1 OVERVIEW
1.1 GENERAL DESCRIPTION OF WORK:
This action is a Request for Proposal (RFP) for a "Lowest Price Technically Acceptable" solicitation for a design-build construction project on Nellis AFB. The design and construction activities include reinforced concrete foundations, concrete floor slab, structural steel frame with split faced concrete masonry units, gypsum wallboard, and a combination single ply membrane/standing seam metal low slope roof. Work also includes the design and construction a 74 SM single story Information Transfer Building (ITB).
1.2 ONE PHASE SUMMARY:
The Government is looking for ways to streamline construction, manage labor and other resource constraints in an effort to reduce costs and achieve an aggressive schedule in executing task orders to meet the Army’s Transformation program goals of faster project execution at lower cost, while taking advantage of industry standards, means and methods. This procurement will be conducted in accordance with Engineering Construction Bulletin (ECB) 2019-14.
In Phase 2, in accordance with Phase 2’s Section 00 22 20, the short-listed offerors will

January 2022 Solicitation submit proposals for the subject project. The Government will evaluate both technical capability and price, in accordance with FAR 15 and the criteria described in the solicitation.
An award will be made to the responsible offeror, whose proposal conforms with all the terms and conditions of the solicitation and whose proposal is determined to represent the overall "Lowest Price Technically Acceptable" to the Government, considering all technical and non-technical factors including cost or price.
2 GENERAL INSTRUCTIONS
2.1 WHO MAY SUBMIT A PROPOSAL:
This acquisition is open competitive, no set-aside. The size standard for this solicitation is as shown in Section 00 45 00 REPRESENTATIONS AND CERTIFICATIONS.
2.2 JOINT VENTURE PROPOSAL REQUIREMENTS:
When proposing as a joint venture, all members of the joint venture shall sign the SF 1442 and the bid bond unless a written agreement by the joint venture is furnished with the proposal designating one firm with the authority to bind the other member(s) of the joint venture. In addition, a copy of the joint venture agreement shall be submitted with the proposal. Failure to comply with the foregoing requirements may eliminate the proposal from further consideration.
2.3 WHERE TO SUBMIT:
Offerors shall submit their proposals electronically to the U.S. Army Corps of Engineers, Los Angeles District in accordance with Section 00 21 16 Instructions to Proposers
2.4 SUBMISSION DEADLINE:Proposals shall be received by the Los Angeles District no later than the time and date specified in Block 10 of Standard Form 1442.
2.5 COPIES OF SOLICITATION DOCUMENTS AND AMENDMENTS:
Copies of the solicitation and amendments are available on SAM.GOV website. Paper copies of the solicitation will not be issued. Telephone and Fax requests for this solicitation will not be honored. It will be the offerors’ responsibility to check the websites for any amendments. The offeror shall submit in the proposal all requested information specified in this solicitation. There will be no public opening of the proposals received as a result of this solicitation.

2.7 ACCURACY IN PROPOSALS:
Proposals must set forth full, accurate, and complete information as required by this RFP, (including attachments). The penalty for making false statements is prescribed in 18 U.S.C.
1001.
2.8 PRE-PROPOSAL CONFERENCE:
The Government will not hold a pre-proposal conference for Phase I. However, if the Government elects to conduct a pre-proposal conference and site visit, it will be conducted for Phase 2.

3.2 PROPOSAL COVER SHEET:
A Proposal Cover Sheet shall be provided (see below). The second sheet shall be a Table of Contents. Offers that violate these rules unnecessarily delay the evaluation process and may be rejected by the Government after the initial evaluation without receiving any further consideration.
Format for the Proposal Cover Sheet:

A brief description of work is located in RFP Section 01 10 10 paragraph entitled, “PROJECT DESCRIPTION.” Regarding “relevant” prime construction contractor work, the Government will consider the type of work features self-performed, on-site by the Prime Constructor’s own organization in addition to construction management effort.
Quality of Product or Services. The past performance evaluation will establish the overall quality of the offeror’s past performance.
3.6 TAB A – FACTOR 1 ‐ PAST PERFORMANCE OF PRIME CONTRACTOR:
This Factor is an assessment of the probability that the Prime Contractor will meet the requirements of this Solicitation. To this end, the Prime Contractor shall demonstrate recent, relevant experience and quality of past performance on similar projects. Offerors may identify state and local government and private contracts that are similar to the Government’s requirements. If the Offeror is a joint venture, each firm shall provide information, demonstrating experience relevant to their role on this project and in accordance with the Joint Venture Submission Requirements.
3.6.1 SUBMISSION REQUIREMENTS:
The Offeror will submit at least two (2) but no more than three (3) projects. Projects must be fully completed or currently under construction and at least 75% complete within the last 5 6 years.
The submitted projects shall meet the following criteria:
a. Each of the submitted projects must have a construction value over $20,000,000.$15,000,000
b. At least two of the projects must have occurred on a military installation.
c. At least one project shall be a design build, new, vertical construction.
At least one projects shall demonstrate experience and capability in ICD (Intelligence Community Directive) 705of similar scale and magnitude as the subject project.
The projects submitted shall clearly demonstrate an Offeror’s ability to design and construct a facility that is similar in size and scope to this project shall demonstrate the Offeror’s experience and capability of performing similar and relevant type work as the subject project.
Use the following format to provide project information:

