QUESTIONS AND ANSWERS

1. Can you clarify how the response should be submitted? Beta.sam.gov or via email?

RESPONSE: Please submit via email to karri.l.mares@usace.army.mil and Rosalind.m.shoemaker@usace.army.mil. The site has undergone a migration and access to upload files has been removed. An amendment to address this is forthcoming.

2. Which volume (Technical or Pricing) should the representation and certification be included in?

RESPONSE: Reps and certs may be submitted separately or within the Pricing file.

3. Please clarify the technical volume requirements. Past Project information only? Is a technical approach required?

RESPONSE: Please see provision 52.212-2 within the solicitation file titled “A21 – W912PM20T0004, Wrightsville Beach Vibracore Solictation.pdf” for specific information on technical criteria requirements.

4. VENDOR will follow EM 385-1-1 Appendix A. We will work with [the] Wilmington Safety Officer. Do Field Operations further require oversight by a certified EM 385-1-1 safety official?

RESPONSE: The contractor must comply with the EM 385-1-1 manual and respective appendices. The contractor needs to have a Site Safety and Health Officer (SSHO) present at the project site, located so they have full mobility and reasonable access to all major work operations during shift. The SSHO, as a minimum, must produce a copy of their instructor-signed OSHA 30-hour training card. Further details and requirements can be found on pages 1-13 to 1-16 in the EM 385-1-1 on the requirements for a SSHO.

5. The RFP Specifies the maximum number of soil gradation tests is 712; The maximum number of soil classifications is 712 and the maximum number of visual determinations of soil and rock fragments is 712. Solicitation specifies the maximum number of laboratory tests is 452. Can you offer further clarification or guidance on field reconciliation of these numbers?

RESPONSE: That is a typo in the SOW. It should be 712 is the maximum laboratory test rather than 452.
