About this file

This is a Sources Sought Notice issued for the Renovation of 4C/4D wards at the Phoenix VA Medical Center. The notice solicits information on four brand-name components identified in the design: Nurse Call (West-Com), Patient Lifts (Guldmann), Panels/Electrical Equipment (Siemens), and Curtain Tracks (PRVC). The Government emphasizes that brand names are specified not for their own sake, but because each system must achieve full interoperability and compatibility with existing facility infrastructure that will remain in place. For the nurse call system, West-Com integration is required with existing hospital-wide communication platforms, including nurse station consoles, room controllers, patient stations, and EHR/EMR interfaces. The patient lift requirement mandates compatibility with existing Guldmann ceiling-mounted track infrastructure without requiring track replacement or structural modification. Siemens electrical equipment compatibility is necessary for safe integration with existing electrical switchgear and distribution systems, as breakers and panelboard components from other manufacturers are generally not interchangeable. PRVC curtain tracks must be physically and functionally compatible with existing ceiling grid, mounting hardware, and partitioning systems without requiring patient-room redesign.

Responses must be submitted in writing via email to Contract Specialist Paul D. Bane (paul.d.bane@usace.army.mil) and RubyAnn S. Prout (rubyann.prout@usace.army.mil) and should include company name, address, point of contact, phone number, email, UEI Number, CAGE Code, and business size classification under NAICS 236220. The notice explicitly states that no proposals or contracts will be awarded from this Sources Sought, no reimbursement will be provided for response costs, and all responses are for preliminary planning purposes only. Interested parties are invited to provide alternatives to the mentioned equipment with supporting rationale demonstrating how such alternatives would alleviate Government concerns regarding system compatibility.

This is a SOURCES SOUGHT NOTICE for information on Sole Source-Brand Name Only-Inclusion of the brand name descriptions identified in the design for an upcoming solicitation for the Renovation of

4C/4D wards at the Phoenix VA. The portion of the acquisition which includes brand name components include: Nurse Call, Patient Lifts, Panels/Electrical Equipment, and Curtain Tracks. Replies by interested parties will be used by this agency for preliminary planning purposes. No proposal or contract will be awarded from this notice. No reimbursement will be made for any costs associated with providing information in response to this notice or any follow-up information requests.

System Brand Name Basis of Design

Nurse Call West-Com

Patient Lifts Guldmann

Panels/Electrical Equipment Siemens

Curtain Tracks PRVC

a. Nurse Call: West-Com

The renovation of the patient rooms in Wards 4C/4D requires a nurse call system that is not only compliant with all requisite medical safety standards but, most critically, ensures seamless and guaranteed interoperability with the existing VA hospital-wide communication infrastructure. The West-Com Nurse Call System is uniquely positioned to meet this requirement. The Government’s minimum requirement is not a particular brand name for its own sake, but a nurse call system that is fully interoperable with the facility’s existing West-

Com hospital-wide nurse call and communication platform, including existing nurse station consoles, room controllers, patient stations, staff workflow configuration, paging/notification pathways, EHR or EMR interfaces, reporting functions, and related communication infrastructure that will remain in place.

b. Patient Lifts: Guldmann

The renovation of patient rooms in Wards 4C/4D necessitates the procurement of patient lift systems. A critical and non-negotiable technical requirement for this project is that the new lifts must be fully compatible with the existing Guldmann ceiling-mounted track infrastructure already installed and standardized throughout the VA facility. The new lift units must operate on the existing Guldmann rail system without requiring track replacement, structural modification, retrofit of the trolley or rail interface, recertification of the installed track system by a third party, or use of an unsupported lift/track configuration.

c. Panels/Electrical Equipment: Siemens

The renovation of Wards 4C/4D requires new electrical panels and circuit protection devices.

A mandatory, non-negotiable requirement is that all new equipment must be fully and safely compatible with the facility's existing Siemens-manufactured electrical switchgear and distribution systems.

Specifying equipment compatible with the facility’s existing Siemens-manufactured electrical switchgear and distribution systems is necessary to ensure safe and reliable integration with the existing electrical infrastructure. Electrical distribution equipment is manufacturer-specific, and breakers and panelboard interiors from other manufacturers are generally not interchangeable with existing Siemens bus systems. Requiring compatible

Siemens equipment avoids significant additional costs associated with replacing switchgear components, redesigning electrical distribution systems, and performing new coordination and arc flash studies, which could substantially increase the overall project cost.

d. Curtain Tracks: PRVC

The renovation of patient rooms requires the installation of new privacy curtain tracks. A critical and non-negotiable technical requirement is that all new tracks must be fully compatible with the existing ceiling grid, mounting hardware, and partitioning systems already standardized and installed throughout the facility. The Government’s minimum requirement is not a particular brand name for its own sake, but a privacy curtain track system that is physically and functionally compatible with the facility’s existing standardized

PRVC curtain-track infrastructure, including the existing ceiling grid conditions, mounting hardware, partitioning systems, room layouts, and associated curtain-track components that will remain in place. Compatibility with the existing installed system is required because the new components must fit, connect to, align with, and operate with the facility’s existing infrastructure without requiring redesign or modification of patient-room ceiling, partition, or mounting conditions.

Provide an alternative to using mentioned equipment, with supporting rationale, that would alleviate the Government’s concerns regarding system compatibility.
