SCOPE OF WORK
Subsurface Investigation and Geotechnical Laboratory Testing Results, Charleston Harbor, Post-45 Preconstruction Engineering and Design, Beneficial Use of Disposal Material Charleston County, SC
I. GENERAL REQUIREMENTS
1. General. The Contractor shall furnish all labor, equipment, supplies, tools and incidentals necessary to perform the Vibracore Sampling, develop Drilling Logs, perform soils laboratory testing, and provide other services as specified herein. Vibracore Borings are located within the following reaches of Charleston Harbor; Wando, Bennis, Rebellion Reaches and within the Charleston Harbor Entrance Channel. See Figures 1, 2 & 3 (Attached) for vibracore boring location, water depths (MLLW), and channel stationing. The results from the vibracore drilling effort will be evaluated by both Wilmington and Charleston Districts for developing the Beneficial Use of Dredged (BUD) Material plan for Preliminary Engineering and Design (PED) of the Charleston Harbor Post-45 Deepening.
An additional option to this contact is conducting a washprobe sounding investigation. The washprobe soundings are located in the outer 7-miles of the Entrance Channel, which includes the proposed 3-mile extension (See Figure 4-Attached). These soundings will be utilized to verify refusal conditions in the Entrance Channel for the project PED phase.
2. Employee Supervision and Non-Personal Services. The Contractor’s employees shall at all times conduct themselves in a manner compatible with the non-personal services nature of this contractual instrument. The Contractor’s workforce shall under no circumstances allow themselves to be under the supervision and control of a U.S. Army Corps of Engineers (USACE) officer or employee.
3. Responsibility. The Contractor shall furnish qualified personnel to ensure the accomplishment of work specified in this Scope of Work (SOW). Additionally, the Contractor shall furnish all services, equipment, personnel, and travel required in connection with this SOW.
4. Direction. The Contractor shall accept directions only from the Wilmington District Contracting Officer (KO), Ms. Charlenne Figgins (910-251-4473). Requests or desires of the Users, Using Agency, or any other party made directly to the Contractor shall be immediately brought to the attention of the KO for this Contract. Any changes to this SOW must be authorized in writing by the KO.
5. Request for Payment. The Contractor shall prepare and submit the request for payment using ENG Form 93. The ENG Form 93 shall be submitted for payment processing to: U.S. Army Engineer District, Wilmington, ATTN: CESAW-TS-EE, 69 Darlington Avenue, Wilmington, NC 28403. When submitting for final payment, include a Release of Claims Statement on the ENG 93. The following statement is acceptable:
“The undersigned Contractor, under Contract Number ________________ between the United States of America and said Contractor for ___________________________________________, hereby releases the United States, its officers, agents, and employees from any and all claims, demands, or liabilities of any kind arising under, by virtue of, or in any matter related to, said contract or any modification or change thereof, including, but not limited to, any claims under the Contract Disputes Act or the Equal Access to Justice Act, except for the following claim(s) in the stated amount(s):

6. CONTRACTOR Responsibility Clause and Dispute Resolution. CONTRACTOR Responsibility is covered under FAR clause 52.236-23. The USACE and the Contractor agree to cooperate with each other in the resolution of issues arising under this contract, to include use of non-binding alternative dispute event resolution techniques where appropriate and mutually acceptable. In the event of legal action brought by others against either or both parties, the USACE and Contractor agree to cooperate with each other to the greatest extent practicable.
7. Coordination. The Wilmington District technical points of contact for this task order are Mr.
Kelley Kaltenbach (910-251-4879) and, in his absence, Mr. Carl Baynard (910-251-4089). The Contracting Officer’s Representative (COR) is Mr. Mitchell Hall (910-251-4742). All submittals shall be made to Mr. Hall (ATTN: Hall, CESAW-ECP-EG). The Contractor shall designate a project manager who shall be the principal point of contact for the Wilmington District in administering this contract. The Contractor's project manager shall be responsible for all coordination to ensure the work is accomplished in a professional manner. Any directions given that are viewed by the Contractor as a change to the SOW affecting contract fee and time shall be brought to the immediate attention of the KO or the COR.
