This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice.

SOLICITATION; QUOTES ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL
NOT BE ISSUED. This will be a 100% set-aside for Small Business procurement. The solicitation number is W912PM20T0004 and the solicitation is issued as a Request for Quote (RFQ). The NAICS code is 541360 with a small business size standard of $16.5M. This solicitation document incorporates provisions and clauses in effect through Federal Acquisition Circular 2020-01.
Description of Requirement: The Contractor shall furnish all services, labor, equipment, supplies, tools and incidentals necessary to perform vibracore sampling, development of drilling logs, laboratory testing of soils, and other services as specified herein. A total of 175 vibracore borings are to be drilled within a 25 mi2 area offshore of Wrightsville Beach, NC, in Onslow Bay (Figure 1). The borings shall be drilled in two phases, as described below in “Statement of Services”. Within the investigation area, the ocean floor elevation ranges from about -33 ft. to -50 ft. MLLW within this area. Vibracore locations denoted within this Scope of Work (SOW) were selected from the analysis of 1993, 1998 and 2008 coring data, as well as historical State and Federal geophysical surveys. Results from drilling performed under this SOW will be evaluated by the Wilmington District of the U.S. Army Corps of Engineers (USACE) to assess in-situ borrow material occurrence, as well as the volume, quality, and suitability for beach fill placement.
Evaluation and Award: The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. Award shall be made to the lowest priced technically acceptable offer. See solicitation provison 5.212-2.
Each offeror must submit both a Price Quote and a Technical Proposal via the Federal Business Opportunities (FBO) website EMAIL to karri.l.mares@usace.army.mil AND Rosalind.m.shoemaker@usace.army.mil. No hard paper copies will be accepted or evaluated. Both the Price Quote and the Technical Proposal must be received by the closing date and time set for receipt of quotes. In an effort to reduce paperwork and reduce cost, all quotes shall be submitted electronically. All submissions shall be in Adobe PDF format and shall be on 8 ½ x 11 size pages in no less than a 10 pitch or 10 font. Subsurface Investigation and Geotechnical Laboratory Testing, Wrightsville Beach, New Hanover County, NC

I. GENERAL REQUIREMENTS
1. General. The Contractor shall furnish all services, labor, equipment, supplies, tools and incidentals necessary to perform vibracore sampling, development of drilling logs, laboratory testing of soils, and other services as specified herein. A total of 175 vibracore borings are to be drilled within a 25 mi2 area offshore of Wrightsville Beach, NC, in Onslow Bay (Figure 1). The borings shall be drilled in two phases, as described below in “Statement of Services”.

2. Responsibility. The Contractor shall furnish qualified personnel to ensure the accomplishment of work specified in this SOW. Additionally, the Contractor shall furnish all services, equipment, personnel, and travel required in connection with this SOW. The Contractor is responsible for maintaining the submittal timeline outlined in Table 1.
3. Direction. The Contractor shall accept directions only from the Wilmington District Contracting Officer (KO), Ms. Rosalind Shoemaker (910-251-4436) or her designee. Requests or desires of the Users, Using Agency, or any other party made directly to the Contractor shall be immediately brought to the attention of the KO for this Contract. Any changes to this SOW must be authorized in writing by the KO.
4. Request for Payment.
The Contractor shall provide a copy of the invoice on completion of agreed services. The invoice shall be provided through the US Postal Service or email, to the Technical Point of Contact or the Contracting Officer’s Representative (POC/COR) named below. 5. Coordination. The COR is Mr. Mitchell H. Hall, P.G. (910-251-4742), and he shall be the Contractor’s point of contact (POC) for all submittals and timeline execution (see Paragraph 9, Submittals Timeline). The Wilmington District technical POCs for this task order is Mr. Stephen Fabian (910-251-4029) and Mrs. Lisa Bishop (910-251- 4879). In his or her absence, contact shall be maintained with Mr. Hall, when addressing technical matters. The Contractor shall designate a project manager who shall be the principal point of contact for the Wilmington District in administering this contract. The Contractor's project manager shall be responsible for all coordination to ensure the work is accomplished in a professional manner. Any directions given that are viewed by the Contractor as a change to the SOW affecting contract fee and time shall be brought to the immediate attention of the KO or the
COR.

