NOTICE TO OFFERORS:
This Amendment forms a part of the Covered Contract Documents and modifies the original Bidding Documents dated December 1, 2021 as noted below. This Amendment shall become part of the Contract Documents to the same extend as though it had been written into the body thereof and bound therein. SUPPLEMENTARY INSTRUCTIONS TO PROPOSERS
PROPOSAL SUBMISSION REQUIREMENTS AND INSTRUCTIONS,
EVALAUTION PROCEDURES AND BASIS FOR AWARD
1.0 OVERVIEW
1.1 All offers received in response to this solicitation will be evaluated in accordance with Federal Acquisition Regulations (FAR) Subpart 15.1, Source Selection Process and Techniques. One contract will be awarded for the GBSD Stage Processing Facility at Vandenberg SFB, CA.
1.2 Source Selection Team. The Source Selection Team (SST) is established as a separate organization and management chain of command whose only purpose is to ensure an impartial, equitable and comprehensive evaluation of all proposals received in response to this solicitation. The organization consists of a Source Selection Authority (SSA) and a Source Selection Evaluation Board (SSEB). Offerors are advised that the technical evaluations and rating of proposals will be conducted in strict confidence in that the technical proposals are reviewed and rated without knowledge of the price offered. The number and identities of the offerors are not revealed to anyone who is not involved in the evaluation and award process or to other offerors.
1.3 Basis for Award. In accordance with FAR Subpart 15.101-1. Tradeoff Process. This process permits tradeoffs among cost or price and non-cost factors and allows the Government to accept other than the lowest priced proposal.
In making this determination, all evaluation factors other than cost or price, when combined, are approximately equal to cost or price.
1.4 Proposals should parallel the submission requirements identified in Paragraph 3.3 below. Volume 1, Technical Proposals and Volume 2, Price Proposal and other Administrative Requirements shall be submitted electronically as instructed in section 00 21 16, SPECIAL INSTRUCTIONS PERTAINING TO SUBMISSION OF ELECTRONIC
PROPOSALS.
2.0 EVALUATION PROCESS
2.1 All proposals received in response to this Request for Proposals will be evaluated. The Government will evaluate the Offerors’ qualifications based on the criteria described herein and will award the contract to the Offeror providing the “Overall Best Value” to the Government in accordance with the Traditional Subjective (technical-price) Tradeoff Process. FAR Subpart 15.101-1. The Government intends to award without discussions.
2.2 The source selection procedures will begin with the initial review of proposals and continue with technical and price evaluations conducted by the SSEB. The SSEB shall evaluate proposals based solely on the evaluation criteria identified in the following paragraphs. The results of the SSEB evaluations will be presented to the SSA for review and the SSA will make the final source selection decision. The Contracting Officer will determine if it’ appropriate to engage in clarifications or communications with the offerors prior to establishment of a competitive range, or to establish a competitive range and conduct discussions with those offerors that are included in the competitive range. All communications leading to the establishment of the competitive range will be conducted in accordance with FAR subpart 15.306(b). However, if a competitive range is established, discussions will be conducted with offerors who are included in the competitive range. After conclusion of discussions and receipt of final proposal revisions (if applicable), the SSEB will complete the evaluation and establish the final ratings and present them to the SSA. The SSA will then review the proposals and make the final source selection decision.

2.3 The Government is not responsible for information overlooked during the evaluation which is not located in the appropriate proposal section. Failure to place the required submission information under the appropriate tab (factor) may result in a lower rating if the evaluators cannot readily find the appropriate information.
2.4 To ensure that evaluation credit is appropriately received for proposal material submitted, do not incorporate by reference documents not contained in the proposal.