SECTION 01 10 10 Page 27 the grading of the site and elevations of new pavement. The building pad shall be a miminum of 6 inches above the adjacent finish grades.
6.8.1 Site Drainage Concept. Drainage shall generally be surface drainage away from building with paved areas sloping a minimum of 1%; earth areas a minimum of 1% to 2%; earth areas for the first 10-feet around the building 5%; and pipes, gutters, and swales a minimum of 0.5%. Contractor shall submit a drainage plan with design submittal.
6.8.2 Parking Area. That parking area shall be graded with a minimum of 1% slope for positive drainage. Provide 90 degree parking stalls with a maximum front-to-rear 5% gradient and a maximum side-to-side slope of 1.5% gradient. Ponding of surface wall shall not be permitted.
6.8.3 Building Site. Grading around and immediately adjacent to the building shall be directed away from the building.
6.8.4 Roof Drainage. The Contractor shall make provisions for roof drainage from the building to be included in the site drainage system. Runoff from downspouts shall drain away from the new facility.
6.8.5 Low Impact Development (LID). Site grading for the project shall be designed to maintain the predevelopment hydrology of the surrounding area. The contractor shall incorporate the LID for the site storm drainage system design, per UFC 3- 210-10. The contractor shall include the hydrology analysis of the area for the pre-development and post- development conditions in the design analysis
6.8.5.1 To comply with the Stormwater Runoff Requirements for Federal Projects under Section 438 of the Energy Independence and Security Act (EISA), on-site retention basins may be constructed in the form of bio-swale towards the South of the site to capture/delay the storm runoff increased due to newly constructed impermeable surfaces. Overflow from these retention basins will be directed to the exiting swale/depressed area in the southwest corner of the lot and to the storm drainage system. Site grading for the project is to retain the 95th percentile 24-hr storm event on site. However because the site is located in a tidal flat, the underlying soils are not very pervious and groundwater is near surface.
6.8.5.2 The landscaping areas shown on the concept plans should consider implementing LID features to maximum extent technically feasible along with traditional stormwater management features such as lightly graded rock ditches, swales, ponds, and piped solutions. These features must be designed with sufficient space away from the building foundation to avoid detrimental effects of introducing water to the foundation and increasing soils collapse potential. When these systems reach their capacity, overflows must be provided to drain into larger conveyance systems away from the facility. Overflows from these features should be directed towards the airfield where the flows currently end up and infiltrate or evaporate.
6.9 SITE IMPROVEMENTS.
6.9.1 Standard Details. Site details shall be designed and constructed per Nellis AFB Installation Facilities Standards (IFS).