II. STATEMENT OF SERVICES
1. Description of Work. The Contractor shall perform a total of 175 vibracore borings for this project to be drilled in two phases. Phase 1 shall begin immediately upon receipt of the Contractor’s Notice to Proceed (NTP). The Contractor shall mobilize to the site within five (5) business days of the NTP and execute the drilling of a pre-designated array of 54 borings to a termination depth of 10 feet below ocean floor and 6 borings to a termination depth of 20 feet below ocean floor. The location and coordinates of the Phase 1 borings are shown on Figure 1 and Table 1. The Contractor shall prioritize his vibracore drilling operations in the order shown on Figure 1 (Priority 1- 3). Phase 1 will conclude upon the completion of these borings. Phase 1 preliminary drilling logs (WBO-19-V-01 through WBO-19-V-60) shall be submitted to USACE within 30 calendar days of the NTP. Phase 2 will be initiated within 5-business days of the completion of Phase 1. The Contractor shall execute drilling the remaining one-hundred and five (115) borings (Coordinates TBD) during Phase 2. These borings shall be pre-located by USACE, based upon the initial drilling logs from the Phase 1 drilling, and they shall be drilled to a termination depth of 10 feet below ocean floor. Reprioritization of the Phase 2 vibracores may intermingle with the collection of Phase 1. If Phase 1 vibracores indicate beach compatible sands in a given area vibracores that were designated during Phase 2 may pre-maturely be used before Phase 1 is complete. The location of Phase 1 vibracores will remain unchanged.
Throughout drilling execution, the Contractor shall provide USACE field results and preliminary drilling logs to allow USACE to develop vibracore targets for Phase 2, and to assign lab testing intervals. The Contractor shall thoroughly communicate field findings from each vibracore boring to USACE within ten (10) calendar days of borehole completion, which includes preliminary drilling logs and all field documentation. All borings shall be horizontally referenced to North American Datum (NAD) 1983 State Plane North Carolina Survey Feet. The top and bottom of each boring shall be referenced to the NAVD88 vertical datum. Sampling procedures for all borings shall be accomplished in accordance with the paragraph “Vibracore Sampling.” Preliminary and Final Drilling Logs for all borings shall be accomplished in accordance with the paragraph “Drilling Logs.” In addition to Preliminary and Final Drilling Logs, the Contractor shall take detailed photographs of the cores that highlight changes in lithology.
Laboratory testing on USACE-designated samples shall be accomplished in accordance with the paragraph “Laboratory Testing Procedures.”
2. Purpose. Vibracore drilling, sampling, and laboratory testing are necessary to verify the quality and quantity of material remaining within the offshore borrow area, which will be used for the Wrightsville Beach Coastal Storm Risk Management Project.
3. USACE Furnished Materials. A map showing the Phase 1 vibracore boring locations is provided in Figure 1.
Boring coordinates for Phase 1 borings is provided in Table 1. The Phase 2 boring locations will be developed by USACE, and the majority of them will be communicated to the Contractor prior to completion of the Phase 1 drilling. A gINT database, which includes the SAW Form 1836-A (Vibracore Boring) that shall be used to generate the drilling logs, will be furnished after contract award. GIS files of existing borings, NOAA charts, project bathymetry, and historical data (if available) shall also be provided. Designated sampling intervals for laboratory testing shall be provided by Wilmington District, based on the Contractor’s Preliminary Drilling Logs.

