifications that we put in the Statement of Work.
5Are warranty terms required to be included in the proposal? If so, what is the minimum acceptable warranty period?Warranty terms will be accepted in the proposal. However, they will not be evaluated.
6Should trailers be delivered pre-assembled, or are there packaging or crating requirements for delivery?Trailer should be fully assembled and ready to use upon delivery.
7Will a government representative inspect the trailers upon delivery for acceptance? If yes, what criteria will be used?Yes, all specifications supplied in the statement of work shall be confirmed upon delivery.
8Is there a preferred brand or manufacturer historically used for these types of trailers? These are specifications that were pulled from another trailer that was being used in another district for the the same make and model boat.