2.5 Price Evaluation. Price is not rated but will be evaluated for fairness and reasonableness through use of price analysis. The price analysts will also check for the appearance related to the unbalancing of bid line items. The price evaluations will document the fairness and reasonableness of the total evaluated price (Base Bid and Option Items). If, in the SSA’s opinion, adequate price competition exists, no additional cost/price information will be requested. However, if at any time during the competition, the SSA determines that further analysis is needed, detailed cost/price breakdowns may be requested. See Paragraph 4.0 entitled, “Price Breakdown Requirements.”
2.6 Price Evaluation Preference for HUBZone Small Business Concerns. The Notice of Price Evaluation Preference for HUBZone Small Business Concerns will be applied to this procurement in accordance with FAR subpart 19.1309(b) and FAR 52.219-4.
3.0 GENERAL INSTRUCTIONS
3.1 Who Can Submit
3.1.1 Any responsible, legally organized entity not identified on the Government’s Excluded Parties List as a debarred or suspended entity, or an “inverted domestic corporation” as described in Federal Acquisition Regulation Part 9.108 may submit a proposal. Construction contractors that have associated specifically for this project, consortia firms or any other interested parties may submit proposals.
3.1.2 Any firm that contributed to and/or participated in preparation of this solicitation, whether as a Government contractor or as a subcontractor to a Government contractor, is not eligible to participate in this solicitation as a prime contractor due to a conflict of interest. The Government considers such firms to have an unfair competitive advantage, and therefore will not consider such firms if proposed.
3.2 Where to Submit Proposals
3.2.1The only authorized transmission method for proposals in response to this solicitation is electronically via DoD SAFE online submission. NO OTHER TRANSMISSION METHODS (EMAIL, FACSIMILE, REGULAR
MAIL, HAND CARRIED, ETC.) WILL BE ACCEPTED.

SECTION 00 21 16, SPECIAL INSTRUCTIONS PERTAINING TO SUBMISSION OF ELECTRONIC
PROPOSALS.
3.3 Proposal Submission Information Volume 1 and Volume 2
3.3.1 It is the responsibility of the offeror to submit proposal information organized sequentially under its corresponding tab(s) and number all pages, to facilitate evaluation. Materials and requested information not organized under the appropriate tabs, and in sequence of subparagraphs set out below, may easily be overlooked during evaluations, thus possibly affecting the ratings of each factor and affecting the basis for award.
3.3.2 Proposals will be evaluated in accordance with the factors listed below. All evaluation factors other than cost or price, when combined, are approximately equal to cost or price. Offerors are reminded to include their best technical and price terms in their initial offer and not to automatically assume that they will have an opportunity to participate in discussions or be asked to submit a revised proposal. The Government may decide to

3.3.3 Volume 1 Technical Proposal. Each Volume shall contain a Table of Contents and all pages of each factor shall be sequentially numbered. All text must be legible and easily read. The page size of the offeror’s proposal shall not exceed 8.5” by 11”. Diagrams, charts and tables shall conform to the paper size. All text shall be typed single-spaced with a minimum size 10 font. Gantt chart, schedule and other charts and graphics can be size 8 font. Margins (1-inch) shall be clean and clear. If fold-out charts are unavoidable, and are to be utilized, all sheets shall be reproduced on 11” by 17” and folded to 8.5” by 11” size. Offerors shall be limited to a maximum of 45 pages. A page is defined as text or information on one side of paper. If it is printed double-sided, each face will be counted as a page. Factor 1 and Factor 2, Past Performance, will not be counted towards this page count. Please note: The Table of Contents and Factor Tabs will not be counted towards the 45-page count limit.

3.3.5 Volume 2, Administrative Requirements: Information submitted for Volume 2, includes the offeror’s price and other required information, including standard forms, etc. as described below. All the information required in Volume 2 shall be clearly marked VOLUME 2, ADMINISTRATIVE REQUIREMENTS. Submit the information in 8.5”x11” paper. All text must be legible and easily read. Volume 2 shall contain a Table of Contents. The pages for each Tab do not have to be sequentially numbered
3.3.6 Volume 2, Contents of Administrative Requirements.
Prior to making an award the Contracting Officer must determine that any Offeror eligible for an award is responsible both financially and technically and has the capability to properly manage the contract during performance and complete the work on time. Reference Federal Acquisition Regulations (FAR) Subpart 9.1.