4. Vibracore Sampling. Vibracore borings shall be performed within 20 feet of the locations provided by the Wilmington District (Table 1). Vibracore drilling shall be accomplished by vibrating a sampling tube to the maximum target depths below the ocean floor or to refusal. Penetrometer data collection shall be recorded and presented to verify vibracore refusal. Vibracore refusal is defined as the sampling barrel having a penetration rate of less than 0.2 feet over a 2-minute period. If vibracore refusal is encountered at the sea bed, the Contractor shall offset up to 20 feet and conduct at least two additional vibracore attempts. Each location where refusal is encountered shall be recorded. For each drilled vibracore location, real-time kinematic (RTK) Global Positioning System (GPS) surveying techniques shall be utilized to provide accuracies of 0.2 feet both vertically and horizontally. Completed vibracores shall be carefully transported to the Contractor’s designated facility for processing, field logging, and visual soils classification. A photographic mosaic log depicting the stratigraphic horizons relative to depth shall be produced for each core. Vibracores shall be field classified and logged in accordance with ASTM D2488 “Standard Practice for Description and Identification of Soils (Visual-Manual Procedure).” The top and bottom of the vibracores and core photos shall be referenced to NAVD88 vertical datum. Once field classification of the core lithology is complete, the Preliminary Drilling Logs, core photographs, and penetrometer records shall be submitted to the Wilmington District to select samples for laboratory testing and to select vibracore targets for the Phase 2 investigation. Borings will be designated as the following “WBO-19- V-#”.
5. Drilling Logs. All drilling logs shall be developed using SAW Form 1836-A (Vibracore Boring), dated June 2016.
Preliminary Drilling Logs, at a minimum, shall include the date and time each boring was taken, run time for the boring, the horizontal location of the boring (NAD 1983 State Plane NC FIPS 3200 Feet), tide-corrected ocean bottom elevation (NAVD88), and a visual description of the stratigraphy and the lithology in accordance with ASTM 2488-09A. Supplemental information including depths for the entire length of recovered material, boring recovery, and refusal depth shall also be denoted. The Wilmington District shall determine the sample intervals to be tested from the Preliminary Drilling Logs, in comparison with core photos and penetrometer data. Samples sent for lab testing shall be designated “S-1, S-2, S-3, etc…” on the drilling logs under “column f” on SAW Form 1836-A, with top and bottom depths listed. Wilmington District review and comment period for the Preliminary and Final Drilling Logs shall be in accordance with the submittal timeline provided in Table 2.
6. Laboratory Testing Procedures. Laboratory testing shall be the responsibility of the Contractor. Laboratory tests shall be conducted by a USACE validated soils testing lab, or a North Carolina Department of Transportation soils testing lab. For estimating purposes, 4 samples are proposed to be collected from each 10-ft. core and 6 samples are proposed to be collected from each 20-ft core.
The maximum number of samples for which laboratory testing is required shall not exceed 452 712 samples. The Wilmington District shall determine the depth intervals for each test sample based on the Preliminary Drilling Logs.
Draft lab test results shall be submitted to the COR or technical POCs in accordance with the submittal timeline provided in Table 2. The final laboratory test results shall be included in the Final Report and on the Final Drilling Logs. The laboratory test reports shall include the project name, laboratory name, boring number, sample identification number and date the sample was tested.
Three (3) test procedures shall be performed on each sample:
1) ASTM D6913, “Particle-Size Distribution (Gradation) of Soils Using Sieve Analysis”. The following sieve sizes shall be used: 3/4-in., 3/8-in., No. 4, No. 7, No. 10, No. 14, No. 18, No. 25, No. 35, No. 45, No. 60, No.
80, No. 120, No. 170, No. 200, and No. 230;
2) ASTM D2487 “Standard Practice for Classification of Soils for Engineering Purposes (Unified Soils Classification System);” and
3) Visual, volumetric percentage of shell and rock fragment determination. Visual percent shell content and visual percent rock fragment content shall be estimated for the 3/4-in., 3/8-in., and No. 4 sieve sizes.
7. Cost Proposal. The Contractor shall submit a sampling plan to USACE as part of his or her proposal. The sampling plan shall include the type of vibracore machine, the size of the vibracore tube, the material from which http://www.erdc.usace.army.mil/Media/Fact-Sheets/Fact-Sheet-Article-View/Article/476661/materials-testing-center/ http://www.erdc.usace.army.mil/Media/Fact-Sheets/Fact-Sheet-Article-View/Article/476661/materials-testing-center/ the tubes are made, the size and description of the vessel(s) to be used, the number of boat and drill crew members, the qualifications of the laboratory performing analyses, and a description of the survey equipment to be used to collect coordinate and elevation data. For the cost proposal, the Contractor shall assume; 175 total vibracore borings, to be drilled in two phases; 712 soil gradation tests, 712 soil classifications, 712 visual determinations of shell and rock fragment content for the no.4, 3/8 in., and ¾ in. sieves, 175 Preliminary Drilling Logs in gINT format, 175 photographic mosaic logs, a gINT database, an Excel summary spreadsheet of all laboratory data, and a Final Report including Final Drilling Logs and laboratory analyses. The estimate shall include daily costs for vessel operation and number of days required for the vibracore drilling effort.
8. Reporting Requirements. Phase 1 preliminary drilling logs (WBO-19-V-01 through WB-19-V-60) shall be submitted to USACE within 30 calendar days of the NTP. The Contractor shall furnish preliminary drilling logs with data updates and a Final Report to the Wilmington District. The Contractor shall provide USACE field results and preliminary drilling logs to allow USACE to select samples for lab testing and to develop new targets for the Phase 2 vibracore borings. In order to effectively target the Phase 2 borings and assign lab testing intervals, the Contractor shall thoroughly communicate field findings from each vibracore boring to USACE within ten (10) calendar days of borehole completion, which includes preliminary drilling logs and all field documentation. The core photographic mosaics, penetrometer data and preliminary drilling logs shall be submitted at the same time to allow USACE to select samples for testing. USACE review and feedback of Contractor submittals shall be in accordance with the submittal timeline shown in Table 2. A Draft Final Report shall be submitted to USACE for review and final comment. The Final Report shall include a description of the work, a map with the final vibracore boring locations, Final Drilling Logs for Phases 1 and 2, penetrometer records, core photographic mosaics, and lab test data, complete with gradation tables and curves for each sample tested and a summary table. In addition to the hard copy of the Final Report, the Contractor shall furnish electronic/digital files containing all the lab test data in Excel and PDF formats, the gINT project database file, and ArcGIS shapefiles, layers, or feature classes showing vibracoring locations. Electronic/digital lab test data files shall contain the project name at the top, boring number, sample identification number, depth of sample, visual classification, and percentage passing each sieve (highlight #200 sieve), visual percent of rock and shell content, and the mean and median grain size for each sample.
9. Target Coordinates. The following are the coordinates for the Phase 1 vibracores, referenced to NAD1983 NC State Plane Survey Feet. A shapefile is available on request.