II. STATEMENT OF SERVICES
1. Description of Work.
Base Contract: The Contractor shall perform a total of 29 vibracore borings for this contract. The vibracores shall be advanced to a maximum depth of 20-feet or to refusal, whichever is encountered first. The locations of all borings have been established and are shown in Figures 1-3 (Attached). The borehole coordinates are given in Table 1 in SC State Plane NAD 83 International Feet. All depths will be referenced to Mean Lower Low Water (MLLW).
The Contractor shall perform sampling procedures on all borings in accordance with the paragraph “Vibracore Sampling”.
The Contractor shall complete Preliminary and Final Drilling Logs for all borings in accordance with the paragraph “Drilling Logs”.
The Contractor shall take detailed photographs of the cores that highlight the changes in stratigraphy with elevation referenced to MLLW. These will be submitted with the Final Drilling Logs, as referred to above.
The Contractor shall perform grain size laboratory testing on the selected samples in accordance with the paragraph “Laboratory Testing Procedures”.
Additional Washprobe: The Contractor shall perform a total of 30 washprobe soundings.
The washprobe soundings are located in the Entrance Channel between 15 and 22 miles offshore from the mouth of the harbor, in waters that range in depth from 52 to 58 feet (MLLW). The washprobes shall be advanced until they meet refusal or -60 feet MLLW, whichever comes first. The washprobe sounding coordinates are given in Table 2 in SC State Plane NAD 83 International Feet. All elevations will be referenced to MLLW.
The Contractor shall perform washprobe soundings in accordance with the paragraph “Washprobe Soundings”.
2. Purpose. Vibracoring, sampling and lab testing are necessary to determine material quality for the purpose of BUD material for the following; bird habitat, benthic fauna habitat and harbor construction fill. USACE personnel will make the BUD determination. Washprobe soundings are required in the outer portions of the Entrance Channel in order to verify that the materials within the dredging prism are unconsolidated, and that no hard/resistant material is present.
3. USACE Furnished Materials. Maps showing boring and washprobe locations are provided in Figures 1-4 (attached). Coordinates are provided in Tables 1 and 2. A copy of the gINT version of ENG Form 1836 to be utilized for the vibracore drilling logs will be furnished after contract award. GIS shape and raster files of borings, washprobes, project bathymetry, and historical data will be provided upon request. Sample intervals for testing and archiving will be provided by Wilmington USACE, based upon the Contractor’s Draft Boring Logs.
4. Vibracore Sampling. Borings shall be performed within 20 feet of the locations provided by USACE, Wilmington District. Vibracoring shall be accomplished by vibrating a sampling tube to a depth of 20 feet below the ocean floor, unless refusal is encountered. Vibracore refusal is defined as a penetration rate of less than 0.1 feet in 10 seconds. At each boring location, real-time kinematic (RTK) Global Positioning System (GPS) surveying techniques shall be utilized to provide accuracies of 0.2 feet both vertically and horizontally. Boring identification will be designated according to the table provided. The recovered vibracore sampling tubes shall be carefully transported to the Contractor’s lab. Upon arrival, the tubes shall be cut open and a photographic mosaic log depicting the stratigraphic horizons relative to MLLW elevation shall be produced. Each core shall be field classified and logged in accordance with the Unified Soil Classification System (USCS). Major changes in stratigraphy will be identified and referenced to MLLW. Upon completion of sampling and field classification, Preliminary Drilling Logs and all field documentation shall be submitted to the Wilmington District for sample interval selection and follow-on laboratory testing. In order to expedite sample interval selection, and follow-on laboratory testing, Preliminary Drilling Logs and field documentation shall be submitted to the
Wilmington District after each harbor reach (Bennis, Rebellion, Wando and Entrance Channel) is completed.
