II. STATEMENT OF SERVICES

1. Purpose. The Wilmington District (USACOE) would like to perform a Ground Penetrating Radar (GPR) investigation inside the concrete outlet conduit at the Falls Dam Outlet works. The purpose is to detect any voids in the concrete, the rebar locations, if possible the location of a water stop, and if the GPR can penetrate the concrete, any voids in the soil on the outside of the conduit.

2. Description of Work. Falls Lake Dam is a Corps of Engineers (USACE) earthen dam on the north side of Raleigh, NC. A plan view of the dam is shown in Figure 1. During a routine conduit inspection of the concrete outlet works conduit, minor leaks were discovered at the construction joint of monoliths C-7 and C-8. See Figures 2, 3, and 4 for the joint location. The conduit is elliptical in shape as shown in Figure 2, about 19 feet high, 15 feet wide, and about 270 feet long. The leaks are on the right abutment side of the conduit above or in the curve of the elliptical conduit. The flow was measured as 0.28 gallons per minute (gpm). The thickness of the concrete varies at this joint with C-7 being 2.5 feet thick and C-8 being 2.0 feet thick.

Located at the joint is a nine (9) inch long water stop also shown in Figure 2. The exact depth of the water stop in the concrete is unknown. The walls of the conduit are lined with a fine-grained soil like material from the floor of the conduit to just above the discovered leaks, see Figure 5. The contractor shall remove this material prior to performing the GPR work where it may interfere with performing the GPR work. The GPR investigation shall be located along a line about two (2) feet above the leaks for the entire length (270 feet) on both sides of the conduit wall. No ladders should be necessary for this work. In order to perform the work being solicited, USACOE shall close the conduit reducing the outlet flow. However, a flow of two to six (2 – 6) inches of water will remain in the conduit after the conduit is shut down. The conduit can be shut down for a maximum of five (5) hours per day. The conduit is a confined space entry requiring lock-out tag-out, confined space training, and equipment such as gas meters.

The conduit shut down of five (5) hours per day includes about 45 minutes to one (1) hour for lock-out tag-out procedures to take place at the outlet works intake tower on the lake side of the dam. The contractor shall provide all equipment necessary to perform the work described and all accessories such as cables, radios, gas monitors, PPE, PFD’s, etc. It is required to have at least one person outside of the conduit to be in contact with the personnel inside the conduit a two way communication device, such as a walkie talkie, as a safety measure. Access to the conduit is only by boat launched into the water just downstream of the dam, see Figure 8.

3. Government Furnished Materials. Upon award of the contract, the Government will furnish the Contractor with the following:

Two small john boats, to carry personnel and necessary equipment to the conduit entrance, can be delivered to the parking area downstream of the fishing pier. One boat can carry 2 people and the other 4 people. The boats are to be paddled. No powered motors allowed. The Contractor shall be responsible for launching the boats. See Figures 6 and 7, to view the area around the fishing pier the work. Call Ms. Banaitis to arrange for the boat.