Volume 2, Administrative Requirements-The offeror shall submit the following information, tabbed as follows:
Proposal Cover Sheet. The proposal cover sheet is required by FAR 52.215-1(c) (See Attachment No.1 at the end of this Section).
Letter of Commitment. Submit a signed Letter of Commitment making an unequivocal commitment that, in the event of an award of a contract to the Offeror, the proposed lead design firm will fulfill the duties of preparing the design package for this effort (See Attachment 2 at the end of this Section).
Tab A shall contain a completed SF 1442, “Solicitation, Offer and Award” including the Certifications, Section 00 01 05. The SF 1442 and the Certifications shall be completed by the offeror and duly executed with an original signature by an official authorized to bind the company in accordance with instructions at FAR 4.102.
Acknowledgement of all amendments to the solicitation in accordance with the instructions of Standard Form 30 Amendment.

Section 00 10 00, Solicitation, Contract Line-Item Number (CLIN) Schedule. The total cost for the construction will be considered for evaluation. Proposed price will be utilized in the establishment of the competitive range.
Provide a copy of your FAR/DFARS Report from System for Award Management (SAM).
Tab B Organizational Conflicts of Interest (OCI) Disclosure. The Offeror shall provide a disclosure statement with its proposal which concisely describes all the relevant facts concerning past or present organizational conflicts of interest relating to this project. In the same statement, and if applicable, the Offeror shall provide information to assure the Government that the conflicts of interests have been mitigated and/or neutralized to the maximum extent possible. If a conflict of interest is discovered after award of the contract, the Contracting Officer will make a decision whether to terminate the contact.
Tab C A Bid Guarantee, Standard Form 24, Bid Bond, in accordance with Far 52.228-1 of Section 00 21 16.
Tab D Small Business Subcontracting Plan. Separate from the Small Business Participation Plan. Large Business concerns must also submit a Subcontracting Plan (Individual Contract Plan) as required by FAR 52.219-9 Small Business Subcontracting Plan (June 2020) Alternate II (Nov 2016) located in Section 00 70 00. The Subcontracting Plan will not be rated by the SSEB, but rather reviewed by the Small Business Advisor and the Contracting Officer for acceptability. Proposals submitted in response to this solicitation shall include a subcontracting plan that separately addresses subcontracting with small business, veteran-owned small business, service-disabled veteran-owned small business, HUBZone small business, small disadvantaged business, and women-owned small business concerns. If the offeror is submitting an individual contract plan, the plan must separately address subcontracting with small business, veteran-owned small business, service-disabled veteran-owned small business, HUBZone small business, small-disadvantaged business, and women-owned small business concerns, with a separate part for the basic contract and separate parts for each option (if any). The plan shall be included in and made a part of the resultant contract. The subcontracting plan shall be negotiated within the time specified by the Contracting Officer. Failure to submit and negotiate a subcontracting plan shall make the offeror ineligible for award of a contract.
The Subcontracting Plan shall reflect and be consistent with the commitments offered in the Small Business Participation Plan, Factor 6. In accordance with Defense Federal Acquisition Regulations, DFARS 215.304(c)(i), when an evaluation assesses the extent that small businesses are specifically identified in proposals, the small businesses considered in the evaluation shall be listed in any subcontracting plan submitted pursuant to FAR 52.219-9, Alternate II. The assessment will consider if the plan adequately responds to each of the required elements of the FAR 52.219-9 Small Business Subcontracting Plan (June 2020), Alternate II (Nov 2016 and if the commitments listed in the Offeror’s Subcontracting Plan are comparable to the commitments addressed in the Offeror’s Small Business Participation Plan submitted in Volume 1, Factor 6.