5. Drilling Logs. Preliminary and Final Drilling Logs shall be developed using engineering form ENG 1836. In order to expedite sample interval selection, and follow-on laboratory testing, Preliminary Drilling Logs and field documentation shall be submitted to the Wilmington District upon completion of each harbor reach. Preliminary Drilling Logs, at a minimum, shall include the date and time the boring was taken, the horizontal location of the boring (SC State Plane FIPS 3900 NAD 83 International Feet), ocean bottom elevation (MLLW), a visual description and USCS classification of stratigraphy including depths for the entire length of recovered material, sample intervals, boring recovery, depth of refusal, and water depth with tidal corrections (MLLW). The USACE shall determine the sample intervals to be tested and “archived” from each boring from the Preliminary Drilling Logs. Final Drilling Logs and gINT project database shall be submitted to the Wilmington District as part of the Final Report, and shall include laboratory testing results. Samples sent for lab testing shall be designated “S-1, S- 2, S-3, etc…” on the drilling logs under “column f” on ENG Form 1836, with top and bottom elevations listed. Evaluations and inference shall be the responsibility of the USACE. “Archived Samples” shall refer to samples that will not be tested as part of this contract, and will be sent to the USACE for storage. USACE will keep the archive samples if their testing is required at a later date. For estimating purposes, assume there will be two (2) Archived Samples per boring (total of 58 samples).
6. Washprobe Soundings. Thirty washprobes (aka “jet probes”) shall be performed using similar methods that have been previously employed by the Government. By definition, a washprobe sounding consists of lowering a 2-inch I.D. open-ended steel drill rod (or similar pipe) with a nozzle to the seafloor. Then, air or water is jetted to advance the pipe through the unconsolidated sediments on the seafloor to a refusal depth. Any variations to the pipe size shall be noted in the Contractor’s bid documents. No soil or rock samples are collected during the wash probing effort. Particular attention is given to the water depth, channel bottom, penetration depth of washprobe sounding, time, and any tidal correction factors. The washprobe sounding indicates the elevation at which hard material (i.e. refusal to washprobe penetration) was encountered. A typical washprobe sounding on a Government Vessel (equipped with a crane and pumping system) takes less than 5 –minutes to complete. Information such as the x and y location of the sounding, z1 elevation of the seafloor (sounding or depth finder), and z2 refusal elevation is required in tabular format. All washprobes/jet probes shall be advanced through the seafloor to a completion elevation of -60 feet MLLW, or until refusal is achieved, whichever is first encountered. The Contractor will record the elevation of ocean bottom and refusal /completion elevation referenced to MLLW datum.
7. Laboratory Testing Procedures. Laboratory tests shall be conducted by a soils lab certified by the USACE or by the SC/NC Department of Transportation. Laboratory testing shall be the responsibility of the Contractor. On average, and for estimating purposes, three (3) samples will be collected from each boring for testing for a total of 87 gradation samples. In addition, two archive samples per boring (58 samples) will be collected-but will not be tested in this contract.
USACE will determine the depth interval and compositing details for each sample. This number is the maximum number of gradation samples that will be required. The Contractor shall be paid only for the number of completed lab tests. The final lab results shall be included in the Final Report, and shall contain visual USCS/ASTM D2487 soil classifications, and grain size test results in both tabular and graphical formats. Lab results shall also be included in the Final Drilling Logs.
Three (3) test procedures shall be performed on each sample: (1) American Society for Testing and Materials (ASTM) test procedure D422 entitled “Standard Test Method for Particle-Size Analysis of Soils”; (2) D2487 “Classification of Soils for Engineering Purposes (Unified Soils Classification System)”, and (3) visual % shell and limestone rock fragment determination. The following sieve sizes shall be used: ¾ in., ½ in., 3/8 in., No. 4, No. 10, No. 20, No. 40, No. 60, No. 100, and No. 200, for the test procedure ASTM D422. Fines passing the #200 sieve will be subject to hydrometer testing (as per ASTM D422) to determine percentage of silt and clay fines.
Visual percent shell content and visual percent limestone rock fragment content shall be estimated for the ¾ in., 3/8 in., and No.4 sieves.
8. Cost Proposal. The Contractor shall submit a sampling plan to the USACE as part of his proposal. The sampling plan shall include the type of vibracore machine, the size of the vibracore tube, the material from which the tubes are made, the size and description of the boat(s) to be used, the number of boat and drill crew members, the qualifications of the laboratory performing analyses, and a description of the survey equipment to be used to collect coordinate and elevation data. For the cost proposal, the Contractor shall assume 29 vibracore borings, 87 soil gradation and hydrometer tests, 87 visual determination of shell and rock fragment content for the no.4, 3/8 in., and ¾ in. sieves, 29 Preliminary Drilling Logs in gINT format, 29 photographic mosaic logs, 30 Washprobe soundings in an excel file, gINT database, a Final Report including Final Drilling Logs, washprobe soundings table, laboratory analyses, and shipping of archive samples and sieved samples. The estimate shall include daily costs for vessel operation and number of days required for the washprobe and vibracoring effort.
