SPECIFIC POSITION WORK STATEMENT FOR

W. KERR SCOTT RESERVOIR

BANDITS ROOST CAMPGROUND PARK ATTENDANTS

BANDITS ROOST– 2

2018 (Base) 2019 (Option) Definitions:

1. Park Attendants and Contractor are used interchangeably. Once the bid has been awarded and all information is received, the individuals are contractors for the United States government. The working title is Park Attendant.

2. U. S. Army Corps of Engineers – abbreviated as USACE. Employing agency involved in these contracts.

3. Contract: Legal binding document between private citizen and U.S. government.

I. NUMBER OF CONTRACT POSITIONS: This Job Description Sheet is for the “Bandit’s Roost 2” park attendant contract for Bandits Roost Campground. This contract is for approximately 7 months. The park attendants will work a “4-day on 4-day off” rotation throughout the contract period.

II. BANDITS-2: Park Attendant for Bandits Roost Campground Base Year Dates: 05 April to 31 October 2018 (Required Training is 29-30 March) Total Number of Working Days: 108 (including 2 days of training) Option Year Dates: 05 April to 31 October 2019 (Required Training is 28-29 March) Total Number of Working Days: 108 (including 2 days of training)

III. PARK DESCRIPTION: Bandits Roost Campground is located on W. Kerr Scott Reservoir, 3 miles west of Wilkesboro, NC at the end of Jess Walsh Road, in Wilkes County. The Campground contains 102 campsites (81 with water & electric), a boat ramp, a playground, two bathhouses, two dump stations, a small amphitheater, and a group shelter with seven tent sites. Bandits Roost campground is located approximately 2 miles from the Visitor Assistance Center. Park rangers and Wilkes County Deputies routinely patrol the areas. Routine patrol of the campground is approximately 1-1/2 miles. Park attendants are required to conduct two (2) routine patrols per day to spot check for problems only.

IV. HOURS OF WORK: The park attendants will work a 4 day on followed by a 4 off schedule. The operation hours are as follows: Sunday – Thursday 9:00am until 9:00pm and 8:00am until 10:00pm on Friday and Saturday. One person of the two-person team may alternate hours of duty. Park attendants shall remain on duty at their host site during their 4-day duty schedule for emergencies and to allow access to the park.

V. TRAINING & ORIENTATION: The 2-day training session is required prior to beginning work.

Training days are included in the total number of days worked and will be paid at the quoted price per day. Refer to part II, above, for actual dates of training.

VI. AREA SPECIFIC PROVISIONS & REQUIREMENTS:

1. Attendants shall issue day use passes to visitors, register campers using a government computer, collect fees, answer telephone, and provide park visitors with park information and Title 36 information.

2. Attendants will record all information required on a log sheet from park visitors (tag number, vehicle description, etc)

3. Attendants will operate the life jacket loaner program while on duty. Inspect all life jackets daily for damage and fill out an inspection form weekly. Life jackets must be displayed for park visitors to view them at the gate house.

4. Attendants shall be responsible for directing ice and wood sales to the honor vault in the gate house for Friends of W. Kerr Scott Lake non -profit group.

5. Attendants shall be responsible for opening the campground woodshed at the beginning of the shift and closing the woodshed at the end of the shift.

6. Attendants shall perform all tasks as specified in the General Specifications section of this contract.

VII. FEE COLLECTION: Bandits Roost Campground operates on the ORMS computer systems. All fees collected will be kept in the wall safe located in the gate house while the contractor is on the scheduled 4 day shift. Contractor shall complete a “Bill for Collection” according to prescribed procedure. Any discrepancies are to be adjusted and reported to the Contracting Officer’s Representative at the time of submittal. Banking is available in Wilkesboro and the round trip mileage for banking is approximately 10 miles. Contractor is responsible for converting fees collected (cash and coins only) to certified check or money order. All expenses incurred are the contractor’s responsibility. The bill for collections, receipts, and certified check or money order must be submitted the following business day after the end of the 4 day shift. Submission is to be made at the Visitor Assistance Center. The contractor shall receive a receipt upon submittal of bill for collections. Bill for Collection procedures includes a stamped envelope every time funds are turned in.

VIII. EVALUATION OF PARK ATTENDANTS AND AUDITS: Park attendant contractors will be evaluated by the COR or a designee approximately three times during the contract period. A sample of the evaluation sheet is attached to this specific scope of duty. Random and unannounced audits will be performed throughout the year to ensure proper collection of fees and all procedures are being followed correctly.

IX. OFFICE SUPPLIES, COMPUTER, AND PRINTERS: One government owned computer, one small receipt printer, one letter size printer will be provided for use by the government. Paper and ink for the small receipt printer and letter size printer will be provided by the government. All office supplies such as but not limited to, stapler, staples, paper clips, pens, writing paper, rubber bands, and tape, will be provided by the contractor. Supplies can be shared by both sets of park attendants. Cost of these products should be included in bid price.

X. PARK PATROL: Bandit’s Roost Campground is divided into 2 major areas designated as the “A” and

“B” sides. The park attendant, while on scheduled shift, is required to make at least 2 patrols a day. These patrols should consist of inspecting the campground for problems or violations of Corps rules and regulations (Title 36). All hazards and/or other safety information should be reported to the park rangers on duty. At no time should the park attendant confront or engage in a situation involving the public violating a rule or law. All violations observed must be reported to the park rangers on duty.

XI. CLEANING & MAINTENANCE: Attendants shall maintain the gatehouse in a clean and sanitary condition at all times, including a non-public restroom. Materials and supplies are to be provided by the park attendant contractor. This includes but is not limited to: window cleaner, paper towels, mop, broom, mop bucket, toilet paper, etc. Costs for supplies should be included in the bid amount.

XI. UNIFORMS: Contractors shall wear a uniform consisting of Khaki-colored slacks, shorts, or skirt and a forest green “polo-style” or “golf” shirt. Contractor shall purchase these items. Cost is estimated to be $300.00 for the 2-person team. The government provides patches. Uniforms and nametags must be worn at all times during duty hours.
