CONCRETE REPAIR,
FALLS DAM, WAKE COUNTY, NORTH CAROLINA
1.0 GENERAL:
The U.S. Army Corps of Engineers, Wilmington District requires a Contactor to perform concrete repairs for the Falls Project. The work will consist of three tasks: 1) repairing spalled concrete in the Intake Tower; 2) repairing spalled concrete on the parapet wall; and 3) replacing joint material in the parapet wall.
1.1 DESCRIPTION OF PROJECT:
Falls Lake Dam is a high hazard potential dam located in Wake County, North Carolina at 35°56'30" N, 78°34'58" W. The Dam is in the upper part of the Neuse River Basin one mile upstream from the village of Falls; approximately 10 miles north of Raleigh and 17 miles east-southeast of Durham. The main body of the reservoir is in Wake and Durham counties with some embankments extending into Granville County. Construction of the project was authorized by Public Law 88-298 enacted by Congress on 27 October 1965. The dam was constructed for the purpose of flood risk management, water supply, fish and wildlife enhancement, recreation, and augmentation of low flows to further pollution abatement and water quality control. The project consists of an earth embankment dam, an uncontrolled chute spillway, and a concrete outlet works. A construction contract was awarded in 1978, completed in 1981, and permanent impoundment began in 1983. Operations and Project’s personnel have recently raised concerns about degradation of the input towers concrete structure as well as the parapet wall that sits along the dam’s crest.
1.2 PERIOD OF PERFORMANCE:
The Period of Performance is 5 September 2023 through 23 May 2024. Work must be scheduled between 8:00AM and 4:30PM Monday through Friday excluding Federal Holidays. Any work performed outside this timeframe must be approved by the Government.

2.3 Concrete Repairs
A concrete spall exists on the under-side of the roof deck on the Intake Tower. The spall is located on the opening for the right-side access hatch and WQ4 hatch. The spall is roughly 2’x1½’x6” in size, due to the height of the spall an exact size of the spall was not determined and shall be field verified by the Contractor. The spall should be repaired and sealed. The area around the spall shall be checked for soundness, any unsound concrete shall be removed. Following the removal of unsound concrete, the perimeter of the repair area should be saw cut to create a http://www.nws.noaa.gov/ simple symmetrical configuration, preferably square or rectangular with square corners. Saw cut to a depth of 0.50 to 0.75 in. at the repair perimeter to provide a vertical edge that is roughened to ¼ amplitude minimum roughness per ACI 318 for consolidating the repair material. Saw cutting to a lesser depth may be necessary at locations where the reinforcing steel has reduced concrete cover.
The exposed reinforcement shall be cleaned and coated to produce a proper bond with the new concrete. J-rods shall be drilled into the existing concrete when applicable to ensure the new concrete will not spall from the existing concrete. New concrete shall be placed to bring the outlook tower back to its original design condition.
The parapet wall has three concrete repairs to be made. All three areas are located at construction joints with the water stop exposed. The damaged concrete shall be removed down to sound concrete. Following the removal of unsound concrete, the perimeter of the repair area should be saw cut to create a simple symmetrical configuration, preferably square or rectangular with square corners. The Contractor shall be sure to not damage the existing water stop or rebar during the concrete repairs. The Contractor shall be responsible for repairing any damages caused during construction, at no cost to the government. The exposed reinforcement shall be cleaned and coated to produce a proper bond with the new concrete. New concrete shall be placed to bring the parapet wall back to its original design condition. Areas of damage are indicated on the attached map.
The sealant of the construction joints on the parapet wall are over all in fair condition. Four joints have significant cracking and shall be replaced. One of the joint sections of the parapet wall on the left side of the dam has settled and pulled away causing the sealant to split, Photo 6. Areas of joint sealant needing replaced are indicated on the attached map.
2.4 Laboratory Testing Procedures
For each portion of the structure, select concrete mixture proportions so that the strength requirement is met. Submit concrete mixture proportions as determined by the Contractor and submitted for review. The submission shall be accompanied by test reports from a laboratory complying with ASTM C1077 showing that proportions thus selected will produce concrete of the qualities indicated. No substitution shall be made in the source or type of materials used in the work without additional tests to show that the quality of the new materials and concrete are satisfactory. The concrete mixture quantities of all ingredients per cubic yard and nominal maximum coarse aggregate size that will be used in the manufacture of each quality of concrete shall be stated. Proportions shall indicate the mass of cement, pozzolan and ground granulated blast-furnace (GGBF) slag when used, and water; the mass of aggregates in a saturated surface-dry condition; and the quantities of admixtures. In meeting the strength requirements, the selected mixture proportion shall produce a required average 28-day compressive strength f'cr exceeding 4500 psi.
Laboratory testing shall be the responsibility of the Contractor. Laboratory tests shall be conducted by an ACI certified lab and shall following all ACI standards and regulations.
The following test procedures shall be performed:
• ASTM C143 – Standard Test Method for Slump of Hydraulic-Cement Concrete
• ASTM C231 – Standard Test Method for Air Content of Freshly Mixed Concrete by the Pressure Method
• ASTM C39 – Standard Test Method for Compressive Strength of Cylindrical Concrete Specimens. Compressive strength shall be completed for the following schedule:
o 2 cylinders at 5 days o 2 cylinders at 7 days o 2 cylinders at 28 days o 1 cylinder for hold
2.5 Material Estimates
The concrete repair quantities shall be treated as field estimates, and the contractor should verify all dimensions. The estimate for Damaged Concrete to be repaired in the Intake Tower, listed below, is only estimated for the concrete inside of the intake tower, and not the parapet wall. Concrete damage in the parapet wall is included in the Concrete Joints to be Repaired. Rebar replacement and rebar additions were not estimated.
Damaged Concrete to be repaired in the Intake Tower: 1.5 Square Feet Concrete Joints to be Repaired: 3 Each Joint Sealant to be Replaced: 4 Each
2.6 Disposal of Material
The contractor will remove all demolition debris and left-over construction debris to an approved offsite location licensed to receive/recycle construction debris and in accordance with all federal, state and local regulations. The contractor is responsible for any waste disposal and any permits and fees associated with disposal.
The contractor is responsible for paying any associated fees necessary to haul materials; repair and repave access trail and bulkhead area. All work shall be coordinated through the Government.
2.7 Warranty
The contractor shall furnish the Government with a minimum of 1-year warranty or standard warranty whichever is greatest on any labor/materials for any defect.
2.8 Direction
The Contractor shall accept direction only from the Wilmington District Contracting Officer (KO). Requests or desires of the Users, Using Agency, or any other party made directly to the Contractor shall be immediately brought to the attention of the KO for this Contract. Any changes to this SOW must be authorized in writing by the
KO.
3.0 Existing Conditions:
During an inspection in 2017, a concrete spall was noted on the underside of the roof deck on the Intake Tower. The roof area has exposed rebar which will continue to deteriorate and cause additional spalling, Photo 2. Dam personnel work beneath this roof so the spall needs repaired, to prevent any future spalling.
When an inspection was completed in 2019, deterioration of the parapet wall was noted. One area of concrete appears to have been damaged by impact from a vehicle, Photo 5. Other damaged areas appear to have spalled from deterioration or vandalism. The exposed concrete will continue to deteriorate and cause additional spalling. The exposed water stops will continue to breakdown from exposure to UV light. To prevent future damage, the spalled concrete needs to be repaired. Portions of the concrete have broken away exposing rebar and water stops.
Photos 3-5 show the deteriorated concrete.