9. Reports. The Contractor shall furnish Preliminary Drilling Logs, and a Final Report to the USACE. Preliminary Drilling Logs and gINT project file update shall be submitted upon completion of each harbor reach as described in Section “Vibracore Sampling” above. The Final Report shall include, at a minimum, a description of the work, a map with boring and sounding locations, Final Drilling Logs, core photographic mosaic logs, tabulated Washprobe Sounding data, and Lab Data with gradation tables and curves for each sample tested. The Final Report shall be in accordance with applicable report requirements for ASTM D2487/USCS and ASTM D422, including both tabulation and graph format of the percentage passing each sieve, and visual estimations for limestone and shell content. The gradation curves shall include the project name, laboratory name, boring number, sample identification number and date the sample was tested. In addition to the hard copy of the reports, the Contractor shall furnish electronic/digital files containing all the lab test data in Excel and PDF formats. These files shall contain the project name at the top, boring number, sample identification number, depth of sample, visual classification, and percentage passing each sieve, and percentage clay and silt for the test procedure in ASTM D-422.
10. Submittals. The CONTRACTOR shall submit the following:
The Preliminary Drilling Logs, Draft Report and Final Report shall be submitted electronically to the COR for review at the following e-mail address:

The Final Report shall be bound and titled; “Subsurface Investigation and Geotechnical Laboratory Testing Results, Charleston Harbor, Post-45 Preconstruction Engineering and Design, Beneficial Use of Disposal Material, Charleston County, SC”, containing all the elements and meeting the requirements herein. Three hard copies of the Final Report and 3 CD- ROMs shall be submitted, and be deemed acceptable before final payment is made.

11. Safety. Safety of all parties is a major concern. The Charleston Harbor is a busy harbor with large container vessels and recreational craft. The Contractor shall coordinate the work effort with the U. S. Coast Guard and comply with all their requests. The Contractor shall ensure his operations have a minimal effect on navigation. The Contractor shall comply with guidance established in the Corps of Engineers Safety Manual, EM 385-1-1, dated 15 SEP 2008 and any applicable State and U. S. Coast Guard regulations. The Contractor shall deliver an Accident Prevention Plan to the Corps of Engineers for approval 10-days prior to commencing drilling operations. No work shall be performed until the plan is approved by the USACE. The plan shall follow the guidelines established in EM 385 to include: the location of the work site, contact verified emergency contact information to the local Coast Guard station, evacuation plan to the nearest medical facility, emergency radio frequencies and telephone numbers, required safety equipment, certified first aid personnel, spill prevention and HAZMAT information, and an Activity Hazard Analysis. The Contractor shall be responsible for conducting a daily Safety Brief and Risk Assessment prior to commencing work each day. All personnel shall be properly clothed and protected for working on the water. Wilmington District reserves the right to halt drilling operations for any safety violations. The Wilmington Safety Officer is Mr. Bill Harris and he may be reached at 910-251-4698.
12. Completion of Work. The field work shall be completed within 45 days of contract award.
The Contractor shall complete the report writing within 60 days of contract award.
13. OPSEC Reference:
2b. Contractor and all associated sub-contractors employees shall comply with adjudication standards and procedures using the National Crime Information Center Interstate Identification Index (NCIC-III) and Terrorist Screening Database (TSDB) (Army Directive 2014-05 / AR 190-13), applicable installation, facility and area commander installation/facility access and local security policies and procedures (provided by government representative, as NCIC and TSDB are available), or, at OCONUS locations, in accordance with status of forces agreements and other theater regulations.
15. The Contractor must pre-screen Candidates using the E-verify Program (http://www.uscis.gov/e-verify) website to meet the established employment eligibility requirements. The Vendor must ensure that the Candidate has two valid forms of Government issued identification prior to enrollment to ensure the correct information is entered into the E-verify system. An initial list of verified/eligible Candidates must be provided to the COR no later than 3 business days after the initial contract award." *When contracts are with individuals, the individuals will be required to complete a Form I-9, Employment Eligibility Verification, with the designated Government representative. This Form will be provided to the Contracting Officer and shall become part of the official contract file.