The Final Report shall be bound and titled; “Subsurface Investigation and Geotechnical Laboratory Testing Results, Wrightsville Beach Coastal Storm Risk Management Project, Offshore Borrow Investigation,” containing all the elements and meeting the requirements herein. One hard copy of the Final Report shall be submitted by the Contractor, and deemed acceptable by USACE before final payment is made.
Final Submittals shall be made to the following recipient:
Mr. Mitchell H. Hall (CESAW-ECP-EG), Section Chief, Geotechnical and Dam Safety Section, 69 Darlington Avenue, Wilmington, NC 28403-1343.
One hard copy of the Final Report shall be mailed to Mr. Mitchell H. Hall and a digital copy shall be provided to the technical POCs, Mr. Fabian and Mrs. Bishop.
10. Safety. Safety of all parties is a major concern. The Contractor shall coordinate the work effort with the U. S.
Coast Guard and comply with all their requirements and requests. The Contractor shall ensure that drilling operations have a minimal effect on navigation. The Contractor shall comply with guidance established in the Corps of Engineers Safety Manual, EM 385-1-1, dated 30 NOV 2014 and any applicable State, Federal, and U. S.
Coast Guard regulations. The Contractor shall submit an Accident Prevention Plan to USACE for approval no more than four (4) calendar days following contract award. No field work shall be performed until the plan is mailto:Stephen.J.Fabian@usace.army.mil approved by USACE. The plan shall follow the guidelines established in EM 385-1-1 to include: the location of the work site; verified emergency contact information for the local US Coast Guard station(s); evacuation plan to the nearest medical facility; emergency radio frequencies and telephone numbers; required safety equipment;
certified first aid personnel; spill prevention and HAZMAT information; and an Activity Hazard Analysis. The Contractor shall be responsible for conducting a daily Safety Brief and Risk Assessment prior to commencing work each day. All personnel shall be properly clothed and protected for working on the water. Wilmington District reserves the right to halt drilling operations for any safety violation. The Wilmington Safety Officer is Mr. Bill Harris and he may be reached at 910-251-4698.
11. Anti-Terrorism and Operations Security.
The contractor shall pre-screen candidates using the E-Verify Program (http://www.uscis.gov/e-verify) website to meet the established employment eligibility requirements. The vendor shall ensure that each Candidate has two valid forms of government issued identification prior to enrollment to ensure the correct information is entered into the E-Verify System. An initial list of verified/eligible candidates shall be provided to the COR no later than 2 business days after the initial contract award. When contracts are with individuals, the individuals shall be required to complete a Form I-9, Employment Eligibility Verification, with the designated Government representative. This Form shall be provided to the KO and shall become part of the official contract file.
12. Payment Process
Payment of this contract is to be broken up into three portions. The first 60 vibracores is the first portion, the second 60 vibracores is the second portion, and the third portion consists of the remaining 55 vibracores with the completion of the final report and review of the entire dataset from SAW personnel. Each portion of the awarded contract represents 33% of the total amount awarded. The first and second portion of contract must include draft gINT core logs with grain size data, and core photographs. The third portion of the awarded contract will be paid out after the completion of USACE personnel reviewing the Final Report. The final report will include a description of the work, a map with the final vibracore boring locations, Final Drilling Logs, penetrometer records, core photographic mosaics, and lab test data, complete with gradation tables and curves for each sample tested and a summary table. In addition to the hard copy of the Final Report, the Contractor shall furnish electronic/digital files containing all the lab test data in Excel and PDF formats, the gINT project database file, and ArcGIS shapefiles, layers, or feature classes showing vibracoring locations. Electronic/digital lab test data files shall contain the project name at the top, boring number, sample identification number, depth of sample, visual classification, and percentage passing each sieve (highlight #200 sieve), visual percent of rock and shell content, and the mean and median grain size for each sample.

(d) Comptroller General Examination of Record. The Contractor shall comply with the provisions of this paragraph

(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor's directly pertinent records involving transactions related to this contract.
(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR Subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.
(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.
(e) (1) Notwithstanding the requirements of the clauses in paragraphs (a), (b), (c), and (d) of this clause, the
Contractor is not required to flow down any FAR clause, other than those in this paragraph (e)(1)in a subcontract for commercial items. Unless otherwise indicated below, the extent of the flow down shall be as required by the clause—
