Program/Equipment: JSOC/Honeywell

Justification and Approval for Other Than Full and

Open Competition

HONEYWELL PRODUCTS FOR JSOC

1. Contracting Activity:

US Army Corps of Engineers, Wilmington District

2. Description of Action:

Project SC-00006-16 Building 3-1750 Renovation is a new contract for construction to modify areas on the first and second floors of building 3-1750 to accommodate new mission requirements relating to mission command and training space. The scope of work includes architectural, plumbing, mechanical, electrical, telecommunications, and fire protection work.

The estimated total value of the acquisition is approximately . The part of the acquisition affected by this J&A is estimated at $19,260.00. There is an option in the bid schedule as follows:

“Furnish all labor, equipment, transportation, and materials necessary to replace the existing FS90 fire alarm control panel with a new Honeywell XLS140 fire alarm control panel. All work shall be in accordance with the contract drawings.”

3. Description of Supplies/Services:

The project includes an option to replace the existing FS90 fire alarm control panel with a new Honeywell XLS140 fire alarm control panel.

4. Authority Cited:

The authority for this sole-source acquisition is FAR 6.302-1(c) Only one responsible source and no other supplies or services will satisfy agency requirements, 10 U.S.C. 2304(c)(1) and FAR 6.302-1, Brand Name Exception.

5. Reason for Authority Cited:

FAR 6.302-1: There is an existing Honeywell presence in the building, including the existing proprietary Honeywell main server, which must communicate with all new or replaced fire alarm items. The property or services needed by the agency are available from only one responsible source and no other type of property or services will satisfy the needs of the agency without the potential for large cost increases, loss of system function and capability, and/or additional scope to replace all items, including the main server.

(a) Background: The existing fire alarm and mass notification system installed throughout building 3-1750 is currently Honeywell. The Honeywell control panels in Building 3-1750 communicate back to a Honeywell main server which acts as the central monitoring station for building 3-1750 and other surrounding buildings. The design will reuse this server and replace the control panel. The intent is to reuse the existing Honeywell equipment to minimize cost.

(b) Justification: FAR 6.302-1(c) allows for limiting competition to those sources who can provide a brand name product. The existing proprietary Honeywell system is located in a secure buildings within a highly secure compound. Currently, only Honeywell certified contractors have the security clearance to perform maintenance on the existing system.

(c) Prior Acquisitions: No prior in-house listings.

(d) Impact: If this Brand Name Justification is not approved additional efforts and maintenance will be required if components from various manufacturers are combined into a single system. Increasing competition by allowing full replacement of the fire alarm system for this renovation project is cost prohibitive. Full replacement of the existing system would also result in unacceptable gaps in service from system outage and put the health and welfare of building occupants at high risk. Without having an entire fire alarm system that is Honeywell there is a life-safety risk that the systems will fail to properly communicate with the existing Honeywell system.

6. Efforts to Obtain Competition:

No information exists detailing the original acquisition strategy that led to the existing Honeywell presence in the building and on the base.

7. Actions to Increase Competition:

Multiple vendors can supply Honeywell equipment. A sources sought was recently posted for a current similar scope project that multiple vendors responded capable of supplying this brand name product indicating that while we will be limiting the products used to a brand name product, there will be competition among contractors who can supply said product.

8. Market Research:

Construction is not considered commercial and the Honeywell component is considered a minor aspect therefore as a construction action there are no mandatory sources. Based on market research of other similar size and scope projects in the area, there are multiple vendors that can supply Honeywell devices and equipment. Market Research was conducted IAW FAR part 8 and part 10 on 02 June 2017 with little other guaranteed compatible products found.

9. Technical Certification:

I certify that the supporting data under my cognizance, which is included in this abbreviated Justification and Approval is accurate and complete to the best of my knowledge and belief. The requirement herein described is a valid requirement for the activity named in this justification.

The technical and requirements information contained in this justification represent the minimum needs of the Government. The only way to satisfy this requirement is by limiting the competition as described herein.