Tab E Pre-Award Survey Data Information. In accordance with FAR 9.103(a)… contracts shall be awarded to responsible prospective contractors only. To be determined responsible, a prospective contractor must meet the standards at FAR 9.104 that requires a prospective contractor to have adequate financial resources to perform a contract or the ability to obtain them. As an aid in assessing responsibility, the offeror shall provide the following:
(1) A list of present commitments, including the dollar value thereof, and name of the organization under which the work is being performed. Include names and telephone numbers of personnel within each organization who are familiar with the prospective contactor’s performance. For a newly formed Joint Venture (JV), each JV member must submit a list of present commitments.
(2) Financial Statement. Submit a copy of your most recent financial statements. The statements must include a
Balance Sheet and Income Statement. Include the names of banks or other financial institutions with which business is conducted (mailing addresses, Point of Contact and phone number). If the financial statements are more than 60 days old, attach a certificate stating that the financial condition is substantially the same, or if not the same, describe the changes which have taken place since the financial statements were prepared. Provide evidence of adequate financing arrangements, such as commitments from lending institutions, etc., to perform this contract. This information will be treated confidentially but may be verified. For a newly formed JV, each JV member must
00 22 16 - 6 submit financial statements and information. The financial statements will not be rated by the SSEB. The Government will analyze the financial statements and make a risk assessment of the Offeror’s financial capability to successfully accomplish this project.
(3) The Offeror shall also submit a certified statement listing: (1) each contract award received within the preceding three-month period exceeding $1,000,000.00 in value with a brief description of the contract; and (2) each contract award received within the preceding three-year period not already physically completed and exceeding $5,000,000.00 in value with a brief description of the contract. For a newly formed JV, each JV member must submit the aforementioned-certified statement.
Pre-award survey information will not be rated by the SSEB. The Government will analyze the pre-award data information and make a risk assessment of the offeror’s financial capability to successfully accomplish this project.
Tab F For Joint Ventures, submit the following information:
Joint Ventures shall submit the following additional documentation regarding their business entities:
1) A certified copy of their Joint Venture Agreement.
2) A detailed statement outlining the following in terms of percentages, where appropriate.
a. The relationship of the joint venture parties in terms of business ownership, capital contribution, and profit distribution or loss sharing.
b. The management approach of the joint venture in terms of who will conduct, direct, supervise and control the project and have custody and control of the assets of the Joint Venture and perform the duties necessary to complete the work.
c. The structure of the joint venture and decision-making responsibilities of the Joint Venture parties in terms of who will control the manner and method of performance of the work.
d. The bonding responsibilities of the Joint Venture parties.
e. Identification of the key personnel having authority to legally bind the Joint Venture to subcontracts and state who will provide or contract for the labor and materials for the Joint Venture.
f. Identification of party maintaining the Joint Venture bank accounts for the payment of all expenses and the deposits of all receipts for the Joint Venture.
g. Identification of party furnishing the facilities, such as office supplies and telephone service.
h. Identification of party having overall control of the Joint Venture.
Other sections of the proposal shall identify, where appropriate, whether key personnel are employees of the individual Joint Venture parties and identify the party or hired as employees of the Joint Venture.
If one of the Joint Venture parties possesses experience and/or past performance as a Federal Government contractor or as a Corps of Engineers’ contractor, that experience and/or past experience will be included as the experience and/or past experience of the Joint Venture.
4.0 PRICE BREAKDOWN REQUIREMENTS

Upon the Government’s request, submit a price breakdown, in sufficient detail, of the CLIN items directly to the Contracting Officer. Details on where and how to send the breakdown will be provided by the person making the request on behalf of the Government.

6.0 VOLUME 1 - EVALUATION AND RATING SCHEMES
6.1 There are three (3) rating schemes used in the evaluation of the proposals as described in the following paragraphs and as illustrated in the Tables below.
