2.1 PAVEMENT REPAIRS
Areas that are to be resurfaced require milling 2” of existing material prior to a new 2” asphalt course to become the new pavement surface. New finished surface pavement of the bulkhead paved area and the access road shall match existing pavement elevations and areas as shown on the drawings. All asphalt materials, processing, and placing shall meet the NCDOT standards.
Asphalt surface course shall be SF-9.5A. There is an area of the access trail which will need repaired prior to resurfacing. This area should then be resurfaced to maintain uniformity with the rest of the access trail and bulkhead paved area.
The bulkhead paved area has eroded on the land side. The bulkhead paved area shall be restored to the elevations and dimensions as shown on the drawings. Restoration of the elevation to the land side of the bulkhead paved area will require compacted fill material and compacted aggregate base course prior to paving.
a. Compacted fill. Fill materials comprise any materials classified by ASTM D2487 as SW, SP, SM, SW-SM, SC, SW-SC, SP-SM, or SP-SC. Satisfactory materials for grading comprise stones less than 3 inches in any dimension. Fill material shall be compacted using an approved vibratory roller or plate compactor. Loose lifts of fill material shall not exceed 8 inches in thickness when compacted by a roller or 4 inches when compacted by plate compactor. A minimum of 2 full passes shall be made by the compaction equipment across each lift. The compaction shall continue until the lift achieves an unyielding condition (i.e., no rutting or discernable deformations under the load of the compaction equipment) and is approved by the Contracting Officer.
b. Aggregate base course, prime coat and asphalt pavement materials shall meet NCDOT specifications and shall be approved by the Contracting Officer or his/her representative.
c. A prime coat shall be applied to access trail and bulkhead paved area aggregate base course. 2-inches of asphalt NCDOT SF 9.5A shall be spread and struck off with a paver. Any irregularities in the surface of the pavement course shall be corrected directly behind the paver.
See attached site plan for location and details of paving access trail and bulkhead paved area.
c. Ensure 0.05 to 0.15 gallons per square yard Prime coat is used when relaying the base and top courses. Prime coat shall meet the requirements of NCDOT standard specifications.
Emulsified asphalts of either SS-1 or SS-1h shall be used. Ensure the surface is dry, clean, dust-free, and between 40 and 140 °F. On the same day as prime coats are applied repave bulkhead access trail and bulkhead paved area surfaces. When placing adjacent material use a cutting wheel and cut back a minimum of 3” from the top of the course to expose a clean and sound vertical surface for the full depth of the course. All milled material shall become the property of the Contractor and shall be removed from the site, and shall be disposed of in accordance with applicable federal, state and local regulations.
d. Care will be used so that asphalt surfaces will match (same level) with the existing asphalt/at entrance to compound.
e. Immediately after the asphalt pavement has been spread, struck off and surface irregularities adjusted, it shall be thoroughly and uniformly compacted by rolling. All surfaces shall be even, free of dips, potholes, and undulations. Any material that becomes loose, broken, or mixed with dirt shall be removed and replaced with fresh hot material.
f. Material shall be delivered to the site at the correct laying temperature, free from lumps of cool material. The gross vehicle weight of the delivery trucks shall be such to cause no damage or depressions to existing paved roadways. Any spills or waste from vehicles shall be immediately cleaned off the surface of the roadway and shoulders.
g. No work shall be permitted when the ambient air temperature is below 50 degrees F or is predicted to fall below 50 degrees F for the following 24 hours or rain is predicted for that same period. Bituminous material shall not be placed on wet surfaces.
h. The Contractor shall be responsible for traffic control to protect the work area during application and curing. Control methods may include but will not be limited to barricades, warning lights and flag persons.
i. The Contractor shall be responsible for damages to government or private property resulting from negligent Contractor operations during the course of the contract. The Contractor shall have appropriate insurance to cover liability and damages.
j. The Contractor shall submit Asphalt Job Mix Formulation and tests certifying compliance with NCDOT requirements including: percent passing each sieve size, percent asphalt cement, number of blows of hammer compaction per side of molded specimen or number of gyrations for Super pave mixes, compaction temperature, stability pounds, flow: 0.01 in, mean air void target percent, voids in mineral aggregate, combined aggregate gradations.
k. The Contractor shall submit prime coat specifications and certification.
l. Aggregate Shoulder Borrow (ASB) shall comply with the requirements of NCDOT
Standard Specifications for Roads and Structures, 2018 edition (Table 1019-2) and placed as shown on the drawings.
2.2 SLOPE PROTECTION
a. Existing Riprap
Existing rip rap shall be excavated from the areas to receive new riprap as shown on the drawings and temporarily stockpiled. Existing stockpiled riprap shall be reused as “chinking stone” to fill the voids of the surface of the new Class II riprap. See Figure 1 for Record Drawing Slope Protection Detail of existing riprap.
b. Riprap Protection.
Where specified, riprap shall consist of 2.5 feet of NCDOT Class II riprap placed over a 1 foot layer of NCDOT #57 stone and an NCDOT Type 2 geotextile fabric. The bedding stone shall be free of clay, silt, sand or debris and shall be composed of stones reasonably well graded. Some of the areas may require work to be completed below the normal pool elevation.
Riprap stone shall consist of fresh, sound, hard, dense, durable rock, which shall be separated from bedrock by quarrying. The stone shall be of such quality that individual integrity and permanence within the structures is assured under all conditions to which it is subjected. The unit weight, saturated surface dry (SSD), of the stone shall not be less than 160 pounds per cubic foot and the specific gravity not less than 2.58. The stone shall be free from open or incipient cracks, seams, fissures and structural planes of weakness, and other defects that would tend to increase its deterioration from natural causes. The stone shall be furnished in blocky and angular shapes with at least one (1) long edge generally flat. No stone will be permitted which has a longest dimension that is more than three times (3x) or greater than its least dimension. Not more than 1% by weight for inclusion of objectionable quantities of dirt, sand, clay, and rock fines will be permitted. An allowance of 5% by weight for inclusion of spalls will be permitted. Broken concrete from demolished structures shall not be used as rip rap.
c. Placement of Stone
Stone for slope protection shall be placed in such manner as to produce a reasonably well-graded mass of rock with the minimum percentage of voids, and shall be constructed within the specified tolerance to the lines and grades shown on the drawings or staked in the field. Stone shall be placed to its full course thickness at one operation as shown on the plans. The larger stones shall be well distributed and the entire mass of stones in their final position shall be roughly graded to conform to the gradation specified in subparagraph Stone Gradation, hereinabove. The finished stone shall be free from objectionable pockets of small stones and clusters of larger stones. Placing riprap in layers will not be permitted. The desired distribution of the various sizes of stones throughout the mass shall be obtained by selective loading of the material at the quarry or other source, or by other methods of placement which will produce the specified results. Rearranging of individual stones by mechanical equipment or by hand will be required to the extent necessary to obtain a reasonably well graded distribution of stone sizes as specified above. The Contractor shall maintain the stone slope protection until accepted and any material displaced by any cause shall be replaced at his expense to the lines and grades shown on the drawings.
