Solicitation Number: W912PM23Q0019 BEJ Toe Drain CCTV

Question

Question Response

1 What is the "technical proposal?"

Document provided by the contractor on how they outline the technical requirements and details of this project. See pages 20-21 of the solicitation for submittal requirements.

2 Can you provide any specific guidance regarding this specific site as it relates to

"ANTITERRORISM/OPERATIONS

SECURITY?"

The awardee shall be responsible to adhere to the AT/OPSEC Conditions as described in the SOW, specifically pages 12-13.

3 What are the depths of the manholes?

Depth to Invert MH 1 - 25.6, MH 2 - 32.5, MH 3 - 14.3, MH 4 - 19.6, MH 5 - 14.6, MH 6 - 15.7

4 There is a powerline access dirt road on the other side of the dam. Are contractors allowed to access the access road on the other side of the dam?

Yes, for the purpose of the CCTV investigation. However, the road on top of the dam is much easier to access and curves down to the worksite allowing access to manholes 1, 2, 3, 5 and 6. Or, access from the tailrace parking lot is easier as well. No need to access from the powerline. There is a gate to access MH 4, which can be opened by the Ranger.

5 How often are the drains inspected?

The manholes are opened annually and checked during dam safety inspections. No in-depth inspections happen with regularity and the actual horizontal sections are not inspected unless an issue is presumed. The last attempt at an inspection was 2020 and very little of the drain system was inspected.

6 Will results of previous inspections be made available?

The previous inspection only revealed a collapse/blockage at MH-3.

The information we have would not be beneficial for this requirement. We have not had a full inspection of the toe drain system as a whole to determine any further blockages in the toe drain system.

7 If the drains have been previously inspected were there portions that were inaccessible or blocked entirely?

Yes, a blockage/collapse was discovered at MH-3.

8 Are the drains cleaned periodically? When was the last time drains were cleaned?

The drains have not been cleaned. Flowing water moves sediment around, but there have been no efforts to remove sediment.

9 What are the requirements/qualifications for the safety supervisor?

U.S. Army Corps of Engineers Manual EM 385-1-1 entitled Safety and Health Requirements Manual Section 34.A.05 Confined Space Entry (CSE) Procedures, paragraph c. PRCS Permit. The CSCP shall complete or review and sign the completed PRCS permit (see Form 34-1 for non-mandatory example) and shall be responsible for enforcing the use of PRCS permits for entry into all PRCSs at the facility/site. For more details. please see Section 34:

10 With the pipe expected to be partially or fully submerged can it be expected that the manholes will also be filled?

Manholes were opened earlier in 2023 and the MHs were not filled with water. However, manholes MAY have standing water in them depending upon recent rains, lake and dam release levels. Standing water will not prevent the Contractor from performing the inspection.

11 Will the pre-work meeting be virtual?

It can be virtual or at the dam site.