6.2 For Factor 1, Past Performance of the Prime Construction Contractor, and Factor 2, Past Performance of the Lead Design Firm, the SST will assign one of the ratings shown in Table 3. The past performance evaluation results in an assessment of the offeror’s probability of meeting the solicitation requirements. The past performance evaluation considers each offeror’s demonstrated recent and relevant record of performance in supplying products and services that meet the project’s requirements and the quality of the effort. In accordance with FAR 15.305(a)(2), the currency and relevancy of the information, source of the information, context of the data, and general trends in the contractor’s performance shall be considered. These are combined to establish one performance confidence assessment rating for each offeror. See Table 3.
6.3 For any “Technical” Factor (meaning all non-cost factors, excluding Past Performance). The SST will use a combined technical/risk rating method for Factor 3, Technical Approach, Factor 4, Management Plan and Factor 5, Proposed Schedule. The combined technical/risk rating includes consideration of risk in conjunction with the strengths, weaknesses, significant weaknesses, uncertainties, and deficiencies in determining technical ratings. The assessment of technical risk, which is manifested by the identification of weaknesses, considers potential disruption of schedule, degradation of performance, the need for increased Government oversight, and/or the likelihood of unsuccessful contract performance. Combined technical/risk evaluations shall utilize the combined technical/risk ratings listed in Table 4 and the risk descriptions set forth in Table 5
6.4 For Factor 6, Small Business Participation Plan, the SST will evaluate the extent of anticipated participation by small business concerns in the contract. The SST will use the Small Business Rating Method listed in Table 6.
6.5 No overall rating will be assigned to the Offerors’ non-cost/price proposals.
7.0 VOLUME 1, FACTOR 1 AND FACTOR 2, GENERAL REQUIREMENTS
FOR SUBMITTING PAST PERFORMANCE INFORMATION
7.1 PAST PERFORMANCE INFORMATION FOR THE PRIME CONSTRUCTION CONTRACTOR AND THE
LEAD DESIGN FIRM. This general submission criterion relates to Tab A, Factor 1, Past Performance of the Prime Construction Contractor and Tab B, Factor 2, Past Performance of the Lead Design Firm (or prime construction contractor if the design is to be self-performed). There are three aspects to past performance that must be addressed.
In both Factor 1 and Factor 2, the Offeror shall demonstrate recent and relevant past performance on projects similar to the scope and magnitude of effort and complexity required by this solicitation and demonstrate the quality record of that past effort. The Offeror may use the attachments at the end of this section for submitting the required information for each Factor.
7.2 Where the word “project(s)” appears in this solicitation, it is understood to mean a project, contract(s), task order(s), or any other contract document provided for by the Federal Acquisition Regulations (FAR 2.10). For multiple award and indefinite delivery/indefinite quantity type contracts, the contract as a whole shall not be submitted as a project; rather offerors shall submit the work performed under a task order as a project. Examples of a project submitted by the offeror may include projects performed for a City, State or a Federal Agency; or for a commercial or private sector customer. If projects submitted were design-build projects, please identify them as such.
7.3. Where the word “recent” appears it is understood to mean design type projects that have been 100% completed (final construction documents completed) within six (6) years from the RFP release date. A recent construction type project is defined in paragraph 8.3(c) in relation to the RFP advertisement date. It is the responsibility of the Offeror to clearly indicate the percentage of completion on construction project examples that are in progress at the time of this submission.

7.4 “Relevant” past performance is one indicator of an Offeror’s ability to perform the contract successfully. Where the word “relevant” appears, it is understood to mean that the project is comparable to the type of work covered by this requirement, in terms of physical size (Square feet, number of floors, etc.), financial value, scope and complexity. If the Government is unable to determine the nature or extent of experience based on a submitted project, the project may be considered not relevant. Offerors may not submit classified information in their proposals. A brief description of work is found in RFP Section 01 10 10, paragraph 1.4.1 entitled, “PROJECT DESCRIPTION.” Regarding “relevant” prime construction contractor work, the Government will consider the type of work features self-performed, on-site by the Prime Constructor’s own organization in addition to construction management effort. There are four levels of relevancy as shown in Table 2.
