RFI’s for solicitation

1) 2. General Requirements

……… (last sentence) All repairs (parts and labor) under $1,500.00 are covered in the monthly unit price as a part of maintenance and repairs on cranes, hoist, scales, dock levelers, and vehicle lifts equipment as described in Section 1.3. The Contractor is not responsible for repairs needed due to Non Fair Wear and Tear (NFWT).

Question: Just to clarify all repairs under $1,500.00 is the responsibility of the contractor as part of the Monthly Fixed Firm Pricing?

Answer: YES.

Question: Is this $1,500.00 or less repair limited to one repair per individual unit / per performance period (i.e. base year)?

Answer: NO, all repairs under $1,500.00 is the responsibility of the contractor.

Or per incident; which means that one individual unit may require multiple repairs under $1,500.00 in the same performance period?

Answer: YES, all repairs under $1,500.00 is the responsibility of the contractor.

2) Para 3.1.1 The Contractor shall perform daily, monthly quarterly, semi-annual, and annual inspections according to scheduled requirements found in Technical Exhibit. Technical exhibit does specify inspection cycles for hoists/cranes or frequency.

Question: Does each individual Hoist/Crane listed in the TE (totaling 479 units) require a detailed MONTHLY component inspection (which would require the contractor to access each unit utilizing a man lift to physically inspect all systems and component each month?

Answer: YES, each individual Hoist/Crane requires inspections according with the frequency schedule. Technical Exhibit will be updated to reflect schedule frequency.

If not are all 479 individual units inspected on a quarterly, semiannual or annual rotation basis (i.e. quarterly- all 479 units inspected once every 90 days, semi-annual- all 479 units inspected once every 180 days, annually- all 479 units inspected once annually)?

Answer: All 479 units is required to be inspected according with the frequency schedule. Technical Exhibit will be updated to reflect schedule frequency.

LOAD TESTING of Hoist/Cranes, Dock Levelers. The solicitation does not address load testing?

Question: Does this solicitation require annual load testing of Hoists/Cranes and or Dock Levelers? If so is this considered part of Para 2. General Requirements and considered part of the Fixed Firm Pricing structure or will this be a separate line item?

Answer: Answer: This Solicitation does not require an annual load testing of hoists/cranes and or Dock levelers.

However Load Testing is required for any new, repaired or altered crane or hoist prior to being put back into use.

YES, this requirement is part of the Firm Fixed Pricing Structure.

Question: Does this solicitation desire to follow industry and regulatory standard of load testing when new equipment is install, modified and when any load bearing component is repaired or replaced?

Answer: YES, Load Testing is required for any new, repaired or altered crane or hoist prior to being put back into use.

Item 1: Repairs under $1,500.00

Section 2. General Requirements “…All repairs (parts and labor) under $1,500.00 are covered in the monthly unit price as a part of maintenance and repairs on cranes, hoist, scales, dock levelers, and vehicle lifts equipment as described in Section 1.3. The Contractor is not responsible for repairs needed due to Non-Fair Wear and Tear

(NFWT).”

Question: Are you able to provide the historical data regarding the total number of hoist/crane incidents over the last five years that were repaired within this $1,500.00 threshold?

Answer: No, this data is managed by the current Contractor. Contractor may or may not elect to share.

Question: Is this $1,500.00 or less repair limit refer to one repair per individual unit, per performance period (i.e.

base year), or per incident (multiple repairs, all under $1,500.00, of the same unit during the same performance period)?

Answer: NO, all repairs under $1,500.00 is the responsibility of the contractor.

Question: Is it the intent of DPW to require the contractor to maintain a general stock of normal consumable repair parts on-site, such as fuses, festoon flat cable, pendant round cable, control transfers, pushbutton stations, and other high-use items to reduce downtime and allow for simple, quick repairs on units that may be returned to immediate service under this $1,500.00 cap?

Answer: YES, the contractor shall assure parts availability for continues operations of contracted equipment.

3) Item 2: Inspection Intervals and Reporting Paragraph 3.1.1 “The Contractor shall perform daily, monthly, quarterly, semi-annual, and annual inspections according to scheduled requirements found in Technical Exhibit.” The Technical Exhibit does not identify the required inspection schedule (cycle) for each individual hoist/crane.

Question: Should the Technical Exhibit display the desired inspection cycle for each individual unit?

Example:

Noun Bldg. Inspection Cycle

B Crane 2-3456 Monthly, Annual

M Crane 3-1634 Monthly, Quarterly

According to OSHA 1910.179(j)(1)(ii)(a) Frequent inspections are defined as daily to monthly intervals.

Industry standards and OEM mandates require the operator perform a daily operational checklist prior to use.

Answer: YES, each individual Hoist/Crane requires daily – monthly intervals inspections. Technical Exhibit will be updated to reflect schedule frequency.

4) Paragraph 3.1.1 “Contractor shall perform daily inspections.”

Question: Does DPW require the contractor to perform a “daily” frequent inspection on each individual hoist/crane listed with the Technical Exhibit? If so, is DPW aware that this would require approximately 10 full-time, qualified service technicians to execute this requirement?

Answer: YES, each individual Hoist/Crane requires daily - monthly intervals inspections. Technical Exhibit will be updated to reflect monthly frequency.

Question: Is it the intent of DPW for the contractor to perform a frequent inspection and provide a completed inspection report for all hoists/cranes listed with the Technical Exhibit every calendar month?

Answer: YES, inspections are mandatory and require a formal record; Technical Exhibit will be updated to reflect schedule frequency.

