About this file

This is a detailed solicitation document for a U.S. Army Corps of Engineers revetment repair project at Naval Base Ventura County in Point Mugu, California. The project is a 100% small business set-aside with a project magnitude between $10-25 million, involving the repair and improvement of approximately 2,100 feet of central revetment. The work includes resetting existing armor stone and placing approximately 34,000 tons of new 7-ton armor stone. The NAICS code is 237990, with a small business size standard of $45,000,000. The solicitation (IFB No: W912PL-25-B-A010) is for construction services, with bids from non-small businesses being considered nonresponsive and rejected.

The solicitation contains comprehensive technical specifications, including detailed requirements for stone quality, gradation, placement, geotextile installation, and quality control measures. Key technical requirements include specific stone characteristics such as angular shape, durability testing, weight verification, and precise placement tolerances. The project involves multiple repair areas with estimated stone reset quantities, and requires extensive documentation including daily reports, stone source quality control plans, and post-construction surveys. The contract includes provisions for environmental protection, safety requirements, and strict quality control throughout the construction process.

NOTE NO. 2. Prices must be submitted on all individual items of Section 00 10 00, "Solicitation, Contract Line Item Number (CLIN) Schedule"; otherwise, the bid will be considered non-responsive and will be rejected.

NOTE NO. 3. For the purpose of bid evaluation, the Government will proceed on the assumption that the bidder intends the bid to be evaluated on the basis of unit prices the totals arrived at by the resolution of arithmetic discrepancies as provided above and the bid will be so reflected on the abstract of bids.

These correction procedures shall not be used to resolve any ambiguity concerning which bid is low.

NOTE NO. 6. This procurement is an Invitation for Bids (IFB). All references throughout the IFB to 'Offeror' shall be deemed to mean 'bidder' and 'offer' shall be deemed to mean 'bid' as appropriate.