7.4 Quality of Product or Services. The past performance evaluation will establish the overall quality of the offeror’s past performance.
8.0 VOLUME 1, TAB A, FACTOR 1, PAST PERFORMANCE SUBMISSION
CRITERIA OF THE PRIME CONSTRUCTION CONTRACTOR
8.1 The past performance evaluation will consider the following:
(a) Recent

8.2 Submission Requirements
The offeror shall submit a project portfolio containing three (3) example projects to demonstrate the offeror’s military, commercial and design-build past performance.
8.3 RECENT AND RELEVANT COMPANY EFFORT. The offeror is to submit three (3) examples of its most “recent” and “relevant” construction type effort performed as a prime construction contractor to demonstrate accomplishments that are similar scope and magnitude in terms of physical size, (square feet, number of floors, etc.)
financial value, scope and complexity of effort and complexities required by this solicitation. If more than three (3) projects are submitted for the Prime Offeror, only the first three (3) submitted for the firm will be evaluated, starting from the most recent and working backwards in time.
Each project cited shall meet the following criteria:
(a) Design Build construction projects with a value as follows: one (1) project greater than $10,000,000.00 and two (2) projects $13,000,000.00 or greater.
(b) Two (2) of the three (3) projects must have occurred on US military Installation
(c) Completed or substantially completed within the last six (6) years of RFP release date. A project will be considered substantially complete if it is a design type project that has been completed (final construction documents completed) within six (6) years from the RFP release date. A recent construction type project is defined as a construction project for which design is 100% complete and the construction is at least 50% complete (measured by performance period days) as of the RFP release date or a construction type project that has been completed and turned over to the owner within six (6) years from the RFP release date.
(d) Projects that reflect the following features will receive ADDITIONAL consideration:

1. Projects that demonstrate a successful repetitive relationship with the AE firm proposed for this solicitation.
2. Projects that demonstrate repetitive successful relationships with subcontractors (i.e., electrical; mechanical and civil, etc.) proposed for this solicitation.
3. Projects involving new vertical construction (not renovation projects) with similar scope and magnitude in terms of physical size, (square feet, number of floors, etc.) financial value, scope and complexity of this solicitation.
4. DoD projects involving explosives, approved by the Department of Defense Explosives
Safety Board may be considered more favorable. To receive credit for this element, the Offeror shall submit the applicable approval documentation.
5. Non-DoD project involving explosives that met DoD similar explosives safety criteria such as the Bureau of Alcohol, Tobacco, Firearms and/or host nation explosives safety criteria (ex.
NATO Guidelines for the Storage of Military Ammunition and Explosives), may be considered more favorable. To receive credit for this element, indicate what explosives safety criteria was required to be met and the Offeror shall provide applicable documentation.
6. Projects that demonstrate experience and capability in ICD/ICS 705 (Intelligence Community
Directive) and/or Radio Frequency (RF) Shielding.
7. Projects that demonstrated design-build projects performed for the U.S. Army Corps of
Engineers or the U.S. Department of Defense may be considered more favorable.
8. The Government will give more consideration to projects submitted that clearly demonstrate an Offeror’s ability to design and construct a facility that is similar in size and scope to this project and to execute the project successfully, while containing cost and maintaining schedule.
Proposals which include multiple projects which demonstrate more than one aspect of criteria as described in the preceding paragraph will be deemed more advantageous.
