SCOPE OF WORK

HVAC UNIT AT VISITOR ASSISTANCE CENTER

JOHN H. KERR RESERVOIR

1. Summary of Work

The work site is located at the John H. Kerr Reservoir Visitor Assistance Center (VAC), 1930 Mays Chapel Road, Boydton, VA 23917 in Mecklenburg County, Virginia. Services to be provided under this contract shall include all equipment, labor, supervision and materials.

The purpose of this contract is to replace the existing 7.5-ton Armstrong HVAC system and install one (1 ) two (2) new energy efficient Carrier HVAC system or equivalent at the John H. Kerr Reservoir Visitor Assistance Center.

2. Specifications for HVAC Units

a. Purchase and install 1 a new 7.5 ton HVAC unit system with 2 refrigerant circuits.

b. Disconnect and remove existing HVAC unit #5, disconnect and remove polyphase generator and properly dispose of off government property.

c. Reclaim the R-22 refrigerant from the existing heat pump unit, lock out/tag out electrical.

d. Remove the existing power wire and thermostat wire for unit.

e. Reconnect the existing power wires back to new unit.

f. Install two (2) New Carrier units equivalent to a 7.5 ton 14 Seer Energy Efficient Unit heat pump and an air handler unit with 15 kW electric heat, strip heater or equivalent to replace unit #5.

g. Install new smoke detector and connect to existing fire panel. Fire system is thru American Federal Security Victoria, VA (434) 676-3680.

h. Provide and install any needed duct work and duct transitions

i. Run a new line set from the condensing unit to unit #5

j. Flush existing refrigerant line set with RX 11

k. Reconnect the existing power wires back up to the new unit.

l. Provide new liquid type conduit and wire at disconnect to condenser unit.

m. Provide transitions to reconnect new air handler.

n. Install new programmable thermostat.

o. Leaks Test and pull a vacuum on the new system to 500 microns.

p. Start-up and check over unit for proper operation of new unit.

q. Commission system in accordance to the manufacturer’s recommendation.

r. Uphold warranty on new unit (5 year on parts, 1 year on compressor, 1 year on labor)

s. Installation includes connecting to existing (replacing wiring if necessary) wiring, connecting to existing ductwork (replacing if necessary).

t. New system shall be placed within the existing footprint of the existing system.

u. Air handler may require a stand to hold it on top of existing ductwork.

v. All installation shall be according to the National Electric Code and Building Code.

3. Site visit

It is recommended that the Contractor perform an onsite visit to become familiar with the nature and location of the work by inspection of the site; noting the local conditions, security, safety, equipment and facilities required for the work, and all other factors which may affect the work or costs to perform the work.

4. Period of Performance

All work shall be completed within 180 days from date of award. Work must be scheduled between 8:00 AM and 4:30 PM Monday through Friday excluding Federal Holidays and inclement weather days. Any work performed outside this timeframe must be approved by the appointed Contracting Officer’s Representative (COR).

Upon commencement, the Contractor shall work every business day until job is complete.

5. Safety

All work must be performed in accordance with all applicable federal, state, and local building codes. The contractor must comply with all current OSHA regulation, and requirements contained in EM 385-1-1 US Army Corps of Engineers Safety and Health Manual. Materials shall be installed in accordance with the manufacturer’s specifications, details, and workmanship requirements. The contractor shall be responsible for protecting Government property and undisturbed land not intended for modification, from damage. Any damaged property shall be repaired to its original condition by the contractor at their own expense. The contractor will be responsible for removal and proper disposal of the existing HVAC system components.

6. Correction of Unsatisfactory Work

If the work is found to be unsatisfactory, the contractor will be liable for all costs in connection with correcting such errors where the errors are deemed by the contracting officer to be the result of careless or incompetent performance by the contractor’s employees.

7. Liability and Release of Claim

The Government shall not be liable for any damage, loss, or destruction of real or personal property of the Contractor or of employees of the Contractor, or of any individual, partnership or corporation, which results from the operation of or accident to their equipment. The Contractor shall agree to hold and save the Government, its officers, agents, and employees free from all liability from any or all injury, death, loss, damage, or destruction of personnel and/or property caused by or in connection with services required by this contract.

8. Public Safety

The contractor will be responsible for safeguarding the work site at all times. The contractor shall provide adequate signing and barricades and take necessary safety measures to protect the public during all construction operations. At the close of each workday, the contractor shall ensure all materials and equipment is locked and secure, and the worksite does not pose any potential hazards to the general public.

9. Storage of Equipment and Materials

The contractor shall store materials and equipment only in areas approve by the COR. The Government will provide the contractor with a secure storage area near the construction site. However, the Government is not responsible for any theft, vandalism, or damage. The contractor must store all materials per manufacturer recommendations.

10. Antiterrorism/Operations Security Requirements (AT/OPSEC)

The Contractor will be required to adhere to the following conditions:

Access and General Protection/Security Policy and Procedures: All contractor and all associated sub‐contractors employees shall comply with applicable installation, facility and area commander installation/facility access and local security policies and procedures (provided by government representative). The contractor shall also provide all information required for background checks to meet installation access requirements to be accomplished by installation Provost Marshal Office, Director of Emergency Services or Security Office. Contractor workforce must comply with all personal identity verification requirements as directed by DOD, HQDA and/or local policy. In addition to the changes otherwise authorized by the changes clause of this contract, should the Force Protection Condition (FPCON) at any individual facility or installation change, the Government may require changes in contractor security matters or processes.

Pre‐screen candidates by using E‐Verify Program: The Contractor must pre‐screen Candidates using the E‐verify Program (http://www.dhs.gov/E‐Verify) website to meet the established employment eligibility requirements. The Vendor must ensure that the Candidate has two valid forms of Government issued identification prior to ensure the correct information is entered into the E‐verify system. An initial list of verified/eligible Candidates must be provided to the COR no later than three business days after the initial contract award.

11. Pre-work Conference

A pre-work conference will be scheduled on a mutually convenient date and place prior to the commencement of work in order to discuss the above information.