10.4 INTERNAL ACTIVITIES. The facility will be occupied by military and civilian personnel. The building provides Secure compartmentalized areas, for the Ops Test, 53th Wing Squadron Ops and the 57th Wing Squadron Ops. Internal functional spaces include but are not limited to the following; Simulator Spaces, Private & Open Office Areas, Conference Rooms, Heritage rooms, a large compartmentalized auditorium space, Break Room, Bathrooms, Storage, and other related Mission Support Areas. Secondary points of egress are located around the facility.
10.5 SPACE ALLOCATIONS. Area calculations are provided in Appendix F Area Computations.
10.6 BARRIER FREE DESIGN See paragraph 4.12.
10.7 SUSTAINABLE DESIGN. See paragraph 5. The contrator’s LCCA must perform energy modeling on at least three alternatives sets of building envelope, mechanical and electrical design solutions. Follow the requirements of UFC 1- 200-02 and the process flowchart within Appendix A.
10.8 LIFE SAFETY. See paragraph 10.14 Life Safety.
10.9 FIRE SAFETY. Minimum allowable construction type, per the International Building Code, shall be Type IIB (non-rated). The interior of the building shall be fully sprinklered (see paragraph 13 “Fire Protection”). All interior finishes on walls and ceilings of exits shall be Class A or Class B, per UFC 3-600-01 and NFPA
101. In case of conflict, UFC 3-600-01 supersedes NFPA 101. Interior floor finish shall be Class I. Fire Department access shall be provided around the perimeters of this facility. Contractor is responsible for providing all design and construction to meet UFC 3-600-01, NFPA 101, and applicable portions of the International Building Code.
10.9.1 Fire Extinguisher Cabinets. Fire extinguisher cabinets shall be provided IAW UFC 3-600-01, NFPA 101 and NFPA 10. Not required for this facility because it is provided complete automatic sprinkler protection and fire alarm system. Only provide Fire extinguisher cabinets where indicated in 01 10 11. Cabinets are Contractor Furnished, Contractor Installed (CF/CI), and shall be semi-recessed or fully recessed, depending on wall type and traffic pattern. Size the cabinet and space cabinets per NFPA 10 and as indicated in paragraph 10.14 Life Safety.
10.9.2 Fire Extinguishers. Fire extinguishers are Government Furnished, Government Installed. (GF/GI). They shall be located IAW NFPA 10.
10.10 SECURITY. The threat severity level for this facility has been set at “low” by the Installation Security, as described in UFC 4-010-01. Follow the minimum requirements described within the UFC. The project requires security design features. Annunciation of threats to occupants will be provided. See paragraph 16 Building Security System for further information. RF Shielding is required at the secure area perimeter walls and doors in accordance with ICD-ICS 705. See plans and door schedule for delineation of secure area perimeter boundary along with compartmented areas identified with different colors. These walls must meet the wall construction requirements of the ICD/ICS 705.

10.14.6.7 Cores and Cylinders. Comply with BHMA A156.5. Provide cylinders for new locks that are fully compatible with products of the Best Lock Corporation having interchangeable cores compatible with the Nellis AFB keying system per the Installation security criteria.
10.14.6.8 Closers. Door closers shall be in accordance with BHMA A156.4.
10.14.6.9 Finishes and Materials. Architectural builder's hardware shall be per BHMA A156.18.
10.14.6.10 Kick-Plates. Comply with BHMA A156.6. Doors in utility rooms and support areas will have stainless steel kick plates (10 inches tall x 2 inches less the width of the door) each side.
10.14.7 Insulation and Sealants
10.14.7.1 Blanket Insulation. Interior partition blanket insulation shall comply with ASTM C665, Type 1. Insulation shall be UL-labeled mineral wool. Alternatively, it is acceptable to provide fiberglass insulation, as long the insulation meets the R-value noted in section 10.14.7.1.1 and meets the Flame Spread and Smoke Development Ratings noted in UFC 3-600-01.
10.14.7.1.1 Sound Attenuation Fire Blankets (SAFB). SAFB shall be mildew-proof and moisture-resistant. Nominal density shall be 2.5 pcf with an R-value of 3.7 per inch of thickness. Blankets shall be rated non-combustible when tested according to ASTM E136, and have 0 flame spread and 0 smoke developed ratings in accordance with ASTM E84.
10.14.7.2 Caulking and Sealants. Caulking and sealants shall be selected according to materials they are being applied to for compatibility. These sealants and caulks shall be either a two component, rubber base, chemical-curing compound based on polysulfide and/or polyurethane; or a single-component, rubber base, chemical-curing compound such as polysulfides, polyurethanes, and silicones. Caulking shall occur around all door frames, all window frames, and at all material changes.
The minimum joint width shall be 1/4 inch, and joint widths shall have a back stop material provided in the joint, in excess of 1/4 inch and the depth of all joints shall be equal to the width. Color of caulking and sealants shall match adjacent materials.
10.14.7.2.1 Acoustical Sealants. Latex rubber or polymer-based acoustical sealant conforming to ASTM C834 and ASTM C919 and having a maximum flame spread of 25 and a maximum smoke developed rating of 50 when tested in accordance with ASTM E84. Acoustical sealant must have consistency of 250 to 310 when tested in accordance with ASTM D217, and must remain flexible and adhesive after 500 hours of accelerated weathering as specified in ASTM C734. Sealant shall be paintable and must be non-staining.
10.14.8 Cabinets and Casework.
10.14.8.1 General. As a minimum, cabinets/casework shall be custom grade in accordance with AWI, plastic laminate or stained wood panels over plywood, per AWI custom