8.4 For each “recent”, “relevant” project submitted, the Offeror shall furnish the information specified below (Attachment 3, Relevant Company Effort at the end of this Section may be used). If the Offeror is submitting “task order type projects,” each task order project shall be submitted on a separate project data sheet. At a minimum, provide the following information:
(1) Project Title
(2) Location
(3) Contact Number
(4) Contract Type (Design-Build; Design-Bid-Build)
(5) Role of Offeror (address; type of work performed, including design, percentage of work performed by the offeror, if applicable, and any proposed team members that were directly involved in this project, including work performed, roles and responsibilities)
(6) Total Dollar Amount
(7) Start and Completion Dates. If project is not complete, indicate the percentage complete and anticipated completion date
(8) Brief Description of Project. Address how this project is similar to the type of work to be issued under this contract.
(9) Customer Primary Point of Contact (name, relationship to project, agency/firm, phone number and e-mail address). The Government may contact and interview project references. Reference information will not be revealed to other parities.

8.5 QUALITY OF PAST PERFORMANCE
8.6 Offerors are responsible for indicating the percentage of work that is completed, if currently underway. The Offeror shall submit evidence of the quality of their past performance on submitted projects. The Offeror shall provide in their initial proposal a completed offeror performance evaluation, whether interim or final, found in the Contractor Performance Assessment Reporting System (www.cpars.gov). If a completed offeror performance evaluation does not exist in CPARS (example, non-U.S. Government projects) the Offeror shall provide a Past Performance Questionnaire, hereinafter PPQ (Attachment 4 may be used). If, at time of evaluation, a completed offeror performance evaluation exists in CPARS that conflicts with a submitted PPQ, the completed offeror performance evaluation shall govern. Offerors shall not incorporate by reference into their proposal PPQ’s previously submitted for other RFPs. This does not preclude the Government from utilizing previously submitted PPQ information in the past performance evaluation. While the Government may elect to consider data from other sources, the burden of providing detailed, current, accurate and complete past performance information rests with the Offeror. Letters of Recommendation or Appreciation are considered supplemental information to demonstrate customer satisfaction and are not considered equal to offeror performance evaluations and/or detailed PPQs.
8.7 The Offeror may also provide in its initial proposal, information (i.e., letters of appreciation, safety awards, customer awards, etc.) of other completed projects that are relevant, to further demonstrate owner satisfaction with the Offeror’s general trend in construction performance. Information submitted must be “recent” and “relevant” as previously defined.
8.8 If an Offeror has been required to take corrective action for any substandard performance, the Offeror should explain the circumstances and the corrective actions taken. If an Offeror has experienced other performance problems such as cost overruns, extended performance periods, numerous warranty calls, etc., the Offeror should explain.
8.9 Joint Venture Submission Requirements. The Offeror submitting a proposal as a Joint Venture (JV) shall obtain a DUNS number and be registered in the System for Award Management (SAM, as the offering Joint Venture).
8.10 If the offeror is a Joint Venture (JV), relevant project experience should be submitted for projects completed by the Joint Venture entity. If the Joint Venture does not have shared experience, projects may be submitted for the Joint Venture partner. Offerors are still limited to a total of three (3) projects combined. The Government will consider a JV without a history of performing together less favorably. For a JV, the offeror shall submit the signed JV agreement. See paragraph 3.3.6, Tab F. For 8(a) Mentor-Protégé Joint Ventures, the offeror shall submit the signed and U.S. Small Business Administration (SBA) approved Mentor-Protégé agreement. For offerors who are a Joint Venture, an offerors’ proposal may be considered ineligible for award if this information is not provided.
8.11 Verification: The Government reserves the right to verify the past performance record of cited projects, or other recent projects not submitted by reviewing CPARS, or other Government appraisal systems or by interview of the owner or references. The Government may check any and all cited references to verify supplied information.
An Offeror will be afforded the opportunity to reply to or explain adverse performance information to which the Offeror has not previously had an opportunity to address.
9.0 VOLUME 1, TAB B, FACTOR 2, PAST PERFORMANCE SUBMISSION
CRITERIA OF THE LEAD DESIGN FIRM
9.1 The past performance evaluation will consider the following:
