Statement of Work Security / Fire / Camera System Upgrade – Supply & Installation
Philpott Powerhouse, Bassett, VA 24055
Summary of Work:
The Contractor shall furnish all labor, equipment, materials, parts and services necessary to install a new security system and a new the fire detection system at the Philpott Powerhouse located in Bassett, VA.
The existing camera system shall be upgraded as stated below. Damage occurred to the systems caused by a fire in and around its location. The contractor shall evaluate the condition of the camera system and make necessary repairs and upgrades to make the system functional according to the specifications and drawings.
Needed Repairs/replacements/installation for the camera system may include but is not limited to, conduit, communications cable, power cable, junction boxes, programming the new equipment, and functional testing.
The Contractor shall participate in the Corps’ Hazardous Energy Control Program, ensuring all hazardous energy is isolated before the work begins. The Contractor shall provide its own locks for the isolation devices.
Contractor Qualifications:
Refer to the requirements for the Lowest Priced, Technically Acceptable offer on the last page of this Statement of Work.
Technical Requirements:
Fire Detection System
1. Replace the existing fire detection system to perform to the conditions listed below and in the drawings:
a. Replace the existing system with a new system that will meet the requirements of an ADT-
UNIMODE 5, or equivalent.
b. Install new detectors at all existing locations and the new locations shown on the drawings.
c. Install new detectors at new location at the following: Two on the generator floor, two in the new switchgear building, one in each of the two generator housings, and two new pull stations in the new switchgear building. Refer to drawings.
d. Replace all pull stations and notification devices with new equipment.
e. Verify proper operation of the entire system and all detectors after installation.
f. A dry contact shall be provided from the system to allow for remote notification through the existing computer monitoring system (SCADA). It shall be capable of withstanding 130VDC, at 10 amps.
Security System
2. Replace the existing security system to perform to the conditions listed below and in the drawings:
a. Replace the existing system with a new system that will meet the requirements of a C Cure System, Inc. or equivalent.
b. Install two new door contacts in the switchgear building, two new motion sensors in the switchgear building, and a new keypad in the switchgear building. Refer to drawings.
c. Install new magnetic contacts on the main entrance gate.
d. Replace all existing sensors and ensure they are functioning correctly.
e. A dry contact shall be provided from the system to allow for remote notification through the existing computer monitoring system (SCADA), capable of withstanding 130VDC at 10 amps.
Camera System
3. Upgrade the existing camera system to perform to its original condition, with the following upgrades:
a. Replace all of the existing damaged and functioning cameras with newest model of the existing camera.
b. Install one PTZ in the switchgear building, two fixed cameras in the switchgear building, one additional PTZ camera in the control room, and two new cameras in the generator high bay area approximately 15’ above the floor.
c. Supply and install a new DVR for the cameras and install it at the existing location at the Visitor Assistance Center at Philpott. The DVR must be equivalent to the current DVR and must be compatible and connected to the existing communications link to John H. Kerr Powerhouse.
d. Verify that all cameras are fully functional and are recording through the DVR at the Visitor Assistance Center at Philpott and viewed at both Philpott and Kerr.
All work shall comply with the National Electrical Code.
Submittal Report Requirements upon completion of evaluation and inspection:
The following shall be submitted for review and approval before any equipment is purchased. If the contractor purchases material before the approval, then they are accepting the risk that the equipment may be disapproved and not allowed to be used.
1. Overall work plan showing locations of new cameras, sensors, and fire detection sensors.
2. Operations manual for cameras, fire sensors, door switches, control panels, keypads, electrical cable, pull stations, and any other pertinent equipment that will be supplied and installed in this project.
3. Accident Prevention Plan
4. Testing plan for each of the three systems and verify proper operation of each.
Safety Requirements:
The Contractor shall follow the most recent U.S. Army Corps of Engineer’s EM 385-1-1 Safety Manual including changes, OSHA regulations, state DOT regulations, and any regulations and rules set by the Contractor. All employees must wear safety boots with toe protection, hardhat and high visibility vest when working in a partial closed or opened roadway and around moving equipment. An Accident Prevention Plan must be submitted before work can begin on site.
Correction of Unsatisfactory Work:
If the work is found to be unsatisfactory, the Contractor shall be liable for all costs in connection with correcting such errors where the errors are deemed by the Contractor or COR to be the result of careless or incompetent performance by the Contractor’s employees.
Schedule:
All work shall be completed no later than 120 days after the official Notice to Proceed is given.
Security:
Access and General Protection/Security Policy and Procedures: All contractor and all associated sub-contractors employees shall comply with applicable installation, facility and area commander installation/facility access and local security policies and procedures (provided by government representative). The contractor shall also provide all information required for background checks or background investigation and to meet installation/facility access requirements to be accomplished by installation Provost Marshal Office, Director of Emergency Services or Security Office. Contractor workforce must comply with all personal identity verification requirements as directed by DOD, HQDA and/or local policy. In addition to the changes otherwise authorized by the changes clause of this contract, should the Force Protection Condition (FPCON) at any installation or facility change, the Government may require changes in contractor security matters or processes.
Pre-screen candidates using E-Verify Program.
The Contractor must pre-screen Candidates using the E-verify Program (http://www.uscis.gov/e-verify) website to meet the established employment eligibility requirements. The Vendor must ensure that the Candidate has two valid forms of Government issued identification prior to enrollment to ensure the correct information is entered into the E-verify system. An initial list of verified/eligible Candidates must be provided to the COR no later than 3 business days after the initial contract award.

NOTE 2: IN ORDER TO BE CONSIDERED TECHNICALLY ACCEPTABLE, THE CONTRACTOR
MUST SUBMIT THE FOLLOWING WITH THEIR PROPOSAL:
PAST EXPERIENCE:
a) Offeror’s are required to submit prior experience of recent and relevant contracts/projects.
Contracts/Projects can be performed with Federal, State, local or private companies. Government contracts are preferred but not required.
b) Contracts/Projects that are relevant are defined as those that are similar to the requirements of the Statement of Work (SOW). Contracts/Projects that are recent are defined as those that have been completed within the last five (5) years.
c) A minimum of two (2) contracts/projects shall be provided to include contract number, title of project, detailed description of work performed, and Point of Contact. Please do not submit more than five (5) contracts/projects.
d) In order for an offeror to be determined technically acceptable, the offeror must show previous experience with the type of work described in the SOW. Offeror’s must show previous experience on a minimum of two (2) contracts/projects.
e) The Contractor must have a Virginia Class A contractor’s license.