If so, would the solicitation then read: “The contractor will perform a comprehensive frequent (monthly) inspection on all hoists/cranes listed with the Technical Exhibit each calendar month and provide the completed inspection report to the COR.”

Answer: YES. Technical Exhibit will be updated.

According to OSHA1910.179(j)(1)(ii)(b) Periodic inspections are defined as 1- to 12-month intervals. DPW can set the intervals between 1 to 12 months as long as the periodic inspection does not exceed 12 months. Industry and normal military operating standards require one periodic “annual” inspection every 12 months, except for idle cranes.

Question: Does DPW intend for all hoists/cranes listed with the Technical Exhibit to receive periodic inspections on a quarterly, semi-annual, and annual basis or one periodic (annual) inspection every 12 months?

Answer: YES, each individual Hoist/Crane requires 1 to 12 monthly intervals inspections. Technical Exhibit will be updated to reflect monthly frequency.

Question: Does DPW desire the contractor to maintain and provide a digital database of all equipment, including inspections, schedules, pending repairs, repairs in progress, locked out equipment, and other pertinent information as part of this inspection program, and at no additional cost? If so, does DPW wish this done on a weekly or monthly basis?

Answer: Monthly, the Contractor shall document the inspections and maintain records of corrective or preventative actions. Performance Standards a) STD: Records shall be kept and made available to the Government. AQL:

Records will be available throughout the performance period PWS 3.10.3 The Contractor shall furnish a copy of all routine maintenance service tickets weekly to COR.

. AQL: 100% Contractor shall submit all equipment service tickets weekly to COR for review.

Question: Regarding the annual inspection requirement for dock/ramp levelers and vehicle lifts, may the contractor implement an inspection program to allow for inspections to be distributed equally over a 12-month period as long as the inspections do not exceed the 12-month requirement?

Answer: Yes, The contractor may opt to equally distribute all annual inspections for dock/ramps levelers and vehicle lifts certification as long as the inspections do not exceed the 12 months requirements.

5) Item 3: Firm Fixed Pricing for Follow-up IDIQ Work

Question: Does the Contracting Officer/DPW desire for bidders to provide additional IDIQ structured firm fixed pricing for future consideration?

Example:

Crane Load Testing:

1 ton and less $ ______________

2-4 ton crane $ ______________

5-7.5 ton crane $ ______________

8-12 ton crane $ ______________

13-19 ton crane $ ______________

20-30 ton crane $ ______________

35 ton crane $ ______________

Hourly Repair Labor Rate: $ ______________

Specialized Equipment:

Standard Scissor Lift up to 32’ $______________ per day

Standard Scissor Lift up 32-40’ $______________ per day

Welding Machine $______________ per day

Answer: No,

6) Item 4: On-site Staging Contractor Office/Equipment Laydown Area:

Question: Will the DPW provide a 175’ x 175’ area (preferably concrete) with electrical and phone connections for the contractor to maintain an on-site office, storage container, and staging area for manlifts, vehicles, forklifts, and test weights?

Answer: The Government will not provide the Contractor with adequate administrative office space and a space to store supplies and equipment, however, at the Government’s discretion and convenience, office space and storage space may be provided on a space-available basis. Office space should be consistent with Army standards for administrative areas, should be 300 square feet or greater in size, and should be environmentally controlled. Office space will have access to restrooms and drinking water. Mechanical rooms or communication rooms will not be used as Contractor office space. The Government may provide a safe and adequate area for storage of materials and equipment on a space availability basis.

7) Item 5: Tagging and Identification

Question: Does DPW require the contractor to place an inspection tag on the pendant/controller of each hoist/crane to display the most recent periodic (annual) inspection date and the date of the next annual inspection? This will allow any operator to know definitively that the unit is in compliance and able to be used.

Answer: Tagging is not require in this solicitation and either by 29 CFR 1910.179 overhead and gantry cranes.

8) Revised PWS 3.1.1 states that inspections shall be performed daily, monthly, quarterly, semi-annual and annually according to scheduled requirements found in Technical Exhibit. The Technical Exhibit does not list the frequency for each crane. Our question is price is based on how many times a unit is PM/inspected, will all 479 Hoist & Cranes be done once a month?

Answer: Answer: YES, each individual Hoist/Crane requires inspections according with the frequency schedule.

Technical Exhibit will be updated to reflect schedule frequency. PM and inspection will not be required for all 479 Hoist/Cranes monthly. Frequency schedule will depend on the nature of the critical components and its uses.

9) Scales per 3.2 are to be done semi-annually but Item No 0002 states monthly for DLA Scales and there are only (3) units on the list, how would you price that? Same with 3.3 Dock Levelers are to be done annually along w/Lifts and that is all lump in with the Crane & Hoist on Item # 0001 monthly, again how is that to be priced.

Answer: Firm fixed semi-annually, Firm Fixed monthly for DLA, No.0002 DLA has a separate CLIN structure because this agency is external to DPW.

Answer: #0001 Monthly cost is base on the services required for scales semi-annually, dock levelers and lifts and cranes/hoist.

10) Submission Instructions states NOT Authorized paper proposals or e-mail / fax transmission, that offer must be submit through FBO website – there is no Electronic Response Tab on this solicitation for submittal, will that be added to the solicitation?

The announcement on FBO.gov will be changed to allow for electronic submission.

*** Please note: All periods of performance for base and additional option years expressed in the CLIN verbage shall be adjusted according to the date of contract award.
